EU Technical standards for simple pressure vessels

In order to be placed on the European Union (EU) market, vessels in respect of which the product of the Maximum Allowable Pressure and the Internal Volume of a chamber (PS . V) exceeds 50 bar/litre, must comply with the safety requirements laid down by Directive 87/404/EEC (OJ L-220 08/08/1987)

Product Scope

The Directive applies to simple pressure vessels manufactured in series, meaning any welded vessel subjected to an internal gauge pressure grater than 0.5 bar which is intended to contain air or nitrogen and which is not intended to be fired.

Excluded from the scope of the Directive are:

·  vessels specifically designed for nuclear use;

·  vessels for installation in or the propulsion of ships and aircraft;

·  fire extinguishers

·  pressure equipment covered by Directive 97/23/EEC

1. Essential requirements

Vessels in respect of which PS . V exceeds 50 bar/litre must satisfy the essential safety requirements set out in Annex I to the Directive. These requirements are related to materials, design and manufacturing processes.

Vessels in respect of which PS . V is 50 bar/litre or less must be manufactured in accordance with sound engineering practice in one of the Member States and bear markings as laid down in section I of Annex II with the exception of the CE marking.

2. Harmonised standards

Harmonised standards are technical specifications that would enable to meet the essential requirements. Products manufactured according to these harmonised standards benefit from a presumption of compliance with the essential requirements.

Harmonised standards are developed by the European Standardisation bodies: The European Committee for standardisation (CEN) and the European Committee for Electrotechnical standardisation (CENELEC), published in the Official Journal of the European Communities and transposed into national legislation in the form of national standards.

3. Conformity assessment

The conformity assessment procedures are required to certify that products comply with the essential requirements. In certain cases the intervention of a third party (notified body) is needed. Notified bodies are organisations designated by the Member States and notified to the European Commission and the other Member States, that are in charge of assessing manufacture’s conformity to the essential requirements.

There are several procedures depending on the type of the products concerned and the stage of production:

·  Prior to production:

1.  Where the manufacturer has applied the applicable harmonised standards, the procedure will be (at the choice of the manufacturer):

§  Inform the notified body. After examining the design and manufacturing schedule the notified body issues a certificate of adequacy

§  Submit a prototype to the notified body for the EC-type examination. The notified body assess the manufacture’s conformity to the essential requirements and issues an EC type-examination certificate

3.  Where the manufacturer has not applied or has only applied in part the harmonised standards, a prototype has to be submitted to the notified body for the EC-type examination. The notified body assess the manufacture’s to the essential requirements and issues an EC type-examination certificate.

·  Manufactured vessels in accordance with the standards or with the approved prototype and prior to being placed on the market:

1.  Where PS . V exceeds 3000 bar/litre: be subject to the EC verification. After testing and examination of the vessels by the notified body, the manufacturer or authorised representative declares that vessels are in conformity to the type described in the EC type-examination certificate or the certificate of adequacy

2.  Where PS . V > 50 bar/litre but < 3000 bar/litre (at the choice of the choice of the manufacturer)

§  Be subject to the EC declaration of conformity. Before commencing manufacture, the manufacturer must send to the notified body (which issued the EC type-examination certificate or the certificate of adequacy) a document describing the manufacturing processes. The notified body will examine this document and if vessels are not manufactured in accordance with an approved prototype the notified body will examine the design and manufacturing schedule. After this examination the manufacturer declares that vessels are in conformity to the design and manufacturing schedule or the approved prototype.

In cases where PS . V exceeds 200 bar/litre the manufacturer becomes subject to EC surveillance

4. CE-marking

The CE marking symbolises the conformity of simple pressure vessels with the essential requirements laid down in the Directive.

It shall be affixed in a visible, easily legible and indelible form to the vessel or a date plate attached to it and be accompanied by the identification number of the notified body responsible for the EC verifications or EC surveillance.
