2.MINUTES OF THE PREVIOUS MEETING
17/44 Minutes of the last meeting, having previously been circulated, were proposed by Mr Hunnybun, seconded Mrs Hunnybun agreed and signed by the Chairman.
3.DECLARATIONS OF PERSONAL/PREJUDICIAL AND PECUNIARY INTEREST AND DISPENSATION FROM MEMBERS ON ANY ITEM TO BE DISCUSSED
17/45Miss Johnson and Mr Tasker declared an interest in Item 2 Allotment Association and Mr & Mrs Hunnybun declared an interest in item 13 – Community Orchard
4.ELECTION OF OFFICERS
17/46No new nominations proposed for current year, therefore proposal by
Mr Tasker, seconded Mr Hunnybun and unanimously agreed that officers elected in May 2016 continue en bloc. Chairman Mrs M B Joyce, Vice-Chairman Mr R Tasker,
LRALC delegates Mrs Joyce, Mr Tasker. Planning Group Mrs Joyce, Mrs O’Shea,

As there were no members of the public present, the meeting was not adjourned.

7.ARRIVA BUS ROUTE
17/49 Mr Hunnybun had raised the issue of the lack of buses around the Charnwood area in Ratby. Due to the number of elderly people living in this vicinity, the majority of whom had no access to transport other than buses, were now without a bus service.
Discussion ensued and agreed that Clerk write to Arriva bus asking if smaller buses could be considered on this route to reinstate the inclusion of Charnwood/Whittington Drive.
8.ADOPTION OF END OF YEAR ACCOUNTS
17/50Papers had already been circulated to members and proposed to adopt made by Mr Tasker, seconded by Miss Johnson and agreed unanimously
9.APPROVAL OF ANNUAL AUDIT ACCOUNT
17/51 Annual Audit accounts for 2016/17 presented and approval proposed by
Mr Tasker, seconded Mrs Hunnybun, agreed unanimously and signed by the Chairman and Responsible Finance Officer.
10.QUOTATION –REPAIR INFORMATION BOARD/WAR MEMORIAL SITE –
STONE WALLS
17/52(i) Information board – damage to side stone wall occurred. Virgin Media contactors had been contacted and had offered to repair the same. (ii) War Memorial stone wall – this had also recently been damaged. As Information Board renovation work was carried by E L Construction quotation sought to repair both sets of damage at cost of £530 plus VAT. Clerk had contacted Virgin Media and stressed the need for urgent attention due to health & safety issues as information board stonework was now in small pieces. Also the buttress adjacent to the War Memorial steps needed urgent attention since it was in close proximity to Ratby Primary School and children/parents/pedestrians could be injured. Agreed to contact Virgin Media to press for early completion or alternatively instruct E L Construction to commence remedial work and send invoice to Virgin Media.
11.USE OF COMMUNITY ORCHARD
17/53 Request received from couple wishing to use Community Orchard for Wedding Blessing. Community Orchard had been contacted as matter of courtesy and were happy for this event to take place on 24th April 2018. Use of Orchard would be for approximately half an hour possibly between 4.30-5pm and 30 people would be in attendance, including 4 children between ages of 3 – 11 years. Discussion followed – agreement proposed by Mrs Hunnybun, seconded Miss Johnson and agreed that permission be granted.
12. MAKING A DIFFERENCE AWARDS 2017
17/54Hinckley & Bosworth Borough Council sponsoring ‘Making a Difference Awards’ for both individuals and groups. Discussion ensued and proposed by Chairman, seconded Vice Chairman and agreed that the Library Volunteers be recommenced for an award.

14. CLERK’S REPORT
17/56 (a) Hanging Baskets – Leicestershire County Council has sent notification that
Columns 14, 15 & 16 Main Street and col. 2 Station Road need to have structural testing carried out. Awaiting information re cost. (b) Invitation to Armed Forces Day Service and Parade Saturday,24th June 2017. Mr & Mrs Hunnybun to attend.
(c) Charnwood Roots Heritage Festival – Sunday 21st May 2017 (d) RoSPA Report received – nothing major. Shrinkage from edging of wetpour, minor things will be dealt with a.s.a.p. Wooden Trim Trail sited at Burroughs Rec. now outlived its life, with some wooden parts starting to rot. Suggestion that this is removed – Agreed.

Community Safety Partnership Strategy 2017-2020
As Chris is the Co-Chair of the C.S.P, we want to show you our new strategy for the next 3 years to make your village a safer place to live.
Introduction
The Community Safety Partnership (CSP) brings together a collection of people and organisations that have a real commitment to do everything in their power to have a positive impact on reducing crime and disorder, protecting people from harm and to work closely alongside local communities in bringing about a sense of safety for all.
Our purpose
Keeping everyone safe is at the heart of everything we are striving to achieve. The primary purpose of the CSP is to work together to make people and neighbourhoods within the District of Blaby and the Borough of Hinckley & Bosworth safer.
Our Priority Themes and Focus
Protecting and Supporting People
Provide support for victims, witnesses and perpetrators
Increase reporting of domestic abuse and hate crime and ensure positive outcomes for victims
Provide support for victims of domestic abuse and children who have witnessed abuse
Provide early intervention and awareness to help protect individuals from harm
Work with young people in schools and other settings to ensure they have the knowledge they need to make informed choices and protect themselves from harm
Deliver prevention work to reduce harm caused by alcohol and substance misuse
Work to raise awareness of Child Sexual Exploitation
Improve links with the Voluntary and Community Sector (VCS) to ensure better use of community and voluntary resources.
Improving Community Confidence
Increase customer satisfaction
Improve how we communicate and engage with people and communities
Work to improve cohesion within communities and positively promote community strengths

Give clear messages about the services that are available, how people can report in and what people can expect from the services.

Homelessness Prevention Fund
HBBC has been awarded £101,000 by the Government to use in its homelessness prevention work over the next two years. This is the highest award given out of all the Boroughs and Districts in Leicestershire. A report now needs to go to Council to incorporate these funds into the budget and then decide how best to use these funds. Top priority in our view is obviously getting rough sleepers off the streets and also priority given to ex-service personnel under the terms of our military covenant. Praise must be given to the housing team at HBBC for their hard work and dedication.

County Council Election 4th May 2017
I would like to thank all the residents who have again put their faith in me at the County Council elections on May the 4th. I am truly honoured and proud to be able to continue representing you at the County Council. The result was very humbling. Thank you.
A50 Bradgate Hill Speed Reduction Scheme and Closure of Gaps
Motorists please be aware that the speed reduction scheme came into force during April. The speed on Bradgate Hill has been reduced to 40mph from the previous 50mph speed limit this brings continuity to the speed limit from Field Head. Previously the speed limit went from 40mph to 50mph and then back to 40mph over a short distance. The gaps have also been closed for safety reasons.
Tourists Targeted by Fake Police Officers
There has been a series of recent incidents reported to Action/Fraud where a lone fraudster has approached victims whom they believe to be unfamiliar with the local areas. They make an excuse to talk to the victims such as enquiring about directions or offering a recommendation for a good hotel.
After this interaction, several other fraudsters will intervene purporting to be police officers in plain clothes and will sometimes present false identification as proof. The fake officers will then give a reason to examine the victims’ wallet, purse or personal items. They may also examine the first fraudster’s items or try to tell victims that the first fraudster is suspicious in order to gain the victims’ trust and appear more realistic in their guise.
After all the fake police ‘checks’ are finished, victims have then reported being handed back their personal items only to later realise that a quantity of money or valuables were missing.
How to protect yourself:
- If an individual claims to be a police officer ask for their name and rank, force and examine any identification presented; this is always good practice but especially important if they are not wearing a uniform.
- The Police will never ask for your passwords or PIN details. Do not give this information to anyone
- The Police will never request that;you withdraw/transfer any money to them or to a ‘safe’ account.
