ATTENTION:
REQUEST FOR PROPOSAL
The Owner requests the Surveyor / Engineer to submit to the Owner a lump sum proposal for topographical survey for the proposed Project at the property described below.
The Engineer shall submit the proposal by attaching hereto (and identifying in Article 8) the material required, and returning one signed copy of this document to the Ownerby January 3, 2017. The Engineer shall include with the proposal a statement defining any proposed deviations from the requirements of this document, including additions, deletions, exceptions and revisions.
The Engineer when submitting this signed Agreement understands that all Terms and Conditions hereof will become effective and binding when it has been signed by the Owner and a copy is returned to the Geotechnical Engineer.
If the Owner accepts the proposal, all three copies of this document will be signed by the Owner; one will be returned to the Engineer. Upon execution and receipt by both parties, this document and all attachments listed in Articles 4 and 7 shall form the Agreement between the Owner and the Engineer.
The Engineer shall hold the proposal open for acceptance by the Owner for a period of 60 calendar days after the date of submittal to the Owner.
AGREEMENT
ARTICLE 1 - TERMS AND CONDITIONS
1.1TIME: Subject to any limitations stated in the proposal, the specified Topographical Survey shall be completed and the drawing(s) and report(s) delivered to the Owner within 21 calendar days after written authorization to proceed is received, barring circumstances beyond the Engineer's control which force a delay. In such an instance, the Engineer will inform the Owner of the cause of the delay.
1.2COMPENSATION: The Engineer shall attach the lump sum fee and/or rate and price schedule information to the proposal. The cost of the investigation and engineering services (including the furnishing of all materials, apparatus, labor and any required insurance) for the survey shall be based upon a Lump Sum.
1.3BILLING AND PAYMENT:
1.3.1Billing for the survey shall be:
Billable to the Richgrove School District, PO Box 540, Richgrove, Ca. 93261, send invoice to the attention of Doris O’Shaughnessy for review and approval.
1.4INSURANCE:
1.4.1The Engineer shall state below the insurance coverage and limits of liability that are in effect on the date of the proposal. The proposal shall clearly indicate if any of the listed coverage is not currently in effect.

1.4.2Unless otherwise specified in Article 6, the Engineer agrees to maintain each type of insurance in effect on the date of this proposal, as outlined in Subparagraph 1.4.1, at minimum limits of liability specified in Subparagraph 1.4.1 or required by law, whichever is greater.
1.4.3Certificates of Insurance acceptable to the Owner shall be filed with the Owner prior to the commencement of services. These Certificates shall contain a provision that coverage afforded under the policies will not be canceled until at least thirty days prior written notice is given to the Owner.
1.5QUALIFICATIONS: All work shall be performed by qualified personnel under the supervision of a Registered Professional Engineer. All reports shall bear the seal of a Registered Professional Engineer.
1.6SURVEY: Deliverables are indicated in the Scope of Services section. It is understood that the Owner may make and distribute copies of the survey as necessary in connection with the proposed Project without incurring obligation for additional compensation.
ARTICLE 2 - PROPERTY INFORMATION PROVIDED BY OWNER
2.1Legal Description: Refer to attached Parcel Map(s) No. 340-020-004—000 (20812 Grove Drive) and 340-020-012-000 (20908 Grove Drive). Combined parcels total approximately 12 acres.
2.2Common Description: Refer to Attached Site Plan.
2.3Property lines and means of access are shown on the attached drawings and identified in Article 4. Site access is provided by the arrangement below:
2.3.1The present Owner is:Richgrove School District
2.3.2The Surveyor shall contact the following person(s) to schedule site access and make necessary arrangements: Lou Vasquez or Nelson Hernandez, at 661.725-2424.
2.3.3Owner to provide current Title report(s).
ARTICLE 3 - PROJECT INFORMATION
3.1Attachments are delineated Article 4 - Scope of Services, section 4.1.4.
ARTICLE 4 - SCOPE OF SURVEY SERVICES
4.1GENERAL
4.1.1Refer to the attached site plan, for the boundaryrequired topographic survey. Note: The words “within boundary” and/or “boundary” shall be interpreted as follow: “Survey required five feet minimum beyondboundary represented”. The green line represents the survey boundary.
4.1.2The primary purpose of the survey is to provide sufficient topographic data, horizontal & vertical, to analyze exterior walkways for compliance with the 2010 American Disabilities Act, 2013 California Building Code and future additions of these Codes. The attached Site Plan indicates in red special areas of concern.Sufficient topographic data, horizontal & vertical, shall be provided at the access to all exterior doors to analyze compliance with 2013 CBC Chapter 11B, Division 4 Accessible Routes.
4.1.3The Owner shall request the survey or arrange for the survey to be requested and shall provide written authorization to proceed with the survey.
4.1.4As a minimum requirement, the surveyor shall furnish one CD containing electronic files, PDF andAutoCAD formatversion compatible with generic 2004 version and compatible with civil 3D version, and two sets of prints of the plat or map of survey to the client. Such plat or map shall be drawn to a convenient scale, with that scale clearly indicated with a graphic scale. A north arrow shall be shown and the plat or map of survey shall be oriented so that north is at the top of the drawing. Symbols or abbreviations used shall be identified on the face of the plat or map by use of a legend or other means. If necessary for clarity, supplementary or exaggerated diagrams shall be presented accurately on the plat or mapi.e., grade breaks, door landings, flatwork change in direction, but not limited to. The plat or map shall be plotted on a minimum sheet size of 24 by 36 inches. If the plat or map of survey consists of more than one sheet, the sheets shall be numbered, the total number of sheets indicated and match lines be shown on each sheet. The plat or map of such survey shall bear the name, address, telephone, and number of the professional land surveyor who performed the survey, his or her official seal and registration number, the date the survey was completed. Such plat or map shall be on durable and dimensionally stable material of a quality standard such as bond or vellum. See attached for an example of plat or map. Such plat or map shall include all items listed under Article 5, Survey Requirements, of this document.
4.1.5Attachments included for reference as part of this RFP: Architectural Site Plan and Aerial.
ARTICLE 5 - SURVEY REQUIREMENTS
5.1 All data necessary to mathematical record dimensions and relationships within the boundary represented, but not limited to. Note: Other data collection is required outside of boundary represented. The precision of this survey shall be commensurate with the standards of the National Society of Professional Surveyors;
5.1.1 Survey shall be tied to County benchmarkand/or local authority having jurisdiction, and adequately recorded on the plat or map. New benchmarks shall be set/mark with ½” dia. rebar, 18” long, set 2” below grade, and adequately identified/protected, location. per attached site plan;
5.1.2Contours for plat or map at .5' foot intervals; error shall not exceed one half (1/2) contour interval;
5.1.3Spot elevation at each intersection of a 50-foot square grid covering the required boundary;
5.1.4The character and location of walls, buildings and/or portions of buildings, fences, gates, steps and all other visible improvements; curbs, walks, edge of paving, surface drainage swales, culverts, and similar conditions with spot elevations at 50 feet maximum on center spacing within boundary shall be noted, which shall also include any change in direction, vertical and/or horizontal; and if difference of elevation of natural grade adjacent to mention above is greater than .08’, spot elevations at same spacing distance on center required. Note: Finish floor elevation of all buildings within or encroached by boundary shall be noted.
5.2 Utilities
5.2.1The location of all surface indications, but not limited to mention below,ofwater systems, fire and domestic water main lines, gasmains, sewer/storm systems manholes with all upstream/downstream invert elevations and size of lines, electrical lines, communication lines, and all associated accessories to mention above within boundary shall be noted;
5.2.2Location of fire hydrants available to the property and the size of the main serving each, see attached site plan for location of existing hydrants;
5.2.3Trees of 2" and over (caliper 3' above ground); locate within 1' tolerance.

Upon execution and receipt by both parties, this document and all attachments listed in Articles 4 and 6 shall form the Agreement between the Owner and the Surveyor.
