IAG of Assam Emergency Meeting No.2

The IAG Assam, on its 20th July Emergency Meeting No.1 decided to send a team for joint assessment to Lkahimpur and Dhemaji. The following members comprised part of the Joint Assessment Team:

The Joint Assessment team visited 5 villages of 3 blocks in Lakhimpur and 7 villages of 2 blocks in Dhemaji districts. On behalf of assessment team Kaplal, Bhaswar Banerjee and Abdul Hasib brief the members present in the meeting. The team reported that water has started receding but the situation can become worst if it rains again.
Debriefing and Action point agreed.
Health, Water and Sanitation
Action point:
- UNICEF will follow up with Chief Engineer, PHED and Secretary, water to deliver the preposition stock of water disinfection materials to the affected area. The preposition of UNICEF stock on water treatment is available with district authority.
- Suggested for immediate water testing and disinfection of submerged water source. UNICEF will follow up for water testing available. IGSSS will also carry out water testing with mobile kits available. IGSSS will extend help to RVC to carry out test in Junai Block.
- There is urgent need of 300 units of temporary toilets in affected areas.
- Organization having IEC materials on WASH can contact/share with convener IAG Assam for further dissemination in the flood affected areas.
Shelter:
In Jonai block, 150 families have lost their shelter they are taking shelter in maron place. Other people are living in their own house at elevated bamboo table.
Action point:
1. There is urgent requirement to support 150 families with tarpaulin to make tent for shelter. IAG members having preposition stock are requested to extend support with tarpaulin to 150 families.
2. As intermediate support 150 families need support for shelter as rehabilitation the number may increase that can be finalize through details assessment.
Livelihood and food security:
There is still food support system through family stock and government support. The local market prices on essential commodities are stable.The standing crop and seedling are damage. Some of the areas are totally eroded and some are sand casted up to 6 feet.
Action point:
1. Further details assessment on livelihood is suggested for agriculture support that will be very crucial for the farmer to support after the water is fully receded.
2. Intermediate support on livelihood after the flood need to extend to flood affected area through coordinate with government. Suggest for details assessment if any agency plan to take up further action.
3. The team felt that there is a need of long term support for livelihood restoration.
Women and children:
The assessment team identified 13 pregnant women Kechukhona Kosari village of Dhemaji district and at Lakhimpur 6 pregnant women in a single village that are not accessible to medical facilities like health camp and health care center and there is risk to transport them by country boat as the water current is very strong.
Livestock:
There is scarcity of fodder and likely to get worse after the flood.
Action taken by IAG members: World Vision India is in the field with 4000 family kits that will be distributed to flood affected population of Lakhimpur district.
