Board of Selectmen Meeting
September 21st, 2017
The Selectmen’s meeting was called to order at 6:30pm by Chairman Peter Laverdiere. Other members present were, Scott Hunter, Floyd Thayer, Scott Owens and Ed Knightly. Also present were Town Manager Butch Asselin, Town Clerk Elizabeth Olsen. Members of the public were present. Chairman Peter Laverdiere led all in the Pledge of Allegiance.
2. Action on Minutes- September 7th, 2017 a motion was made by Scott Owens to accept, seconded by Floyd Thayer. Motion passed 5-0.
3. Adjustments to the Agenda- none
4. Questions/Comments from the Public-
Rosemary Nickolas of Oxford asked the board to consider an Ordinance to prohibit retail marijuana establishments and retail marijuana social clubs.

A. Appreciation of Pam Lovely’s years of Service to the Town of Oxford Recreation Committee.
Connie Staples, Rec Director, presented Pam Lovely with a plaque for her 31 years of volunteer service to the recreation department. She put in hours and hours of work from organizing fundraisers to baseball programs, to lining fields. She will be greatly missed.
B. To designate Butch Asselin as the Official Voting Delegate and Peter Laverdiere
As the alternate voting delegate for the Town of Oxford to the Maine Municipal Association Annual Business Meeting which is scheduled to be held Wednesday, October 4, 2017 at the Augusta Civic Center, Augusta, Maine.
So Moved by Floyd Thayer and seconded by Scott Owens. Passed 5-0
C. To allow the CEO to enforce the cleanup of both 150 Paine Road and 9 Whittemore Road through the Town Attorney.
Motion made by Scott Owens and seconded by Floyd Thayer. Passed 5-0
D. To accept a Donation of Behalf of Sharon Seamon to the Oxford Rescue Equipment Reserve account 85018538 in the amount of $100.00.
So Moved by Floyd Thayer and seconded by Scott Owens. Passed 5-0
E. To accept a Donation from Green & Mirror Ponds Association for the Rec Center Ball Field account 85018540 in the amount of $35.00.
So Moved by Floyd Thayer and seconded by Scott Owens. Passed 5-0
7. TOWN MANAGER’S REPORT Butch Asselin
· Butch will be gone to a conference on October 4th and 5th.
· Congratulations to the Oxford Fair for pulling together such a great show in a short period of time.
· The Town received two roof bids for the public safety building. Gary Sacco is reviewing and will bring his recommendation to the board at the next meeting.
· Butch asked the selectmen if they would like him to review and compare the prices currently being charged at the transfer station. All selectmen agreed that they would like to have the comparison.
· The CEO has requested to move the code/assessor’s office downstairs to occupy what is now the Selectmen’s meeting room. The electrical quote for the move is 1300.00. $2000.00 including the painting for the meeting room upstairs. Peter Laverdiere tabled the question for two weeks for the selectmen to think it over.
· A reminder for citizens who reside full time in their home in Oxford to see if they qualify for a homestead exemption. It may bring a savings of $294.00 on their real estate tax bill. More information is available on the town web site or check with the town office.
· Steve Landry, an Engineer with MDOT would be available to meet with the selectmen to share the conceptual drawing of the new intersection of 26 and the Casino. The date was set for October 11th, 2017 at 6 PM.
· Smedberg’s Farm 50th anniversary celebration will be happening October 14h. They are working with the Oxford police to ensure traffic and parking will go smoothly.
· The Police Union Contract has been completed and will be going to the police for vote.
· Concerning the Marijuana Ordinance brought up during public comments. Butch suggested in the interim to consider putting a moratorium in effect to give 6 months to put an ordinance together.
Peter Laverdiere asked if it prohibited anyone from taking action. Butch stated yes, it would prohibit social clubs, recreational growers and recreational sales. Butch asked for volunteers from the board and public to join a committee of no more than 10. Peter Laverdiere, Gerald Nickolas, Rosemary Nickolas and Connie Staples all volunteered for the committee.
Scott Hunter asked to have the Board and Rec Director have a workshop to discuss Volunteering. The Board agreed and set a date for Wednesday September 27th, 2017 at 6:30 pm. The press was notified.
Peter Laverdiere and Butch Asselin presented a plaque to Scott Owens for his years of service as a Selectmen.
8. SIGN WARRANTS # 30 and # 32
Motion to sign warrants 30 and 32 by Floyd Thayer and seconded by Scott Owens. Passed 5-0
A question was asked at this time by the public.
Christopher Glass asked if the Welchville Dam could be put on the next agenda for discussion. Peter Laverdiere advised that he submit his written questions to the Town Manager and we would discuss at the next meeting.
