Program

Oxfam in Cambodia’s Natural Resource Governance (NRG) programme is one of the main programmes under the Oxfam in Cambodia country programme. The NRG programme aims to support women and men, especially indigenous people in rural areas of Cambodia to realize their rights to sustainably manage and gain benefits from Cambodia’s natural resources (land, water, extractives, forest and fishery) and secure sustainable livelihoods. To achieve the programme aim, the programme adopts combined strategies by providing effective capacity development to NGO partners, natural resource (NR) dependent communities, government officers from line ministries, and private sector in influencing for policy changes and private sector businesses related to natural resource; working with partners to organize NR dependent communities, support networking and learning, supporting multi-stakeholders dialogues between CSOs, government, and private sector to debate on NR issues; working with donors and other like-minded groups to influence policy changes; participating in relevant technical working groups / mechanism to provide inputs for policy change; promoting corporate social responsibility (CSR) and free, prior and informed consent (FPIC) to companies; promoting cross-country learning for private companies at regional level regarding CSR standard and best practices; providing recognition to good practiced companies to serve as role model for other companies to follow; and promoting peer learning to companies.

Oxfam’s Mekong Regional Water Governance Program and Inclusion Project are implemented by Oxfam affiliates and country teams in five Mekong countries: Vietnam, Cambodia, Lao PDR, Myanmar and Thailand, and partners throughout the region. The regional team is based in Cambodia, with staff also located in Oxfam offices in Myanmar, Lao PDR and Vietnam. The regional program aims to increase the number of women and men in farmer and fisher communities who have realised their rights to secure and sustainable livelihoods. The objectives of the Mekong Regional Water Governance Program are: 1. Strengthening civil society; 2. Holding infrastructure developers to account and promoting standards; and 3. Strengthening sustainable alternatives and community resilience.

The Inclusion Project is a 5 year, 9 million AUD regional project under the Water Governance Program, funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) from 2014 – 2019. The project aims to increase the inclusion of communities and civil society in water governance and decision making, and has three components and intended outcomes: 1. Gender and Women’s Leadership: Active participation of women in water civil society groups; 2. Strengthening civil society capacity to manage water resources and participate in water decision making: Improved skills and capabilities of civil society to influence water decision-making; 3. Convening and promoting policy dialogue: Government agencies and development partners facilitate public participation in reviewing, developing and implementing water and natural resource management policy.

Purpose

The Water Governance Project Coordinator will be responsible for coordinating partnerships and influencing on water governance issues in Cambodia. The role is the Cambodia national focal point for Oxfam’s Mekong Regional Water Governance Program and Inclusion Project. The Coordinator will work closely with Cambodian-based partners of the Regional Water governance program; supporting a portfolio of partners to deliver outcomes in increased community and civil society participation and engagement in water resource governance in Cambodia and the Mekong region.

The role will report to the Oxfam in Cambodia Natural Resource Governance Program Manager and be a member of the NRG Program team. The role will also be matrix managed by the Inclusion Project Manager in the Oxfam Mekong Regional Water Governance Program, and be a member of the Mekong Regional Water Governance Program team.

Responsibilities

Project Coordination

·  Assist with the development and oversee the implementation of national operational plans for the Inclusion Project and Water Governance Program in Cambodia

·  Work closely with and make linkages between the Cambodia Natural Resource Governance Program and Mekong Regional Water Governance Program priorities, strategies, and partners; linking the Cambodian local and national work to a regional perspective and vice versa

·  Develop a national influencing plan and priorities for water governance work in Cambodia; linked to the Mekong Regional Water Governance Program influencing priorities, Cambodia Strategy, and Asia Regional Strategy

·  Lead or support Oxfam-led events nationally and regionally which focus on gender and women’s leadership, policy dialogue, capacity building, planning, learning and reflection in the Inclusion Project and Mekong Regional Water Governance Program.

·  Complete national reports on the results of Cambodian-based work on the Inclusion Project and Mekong Regional Water Governance Program.

·  Participate and contribute to the project development or funding opportunities within the Cambodia Natural Resource Governance programme.

Partnership Management

·  Work closely with the Regional Water Governance and Inclusion Project team and partners for the identification, appraisal, monitoring, evaluation and development of partners’ current projects, including partners’ work plan and budget, for a portfolio of Cambodian-based partners in the Water Governance Program and Inclusion Project (currently 9 partners)

·  Provide support to partners for developing new projects and their organizational capacity

·  Appraise project reports, ensure feedback to partner organisations and monitor project implementation against plans, deliverables and budgets

·  Monitor and evaluate partner projects, and collect evidence of outcomes through monitoring visits, interviews, story collection, focus groups, photographs and review of partner documents and reports

·  Disburse grants to partners that have been approved by the regional grant-making and partnership team

·  Provide training and support to partners on Oxfam and donor compliance requirements and policies

·  Monitor deliverables and compliance against the requirements specified in partner working agreements, and maintain partner contracts, project documents and correspondence in project management and administrative systems

·  Coordinate delegated accountabilities for project risks and report regularly

·  Contribute to the implementation and compliance of Oxfam administrative, health, safety and security policies and frameworks, and provide information and training to ensure partners meet compliance requirements.

·  Work close with programme finance officer and project partners to ensure the project budgets are well spent and following the financial compliance of Oxfam and donor.

Representation and Influencing

·  Represent Oxfam’s policy positions to decision makers, policy makers, development practitioners

·  Participate in relevant external debates, networking and dissemination of learning and analysis amongst allied organisations and community groups

·  Build collaborative working relationships with partners and support them to build their networks and relationships with other organisations in Cambodia and the region

·  Build networks and collaborate with local and international organizations working in water governance issues

Required Skills and Experience

·  Relevant degree plus minimum three years’ experience in project management and development

·  Experience in developing project proposals / portfolios of local partners

·  Experience in natural resource governance programming – with a strong preference for water governance

·  Proven skills in networking and building strong working relationships with a wide range of stakeholders from civil society, government and the private sector

·  Knowledge of the Cambodian and Mekong regional water governance context and issues, such as gender, hydropower, fisheries, transboundary river basin planning, integrated water resource management, and energy

·  Strong understanding of monitoring, evaluation and learning

·  Proven skills in achieving results, ensuring quality and working within a team

·  Excellent communication skills in English and Khmer

Travel

The position will require frequent travel in Cambodia for working with partners, some travel for regional workshops in the Mekong countries (Lao PDR, Thailand, Myanmar and Vietnam), and occasional travel outside the region.
