Minutes of the Parish Council Meetingheld on Tuesday 28th February 2012
in the Parish Room, St. Remigius Church
Present: David Goldson (District Councillor) (Chairman), John Taylor (Vice-Chairman),
Andrew Daniels, David Bartrum, Herbert Hawers, Jennifer Shorter,Paul Curson,
Elizabeth Taylor, Katrina Burrows (Clerk) and 2 residents.

3. CHAIRMANS REPORT
3.1David Goldson attended a meeting recently to discuss a Diss Town Plan. They are keen that the Plan will encompass surrounding villages. They hope to attract additional funding from the Princes Foundation. It was agreed that Roydon should participate.
3.2An extraordinary meeting of the Neighbourhood Board was being held on the same evening as the Parish Council meeting. David had attended a briefing prior to the meeting and was able to update Councillors on areas the Neighbourhood Board would be able to help tosupplement existing services. They are as follows:

Vulnerable and Older People Initiatives
Health, Culture and Sport
Community Transport
Natural Open Space Management
Grass Cutting
Community Safety
Public Toilets
The next Neighbourhood Board Meetingwill be held on Thursday 27th March 2012, 6.30pm at Pennoyers Centre, Pulham St Mary.
4.RESIDENTS FORUM
4.1John Taylor has received a complaint from a resident regarding the overgrown hedge bordering land recently sold at Factory Lane/Brewers Green Lane.
Cllr Taylor has made enquiries to establish the contact details of the new landowners.
4.2It was reported that rats have been seen in the ditch along Old High Road close to the school. Action: Clerk to contact landowner.
4.3While a lot of rubbish left by the travellers on Brewers Green has been cleared additional waste has since been discovered, also the second site used by the travellers on Old Stanley Road has been left littered with rubbish and tyres. Action: Clerk to contact SNDC.
4.4The village sign was reported to be in need of attention, the brick work needs repointing. Action: Clerk to investigate.
4.5Details were given of potholes at Baynards Lane, Bellrope Lane and Manor Road. Action: Clerk to contact NCC Highways.
4.6Dog fouling was discussed. Despite dog waste bins in many locations around the village, dog owners are not picking up after their pets. Brewers Green appears to be a favoured area where dog owners allow their pets to run freely without considering others, especially children who like to play on the Green. Action: Clerk to write a piece for the Roydon Herald
4.7The clerk gave details of a Trade Fair to be held at the Rugby Club on 26.04.12.
The event will promote trades in the village and is being organised by the ‘Your Local’ magazine. Announcements of the event will be posted closer to the date.
4.APPROVAL OF MINUTES – the amended minutes of the meeting held on 29th November 2011 and the minutes of the meeting held on 31st January 2012 and the Extraordinary meeting held on 10th January 2012were approved and signed by the Chairman.
5.MATTERS ARISING from Minutes of 31st January 2012
5.1The tree that had fallen on the footpath between Factory Lane and Brewers Green Lane has been reported to NCC Highway Rangers
5.2Broken glass and litter that continues to build up under the bottle banks at the Recycling Centre. David Goldson to contact SNDC.
5.3The continuing erosion of the grass banks outside properties on Hall Lane by. HGV’s and large agricultural vehicles also the speed limitshave been reported to NCC Highways.
5.4The broken finger post located on Snow Street also the broken finger post at Factory Lane has been reported to NCC Highways
5.5A large pothole on Snow Street outside L’Ancresse also potholes close to the post box at Brewers Green have been reported to NCC Highways.
5.6The faded double yellow lines on Bellrope Lane have been reported to NCC Highways.
6.MONTHLY INCOME & EXPENDITURE REPORT - the financial report for January 2012 was reviewed and approved.

8.HIGHWAYS–Waveney Valley Gateway type information signs are proposed on the major approaches to villages to inform drivers that they have entered the Waveney Valley area.Roydon has been asked to approve the site locations and proposed sign design for the village. NCC is undertaking the design and implementation of the signs on the country roads but the scheme will be fully funded by the Rural Development Programme for England. The proposed signs and sites were approved by the Parish Council.
9.STREET LIGHTS – Two street light outages were reported, A1066 corner with Copeman Road and Tudor Avenue. Action: Clerk to contact Pearce and Kemp.
10.QUEENS JUBILEE- John Taylor circulated gate designs prior to the meeting and
one particular design was favoured. A meeting with Andrew Stratfold of the Village Hall Management Committee is to be arranged to find out if the Village Hall would be agreeable before proceeding forward. The gates would be funded from the recycling monies and not from the Parish Council precept.
11.POLICE MATTERS – Nothing to report
12.BREWERS GREEN
12.1The Countryside Ranger reported that 4 diseased horse chestnut trees will be felled in the near future. The logs will be left on the Green for the Council to dispose of. One idea may be to sell the logs and the proceeds used to help the funding of the new gates at the Village Hall.
12.2Paul Curson received a quote for cutting the Green; this was circulated and will be discussed at the March meeting.
13.PLANNING
13.1APPLICATIONS- The following applications have been approved by the Parish Council planning committee.

16.REPORT FROM DISTRICT COUNCILLOR DAVID GOLDSON
David Goldson reported that Council Tax will be frozen again for 2012/13.
The Roydon Parish Precept is also significantly lower than the average.
There has been strong local opposition to the Northern Distributor Road and housing development at Rackheath. A judicial review has failed to resolve the matter.
17.REPORT FROM COUNTY COUNCILLOR JENNY CHAMBERLIN
Jenny Chamberlin reported that the Council tax has been maintained at 2011 levels.
There is a number of cost saving initiatives underway to manage the finances.
