The United Nations Children’s Fund (UNICEF) in Ulaanbaatar, Mongolia is looking for a highly experienced and qualified short term national consultant to work with the international consultant on the update of the Situation Analysis of Women and Children in Mongolia, 2013 for the duration of 6 weeks starting 27 November 2013.

Under the overall supervision of the Steering Committee,the SITAN national consultant in close collaboration with the international consultant will support the process of compilation, collection and analysis of existing data and information as well as programme related documentation /project and donor reports, annual reports, laws, legislation, programme and government strategy plans and others/ to develop the SITAN of children and women in Mongolia.
Objectives are:
- Update the situation of children and women with focus on socio-economic disparities and inequities;
- Update on the emerging issues, including climate change, mining, urbanization, migration and other that may have consequence for women and children;
- Update on the gaps existing at local and national levels in capacities, institutional mechanisms and structures;
- Determine strategies and changes to inform the policies and programmes in favour of children including the GOM and UNICEF Country programme 2012-2016 in light of the new UNICEF Strategic Plan and the post 2015 agenda.
Mainassignments
- Support the international consultant to develop SITAN conceptual framework, an analysis plan, study timetable, collecting data/information/documentation
- Support with the translation and interpretation during the conduct of interviews and meetings with relevant stakeholders as well as the processing and analysis of findings,
- Assist in the organization and facilitation of final report development and translation
Qualifications and Experience
- Advanced university degree in social sciences and at least 5 years of experience of work in relevant areas.
- Strong knowledge in areas of social policy, public administration, social services, development studies, human rights, child rights as well as sector specific disciplines such as economics, health, nutrition, education, child protection, statistics;
- Recorded experience in providing the consultancy services in areas of conducting the social research and development of analytical reports;
- Strong English and Mongolian languages, communication, translations and report writing skills;
- Availability and motivation to commit significant time to the process of producing a high-quality product;
- Work experience with UNICEF and other international organizations would be an added advantage
