Description of Problem or Opportunity (Provide detailed and clear information):
There is a need to develop tools for all of the NG9-1-1 stakeholders to provide a foundation of knowledge that will allow them to identify their roles and responsibilities to facilitate the introduction of NG9-1-1. The purpose of this Issue submission is to assign responsibility to someone, or some group (within or external to NENA) to define deliverables that explain "HOW" or "WHY" it is important for all stakeholders to implement NG9-1-1. The desired output of such activity could be described as an instruction manual for each stakeholder's role. These three steps apply to each of the PLT #150 series tasks:
1) Develop the material
2) Develop a plan for delivery of the material
3) Do the delivery
This specific Issue submission focuses on item 150c (which is ranked as priority #2 among the nine items).
