Shake Out – Exercise Play
During the Shake Out Santa Barbara County Tabletop Exercise it will be important to remember and comply with the following statements:
  • THIS EXERCISE IS DESIGNED AS AN EARTHQUAKE RECOVERY EXERCISE.
  • DO NOT JUMP AHEAD IN THE EXERCISE SCENARIO.
  • NEVER MAKE ASSUMPTIONS THAT CERTAIN ACTIONS WILL BE TAKEN.
  • THOROUGHLY REVIEW ALL SCENARIOS AND INJECTS AS THEY ARE PRESENTED DURING THE EXERCISE.
  • IF INSTRUCTED BY AN INJECT TO PLACE A PHONE CALL TO OUTSIDE AGENCIES, ORGANIZATIONS AND / OR VENDORS THE CALL MUST BE MADE.
  • IDENTIFY ONE INDIVIDUAL TO BE RESPONSIBLE FOR INPUTTING RESPONSES TO EXERCISE INJECTS.

Situation Report # 1
Sunday – October 17 2010 – 7:00PM PDST
At 1:37PM PDST residents throughout Santa Barbara County begin to feel the ground roll and shake. Initial seismic reports indicate that a 6.8 magnitude earthquake occurred along the Santa Ynez Fault, which runs the length of the Santa Ynez Valley from the wilderness area in the east through the communities of Solvang, Buellton and Lompoc.
Once areas affected by the earthquake become accessible, local and regional emergency response personnel initiate life safety operations. From conducting needs assessment to carrying out search and rescue operations law enforcement agencies, fire departments, EMS, emergency management officials and various volunteer agencies are working together to meet the immediate earthquake caused needs of the county’s residents.
In the hours following the earthquake, local television is filled with images of damaged homes and commercial buildings along with roads and bridges. Initial estimates indicate that as many as 1,200 homes have sustained damage with approximately 110 so badly damaged that they will need to be demolished.

Situation Report # 2
Monday – October 18 2010 – 7:00PM PDST
Official reports from area hospitals and health care facilities indicate that only 63 individuals sustained injuries most of them being minor in nature. However there were three members of a family in Lompoc who died during the earthquake when their home collapsed.
P G & E estimates that up to 80% of the electrical power is out to the communities affected by the earthquake.
Overnight 187 individuals were sheltered in tents in several open areas.

Situation Report # 3
Tuesday – October 19 2010 – 7:00PM PDST
For the past two days response activities have continued at a fevered pitch. The Santa Barbara County Emergency Operations Center is maintaining 24 hour a day operations to support the various earthquake response activates.
As the level of damage is confirmed via Damage Assessment and the immediate needs of the residents are being met, the pace of the county’s response agencies begin to settle into a routine and the county’s Emergency Operations Center shifts from a 24 hour a day operation to a 7:00AM until 9:00PM operation.
Overnight 261 individuals were sheltered in tents in several open areas.

Situation Report # 4
Wednesday – October 20 2010 – 7:00PM PDST
Three days have now come and gone since the earthquake occurred in the Santa Ynez Valley. The county’s residents, business and government leaders have begun to shift their attention to recovery activities.
Overnight 196 individuals were sheltered in tents in several open areas.
Santa Barbara County’s Office of Emergency Services has completed its Detailed Damage Assessment with the following results:

P G & E has estimated that up to 30% of the residents currently without electrical power will have it restored by the end of the day. However, their estimates indicate that it may take an additional 20 days before electrical utilities are totally restored.
In addition cable, telephone, water and sewage providers have started down the path of restoring services to residents and businesses in the affected communities.

The Santa Barbara County Emergency Operation Center (EOC) remains operational. However the overnight activities have begun to slow down as the transition from RESPONSE operations to RECOVERY operations begins.
Four days have now passed since residents of Solvang, Buellton and Lompoc felt the force of the 6.8 earthquake.
Members of the Santa Barbara County VOAD have begun moving from initial earthquake response activities to recovery activities.
