The following Section of the CACFP CCC Handbook has been revised to reflect the changes as indicated below. NOTE: This revision does not involve changes in policy or requirements.

Section 7000, Procurement

· Corrections in terminology has been made throughout, such as contractor to contracting entity

· 7310, the location of the IFB was updated from the Resources section to the www.squaremeals.org website, forms link

· 7340, Procurement Documentation and Contract Record Keeping Requirements has been renumbered to 7400 (section 7350 was renumbered accordingly)

o This section was added to remind sponsors of unaffiliated sites that receive advances of the requirement to disburse those advances to their sites within 5 days of receipt of the advance

Section 9000, Terms, Definitions and Acronyms

The following terms/acronyms were deleted as they are not used or are defined in other sections of the handbook:

· Institution

The following terms were renamed and/or redefined:

· Monitoring review cycle renamed to Review cycle and redefined to clarify meaning

· Termination for cause redefined to clarify meaning

The following Section of the CACFP CCC Handbook has been revised to reflect the changes as indicated below.

Section 2000, Eligibility and Application Requirements

Revised:

· 2100, Eligibility Requirements

o Clarified for-profit child care centers eligibility requirements for the at-risk afterschool care center component of the CACFP.

· 2140, Governing Body Awareness

o Removed the requirement for Governing Body Awareness to be submitted with the renewal application.

o Clarified that changes to Governing Body Awareness must be submitted as they occur, including changes to information for previously submitted governing body members, such as change of address.

Additional changes:

The CACFP Application Tracking – Centers form and instructions have been revised. The instructions were revised to indicate the use and submittal of this form is optional and not required. In addition, the instructions and form were combined into one document to allow CEs easier access to both.

o Added information regarding averaging unannounced reviews for contracting entities using the review averaging option.

Revised:

· 4113.4, Meals for Children/Infants with Disabilities and 4113.5, Meals for Children/Infants with Medical or Special Dietary Needs

o Added clarification in the NOTES regarding medical statement requirements.

· 4114, Product Labeled Food

o Added “Product Formulation Statement” as a form of documentation.

· 4115, Meal Service Schedule

o Added additional clarifications regarding at-risk meal services.

· 4116, Meal Service Styles

o Added the prohibition against separation of children during a meal service based on gender, whether or not a child is participating in the meal service. CEs must ensure sites are aware of and understand this requirement.

· 4420, Availability of Records

o Revised to clarify what is meant by “normal business hours”.

Additional Change:

· Meal Pattern charts for both infants and children one year and older were updated – only changes made are to the footnotes. Texas Department of Family and Protective Services – Child Care Licensing requirements have been added.

· 2125, National Disqualified List/State Agency List

· 2228.3, Contracting Entity-Specific Amendments

Revised:

· 2150.1, Amount of Performance Bond

o Added a “NOTE” at the end of the section which provides an exception to the full performance bond amount under certain circumstances.

· 2225, Licensing

o Changed the submittal requirements during the time of renewal (continuation) – copies of an existing sites’ license is not required to be submitted to TDA during renewal unless there has been a change.

· 2310, New Organization and 2320 Renewing Organizations

o In both sections indicated under Disqualification and Disqualification/Termination that a CE that voluntarily withdraws its application or voluntarily terminates its participation after placement in the serious deficiency process will be immediately terminated, the organization, responsible principals and responsible individuals will be disqualified and their names placed on the National Disqualified List. These actions will be immediate and there will be no opportunity for appeal or corrective action as the withdrawal and/or termination was voluntary.

Section 4000, Managing the Program

General editing for formatting, terminology and grammar was made throughout the section.

4331.1, New Site and Sponsor Staff and 4331.2, Participating Sites and Current Sponsor Staff were revised extensively to change the order and manner in which the information is provided. Program requirements as they relate to training have not changed.

4353, Program Information, was revised. It is no longer required that donations be reported as “zero” income on the budget portion of the application. CEs must maintain and submit the documentation to TDA as needed and requested.
