EXECUTIVE SUMMARY

This report provides information gathered from a series of meetings held by the following groups during the week of October 21-23,2014, in Denver, Colorado—

  • Telecommunications Industry Association (TIA) Mobile and Personal Private Radio Standards Committee (TR8) and ten of its subcommittees
  • Association of Public Safety Communications Officials–International (APCO) Project 25 (P25) Interface Committee (APIC) and twoof its task groups
  • P25 User Needs Subcommittee (UNS)
  • P25 Steering Committee.

Key events that occurred during the meetings included—

  • Mr. Ernie Blair (City of Huntsville, Alabama) provided a briefing addressing the public safety communications and P25 activities in Alabama.
  • Mr. Rick Iverson (State of Oregon) provided an update on the Oregon statewide communications system and addressed the use of P25 in a multi-vendor environment.
  • Mr. Bob Symons provided an update on the WyoLink Statewide Trunked System and the benefits of P25 utilizing multi-vendor subscriber units and the potential implementation of the Inter RF Sub-System Interface (ISSI) and the Console Sub-System Interface (CSSI) in Wyoming.
  • Mr. Jack Cobb (State of Colorado) addressedthe use of Project 25 in a multi-vendor environment and how the State of Colorado was moving forward with P25 in a “system of systems” concept.
  • Mr. Gene Oldenburg (State of Wisconsin) provided an update of the activities on the Wisconsin Interoperable System for Communications (WISCOM) and the influence of P25..
  • The Project 25 Technology Interest Group (PTIG) introduced a draft cross reference between the standards for features and the Project 25 Statement of Requirements in the PTIG Capabilities Guide. Elections were held in the TIA Private Radio Section, the TIA TR8 Mobile and Personal Private Radio Committee and three subcommittees, and two APCO Project 25 Interface Committee (APIC) Task Groups. Mr. Jim Downes (DHS – Office of Emergency Communications) was elected as the Chair of the Project 25 Steering Committee..
  • TIA, P25 and the PTIG hosted a 25th Anniversary Banquet recognizing the efforts of the founding agencies and industry partners to develop the Project 25 Standards.
  • The P25 Steering Committee approved the revised list of the Approved Project 25 Standards.

The TIA TR8.25 Compliance Assessment Subcommittee requested project numbersfrom TIA to review and revise, as necessary, the following published standards—

  • TSB-102.CBBJ-B Recommended Compliance Assessment Tests – Trunking Interoperability
  • TSB-102.CBBC P25RCAT – Conventional Mode Fixed Station Performance
  • TSB-102.CBBA P25 RCAT – Conventional Mode Subscriber Performance
  • TSB-102.CBBF P25 RCAT – Trunked Mode Subscriber Performance
  • TSB-102.CBBH P25 RCAT – Trunked Mode Fixed Station Performance
  • TIA-102.CABC-CP25 Interoperability Testing for Voice Operation in Trunked Systems
