An Agreement has been made in relation to a decision of the various Native Title Claimants and the State of Western Australia to enter into negotiations to resolve the Native Title Claims within the Geraldton Region Alternative Settlement Agreement or GASA Area by consent.

GASA means theagreement proposed to be negotiated over land and waters subject to the Southern Yamatji, Hutt River, Widi Mob and Mullewa Wadjari Native Title Claims.

The GASA is intended to be an indigenous land use agreement (ILUA) between the State of Western Australia and the Native Title Claimants which, in broad terms, provides for the surrender of any native title rights and interests which exist in the GASA Area in return for the State of Western Australia providing various benefits to the native title claimants.

The Federal Court has agreed to parties’ request that programming orders for a trial over the GASA Area be deferred by two years to facilitate this negotiation. It is intended that negotiations to resolve the GASA claims be concluded within that two year period. Negotiations will be mediated by a Federal Court Registrar and will be confidential and without prejudice.

The Project Coordinator will coordinate and attendthe GASA negotiations (GASA Project) as required to assist both the YMAC represented and non YMAC represented claims developand implement an effective project management plan. The Project Coordinator willprovide regular reports and assistance to the Traditional Owner Negotiation Team (TONT) and its advisors, and, also liaise with the State of Western Australia and other identified stakeholders to assist all parties to meet the project parameters set out in the Schedules to this negotiation funding agreement.

Project parameters will require the following actions to be conducted and concluded in parallel:

  • Registrar mediated negotiation meetings between the TONT and State negotiators
  • Design and development of a traditional owner corporation governance structure
  • Identification of GASA beneficiaries
  • Community consultation process

The role will involve managing and coordinating many small projects and project elements within the GASA Project.

These project elementswillinclude meeting scheduling preparation including liaising with and coordinating parties’ attendance, attending meetings, minute taking as required, outcome preparation and follow up, including preparing correspondence, submissions, briefing notes, and reports for the TONT.

Role Responsibilities

GASA Project Coordination
  • Coordinate GASA Project as briefed within agreed timeframes; providing regular progress reports at approved intervals to Deputy Principal Legal Officer and the TONT;
  • Consult and collaborate on GASA Project issues with a range of individuals and organisations including the TONT and its advisors, YMAC members, staff and consultants, State and Commonwealth to ensure delivery of GASA Project on time and within budget

GASA Project Facilitation, Evaluation and Acquittal
  • Monitor the progress of projects including conducting risk assessment to ensure milestones, deliverables, timeframes and budgets as stipulated in the funding agreement, and contemplated within Federal Court timeframes,and any communication or community consultation strategies that are endorsed by the TONT are being met;
  • Raise concerns with Management and the TONT when projects seem to be, or are at risk of, falling behind.
  • Ensure the acquittal of all grants received under GASA Project and that all aspects of the grant have been completed and signed off on by the Corporation.

Administration Support for GASA Project
The Project Coordinator will provide the following administration assistance in relation to the GASA Project: -
  • Receives telephone calls and visitors and assists with other confidential matters on behalf of the Legal department In relation to the GASA project.
  • Create correspondence, minutes, agendas, notices, memos and reports including audio taped documents as required, and in consultation with the State where required.
  • Plan and co-ordinate TONT negotiation, community consultation and in-house meetings including preparing and sending notices, preparing relevant documents and presentations, book venue, catering and equipment.
  • Organise and attend meetings, take attendance, minutes (other than for Negotiation Meetings) and provide assistance to the TONT and its legal representatives and any other TONT advisors,as required.
  • Primary point of contact and solve queries for GASA claimants regarding TONT meeting arrangements, community consultation, payments and other matters.
  • Organise and book travel, accommodation and car hire arrangements for staff and TONT legal representatives and TONT advisors as required and complete travel requisition forms.
  • Answering incoming telephone calls and counter enquiries. Refer calls and take messages and make appointments.
  • Liaise and assist GASA claimantson phone, referring the GASA claimants to the relevant legal representatives where the contact relates to a particular GASA native title claim, and maintaining records of all telephone calls.
  • Organise teleconferences.

Report Writing
  • Undertake report writing as stipulated in the agreements made with funding bodies, e.g. quarterly progress reports, annual project summaries, etc, where appropriate and necessary;
  • Undertake writing projects as directed, including comments, analysis and reports, ensuring accuracy & relevancy in agreed timeframes;
  • Provide summary briefings to the TONT and legal representatives on selected issues.

Other
In relation to the GASA Project:
  • Additional Communications assistance as required.
  • Other duties as directed.

Selection Criteria

Experience

  • Previous experience in Project Coordination/Management
  • Relevant background in Aboriginal affairs, law, or public affairs.
  • Ability to understand and prepare budgets, financial reports and project reports
  • Relevant experience in negotiating with Aboriginal community groups and funding agencies

Skills

  • Proven project management skills, including administration of the project budget
  • Proven ability to prioritise own work and have excellentattention to detail
  • Demonstrated ability to manage multiple projects and to work under pressure to deadlines with minimum supervision
  • Excellent interpersonal, communication and customer relations skills
  • Demonstrated computer literacy skills in MS Applications
  • Self motivated and well organised
  • Demonstrated ability to form positive working relationships with Aboriginal community groups
