Vincent C. Wincelowicz, Ph.D., former Chief of Undercover and Sensitive Operations for the Federal Bureau of Investigation has over 30 years of law enforcement experience at local, state and federal levels. He started his career working with juvenile offenders. He was a New York State Probation Officer and New York State Senior Parole Officer. During his tenure with Corrections he established a number of programs that used a network approach to reintegration of offenders into the community. He served on the New York State Commission of Corrections, and received numerous awards for his innovative training and community programs.

From 1991 to 1998 Dr. Wincelowicz was assigned to FBI Headquarters as the Chief of Undercover and Sensitive Operations. Dr. Wincelowicz was director of the FBI’s Covert Operations School and wrote several key publications for the Bureau including, FBI Field Guide for Undercover and Sensitive Operations and FBI Supervisor’s Desk Reference for Undercover Operations. During his FBI career he also served as the U.S. Delegate and Vice Chairperson to the International Working Group for Undercover Policing and Chairperson of the Federal Agency Working Group on Undercover Operations.

While assigned to the New York Office of the FBI he worked in an undercover capacity for approximately 10 years. Some of his undercover assignments were in the areas of Organized Crime, White Collar Crime and Public Corruption. Donald Goddard has popularized some of his undercover activities in the book, “The Insider”.

Dr. Wincelowicz has lectured both nationally and internationally on a wide variety of Criminal Justice and Security Management topics to law enforcement communities, prosecutors, elected officials, and practitioners in Security Management. Dr. Wincelowicz has been awarded numerous incentive awards and commendations. He holds a number of academic degrees, to include a Masters Degree in Criminal Justice from John Jay College of New York and a Doctoral Degree in Public Administration from the University of Southern California.

Dr. Wincelowicz was a key figure in drafting the FBI’s Workplace Violence Policy and served on the Federal Oversight Committee that established Workplace Violence Policy and Procedures for other Federal Agencies.

Dr. Wincelowicz was the Director of Security for the Brown Palace Hotel in Downtown Denver, and as such coordinated with the United States Secret Service on Presidential visits, and other governmental groups for the safety and security of their dignitaries.

Dr. Wincelowicz has a broad base in Security Management and Loss Prevention. He has lectured at the ASIS National Conventions, Training Seminars, and Community Meetings. He is considered an expert in Premises Liability Issues and proactive security solutions.

He is currently an Associate Professor at Johnson and Wales University and is the lead instructor for Criminal Justice Studies. He has served on various Boards and Councils. He is current the Chairperson for the Denver Mile High Chapter of the American Society for Industrial Security, President Elect for the Denver Chapter of the American Society for Public Administrators, former Director of the Colorado Public Safety Awareness Foundation, and serves on the advisory boards of Denver Career College and Parks College.
