POSITION DESCRIPTION
Job Title: Distribution Manager Dept: Water Utility
FLSA Status: Exempt DATE: December, 2014
Reports to: Water Utility Director
Purpose of Position
The purpose of this position is to manage the operation and maintenance of the water distribution system and the reading and maintenance of the water meters. The work is performed under the direction of the Water Utility Director.
Essential Functions, Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises distribution and meter reading staff.
Ensures staff compliance with all safety procedures.
Identifies distribution capital budget items and provides cost estimate.
Writes distribution operational procedures and trains staff on those procedures.
Organizes and maintains distribution and meter testing records.
Organizes and maintains distribution drawings, distribution mapping, and equipment records.
Investigates leak complaints and responds to customer questions.
Organizes hydrant-flushing program.
Suggests changes to distribution material and installation specifications.
Writes vehicle specifications and solicits quotes.
Coordinates maintenance of department fleet with City Garage.
Coordinates distribution administrative work with Office.
Approves distribution and meter invoices and assigns account numbers.
Participates in candidate interviews and recommends hiring.
Suggests changes to distribution employee policies and procedures.
Approves staff time sheets.
Maintains contacts with large customer facility managers.
Coordinates with Engineering on design and construction of projects (i.e., water main replacements).
Coordinates with the Department of Finance on billing and meter questions.
Regular attendance and punctuality required
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Answers plant telephone and redirects calls as necessary.
Responds to radio calls and transmits messages.
Operates copier, fax, personal computer, and other office equipment.
Accepts deliveries.
Minimum Training and Expertise Required to Perform Job Functions
Associate degree in civil engineering technology or vocational/technical training in water systems is preferred. Five years of distribution system and/or supervisory experience is preferred. Certification in water distribution and a Commercial Driver’s License is required.

Ability to utilize a variety of advisory data and information such as bid documents, contracts, specifications, invoices, budgets, contractor payment requests, requests for proposals, blueprints, job applications, personnel policies, performance evaluations, attendance records, accident reports, ordinances, statutes, safety regulations, construction standards, meeting minutes, agendas, non-routine correspondence, legal documents and engineering manuals.
Ability to communicate orally and in writing with customers, Water Commissioners, developers, engineers, architects, contractors, department personnel, other city departments, Wisconsin DOT, DNR and the general public.
Mathematical Ability
Ability to apply algebraic formulas.

Ability to apply functional reasoning in performing functions, such as leading, controlling, managing, supervising and teaching.
Ability to exercise the judgment, decisiveness and creativity required in critical and/or unexpected situations involving moderate risk to the organization.
Physical Requirements
Ability to operate, maneuver and/or steer equipment and machinery requiring complex and rapid adjustments such as motor vehicle, metal detectors, leak detectors, pitot gauge, two-way radio, computer terminal, calculator, fax machine, telephone and computer printer.
Ability to coordinate eyes, hands, feet and limbs in performing movements requiring moderate skill, such as cutting and drilling.
Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling.
Ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds and textures associated with job-related objects, materials and tasks.
Environmental Adaptability
Ability to work under conditions that require occasional exposure to environmental factors such as temperature variations and extremes, noise, machinery, traffic hazards, wetness and/or dust. This exposure may cause some discomfort and presents a risk of injury.
