6. Method of Participation
(1) Kite organizations and clubs as well as individuals from all over the world are entitled to send teams to participate and each team shall be composed of a maximum of 4 people.
(2) No more than 20 teams are accepted to the Sport Kite Events(Compulsory and Ballet).
(3) Each team is allowed to enter no more than 2 kites to each event of the Traditional Kite Exhibition while teams from within China shall only take part in the show of all events of this category.
7. Method of Competition
(1) Competitive Events
①International Sport Kite Rules and Judges’ Book manipulated by IRBC shall be adopted for the sport kite compulsory and ballet competition.
a.A ballet routine is a free-form performance to the music of the competitors’ choice(the said routine shall be composed of the compulsory figures as stipulated in the International Sport Kite Rules and Judges’ Book) and its timing is 2-5minutes.
b. The music and compulsory figures of all competitors’ choice shall be handed to the judges’ board before the competition and the music should be the first one of the CD album.
c. The scoring components for the ballet routines shall include choreography, execution and overall performances.
d. Compulsory figures are attached.
②Kite Fighting
a. Draw-lots for the Fighting kite competition shall be organized at the designated area before the competition and single round robin system(best 2 out of 3) shall be used.
b. The fighting platform shall be decided by draw-lots at the competition area.
c. He/She who breaks the kite or cuts off the line of the kite of his/her opponent shall be the winner and is entitled to enter the next round of the competition.
d. Timing for each fight is 3-5 minutes.
e. In case of equal scores, an extra time of 2 minutes shall be awarded; if still a tie, he/she with more attacks shall be the winner.
(2) Judging Criteria for the Traditional Kite Exhibition:
①Longest Kite:competitors shall fly their kite freely at the specific period of time(60 minutes) at the specific area designated by the organizing committee. The actual length of the kite flying above the ground shall be measured and recorded.
②Largest Kite:kites shall be judged on their actual wind areas.
③Best InflatableKite: kites shall be judged on their appearances, colors and wind areas.
④Best Overall Performance: kites shall be judged on their appearances, posing, movements, colors and the overall impressions.
⑤Best Traditional Kite: kites shall be judged on their drawings, appearances, raw materials, overall performances etc..
(3) All participators shall show up at the check-up area 15 minutes before the start of the competition, be guided into the competition area by judges after check-up and start fly in order.
(4) All competitors should abide by the judges in case of clash or twist, otherwise shall be regarded as technical foul.
(5) Anybody who asks for re-fly is requested to file a written application to the head judge. Subject to his/her approval, re-fly should start without any delay.
(6) No change is allowed for the nominal and event entrance upon confirmation.
(7) All competitors should wear the numbers allocated by the organizing committee.
8. Ranking and Awarding
(1) The competitive event competition
① Kite Fighting
The first prize and second prize shall be awarded to the 1st and 2nd places while the two third prizes shall be shared by the 3rd and 4th places.
② Sport Kite Compulsory(Team)
Six prizes shall be presented to the top six winning teams.
③Sport Kite Ballet(Team)
Six prizes shall be presented to the top six winning teams
(2) Traditional Kite Exhibition:
①Longest Kite: the first prize shall be awarded to the 1st place, the 2nd prize shall be awarded to both the 3rd and 4th places and the 3rd prize shall go to the 4th, 5th and 6th places.
②Largest Kite: the first prize shall be awarded to the 1st place, the 2nd prize shall be awarded to both the 3rd and 4th places and the 3rd prize shall go to the 4th, 5th and 6th places.
③Best Inflatable Kite: the first prize shall be awarded to the 1st place, the 2nd prize shall be awarded to both the 3rd and 4th places and the 3rd prize shall go to the 4th, 5th and 6th places.
④Best Performance: the first prize shall be awarded to the 1st place, the 2nd prize shall be awarded to both the 3rd and 4th places and the 3rd prize shall go to the 4th, 5th and 6th places.
⑤Best Traditional Kites: the first prize shall be awarded to the 1st place, the 2nd prize shall be awarded to both the 3rd and 4th places and the 3rd prize shall go to the 4th, 5th and 6th places.
(3) Teams from within China shall only take part in and be rewarded prizes for the competitive event.
(4) All competitors will be presented with souvenirs.
9. Expenses
(1) International travel expenses shall be borne by competitors themselves while the organizing committee shall provide competitors with local transportation and board & lodging during their stay in Weifang (from April 19 to 22, 4 days)
(2) Pickup service shall be arranged at the QingdaoAirport and WeifangAirport as well as Weifang Railway Station and Weifang Bus Station.
10. Jury and Judges
Jury and Judges shall be nominated by the IKF Secretariat and Chinese Kite Association on basis of consulting the Weifang International Kite Festival organizing committee.
11. Entry
(1) All competitors are requested to fill the Entry Form and send it by mail or fax to the Organizing Committee no later than March 20.
(2) Upon receipt of confirmation of entry and official invitation, please inform the organizing committee of the name, sex, age, occupation, passport number and arrival and departure time as soon as possible.

12. All participants are requested to buy medical insurance and accidental injury insurance. In case of any disease or accidental injury, all responsibilities shall be borne by themselves.
