The regular meeting of the Board of Education was held on Thursday, October 2, 2003. Mr. Phillip A. Delany, President, presided over the meeting, calling it to order at 6:30 p.m.

PUBLIC COMMENTS

Mr. Larry Mondi of Dunkin’ Donuts presented Dr. Hockney with a check in the amount of $1600.00 which was raised from a golf outing he sponsored. Mr. Mondi donated the money to the ACHS Athletic Department.

Curricular and Co-Curricular

Task Force Recommendation – Follow-Up

Dr. Hockney updated Board members on student achievement as measured by the Prairie State Achievement Examination, where the district is now and the direction it plans to take based on the Task Force for Educational Change, AIM High student assessment goal for 2010, and the No Child Left Behind federal legislation.

NWEA Testing Program

Dr. Hockney shared with Board members a summary of results from the NWEA assessment which was administered to 9th and 10th grade students for the first time in September. The results showed that in all areas tested (reading, language and math) the mean score of ACHS students exceeded the national mean score. Dr. Hockney also shared with Board members a bar graph which showed that between 66^-71% of ACHS students scored above the national average. Board members discussed the use of NWEA data to inform instruction and improve learning. It was noted that while NWEA was a student friendly test the PSAE was just the opposite.

Mrs. Axton moved the following persons be employed for increment positions as recommended by the Superintendent. Second by Mrs. Biel.

Business Office

Update – Building Projects

Lakes Community High School

Mr. Ahlers reported that most of the outside work at Lakes Community High School had been completed and interior work continued on schedule.

Methane Gas Recovery Project

Mr. Ahlers informed Board members that a final inspection of the turbines by Commonwealth Edison was scheduled for the week of October 6th. Board members toured the turbine building.

Park/Athletic Facility – ACHS

Mr. Ahlers stated that the U.S. Environmental Protection Agency had released the land, and that a ribbon cutting ceremony was being planned. Dr. Hockney shared site drawings with Board members.

Appointment of Hearing Officers

Mr. Sobczak moved that Phyllis Fay, Syd Klocke, and Steve Schoenfelder be appointed hearing officers for the 2003-2004 school year as recommended by the Superintendent. Second by Mrs. Axton.

Questions/Comments From Board Members

It was the consensus of the Board that questions/comments by members would be a regular item on the Board agenda to enable Board members to make positive comments on happenings within the district. The item will appear at the beginning of the agenda.

Motion to Enter Closed Session

At 8:00 p.m. Mr. Sobczak moved the Board enter into closed session for the purpose of discussing a student personnel matter, a matter related to collective bargaining, a personnel matter, and reviewing of closed session minutes. Second by Mrs. Biel.

At 8:54 p.m. Mrs. Heneberry moved the Board come out of closed session. Second by Mr. Sobczak.

Mrs. Axton informed the Board that the review of closed session minutes had not been done whereupon, at 8:55 p.m. Mr. Sobczak moved, second by Mrs. Axton, that the Board enter into closed session for the purpose of reviewing closed session minutes.

Mrs. Biel moved the Board adopt the Settlement Agreement and Memorandum of Understanding as presented in Exhibit V (attached). Second by Mr. Sobczak.

Student Personnel Action

Student 2003/04-1

Mrs. Axton moved Student 2003/04-1 be expelled effective October 3, 2003 and continuing through the 2003-2004 school year, to include summer school, in accord with the provisions of the agreement presented in Exhibit VI (not attached due to confidentiality), with the provision that said expulsion will be held in abeyance conditioned upon successful completion of the program at the Regional Office of Education. Second by Mrs. Biel.

Student 2003/04-2

Mrs. Axton moved the Report of the Hearing Officer concerning the residence of Student 2003/04-2 be accepted, as presented in Exhibit VII (not attached due to confidentiality). Second by Mr. Sobczak.

Mrs. Biel moved the Board accept the recommendation of the Finance Committee concerning the development of an advisory program as presented in Exhibit VIII (attached). Second by Mr. Sobczak.

Review of Closed Session Minutes

Mrs. Biel moved the closed session minutes from March 20, 2003 through September 4, 2003, with the exception of the closed sessions of April 17, May 14, June 19 and August 11, 2003 be released for public inspection Second by Mr. Sobczak.
