46. MINUTES
The minutes of the meeting held on 7th February 2013 were agreed and signed as a true record.
47. MATTERS ARISING FROM THE MINUTES
i) Cars on verges (minute 45 (ii))
The Clerk had noticed that following the meeting on 7th February no vehicles were parked on the verges near to the roundabout at Langford Lane. Daily monitoring had taken place and there had been no problem until the last few days when 1 only truck was noted to be there.
Continued monitoring would take place.
ii) Planning Advisory Service (Minute 45 (iv))
Cllr Graham reported that he had originally been declined a place at the PIPA conference on 21st and 22nd March on the grounds that he was not a local councillor.
He had protested and been told that there was government funding for the conference specifically for district and county councillors.
However, he had been offer the opportunity to attend for one day if there was a cancellation
Other seminars had been offered to him but he had been unable to attend on the relevant days.
48. PLANNING APPLICATIONS
The Committee considered a list of planning applications received from Cherwell District Council. The comments of the committee are attached.
49. PLANNING DECISIONS
The Committee noted a list of planning decisions received from Cherwell District Council as per attached schedule.
50. TPO
The committee noted that CDC was making an order on an oak tree to rear of 10 Mulcaster Ave/Field Close.
51. PLANNING APPEAL NOTIFICATION
The committee noted that an appeal (reference APP/C3105/CV/12/2186867) had been lodged against an enforcement notice relating to porches on the fronts of units 3 and 5 , The Old Courthouse, 42 Crown Road, Kidlington.
52. CORRESPONDENCE.
The committee had been circulated with a letter from the GJP Marina Developments Ltd requesting support from the Parish Council for application 12/01500/F for a marina at Yarnton. The Parish Council as a consultee had raised no objection to the application other than an expressed concern about the opportunities for residential berths, but the developer understood that the planning officer was recommending refusal.
Cllr Pack was strongly in favour of this application and proposed that a letter expressing strong support be sent. The proposal was not seconded and failed.
The Committee was aware that there was statement relating to the canal within the agreed vision statement for Kidlington and it was proposed by Cllr Graham and RESOLVED to send a letter to GJP Marina Developments Ltd - copied to CDC -stating that the benefits of the application outweighed the disbenefits to Kidlington, and that the proposal broadly conformed with the Kidlington Parish Council vision statement to “maintain the potential of the Oxford canal and the river as key landscape features and recreational facility”.
