AIRPORT POLICE DEPARTMENT

JOB SUMMARY

Establishes the mission, policies and organizational structure of the Airport Police Department. Major activities include leading, managing and the supervision of staff to provide a safe and secure airport community in an effective and efficient manner. Coordinates work, develops strategies, conducts planning, and implements programs and procedures for compliance with federal, state and local laws and ordinances. Responsible for on-site Emergency Communications Center and serves as the department spokesperson.

RELATIONSHIPS

Supervisory – Reports to Vice President, Management & Operations

Organizational – Frequent contact with MAC directors, managers, supervisors and employees

External Business –Frequent contact with airline tenants, state and federal law enforcement agencies

ACCOUNTABILITIES AND FUNCTIONS

· Serve as chief law enforcement officer (CLEO) for the Police Department.

· Advise appropriate internal and external personnel of police and security issues.

· Establish methods and procedures for crime prevention and the airport watch program.

· Establish and direct the enforcement of laws and regulations to comply with current federal and state laws and local ordinances.

· Responsible for enforcement of laws and regulations and implementation of prevention and inspection programs.

· Use National Incident Management Systems (NIMS) protocol to direct response to emergencies including assignment and placement of personnel and equipment.

· Disseminate information regarding departmental and Commission policies and goals to all departmental personnel.

· Ensure complaints regarding MAC policy or regulations or alleged misconduct of department personnel are appropriately investigated.

· Utilize sound judgment, knowledge, skills and good public relations in dealing with the general public on informational requests, complaints, etc.

· Demonstrated ability to lead a department of 150 + personnel in multiple divisions.

· Ability to obtain clearance to become a member on the FBI Joint Terrorism Task Force.

· Deal constructively with conflict and develop effective solutions.

· Plan, organize, administer, review and evaluate work of sworn and non-sworn staff through direct and subordinate levels of supervision.

· Develop and direct the implementation of goals, objectives, policies, procedures and work standards for the department; prepare and administer the departments’ budget.

· Provide policy guidance and interpretation to staff; ensure that laws, ordinances and policies are consistently enforced.

· Oversee department police functions including uniform patrol, bike patrol, crime prevention, traffic enforcement, investigations, dispatch and records.

· Work closely with the Transportation Security Administration (TSA), Federal Bureau of Investigation (FBI) and other agencies in developing programs and implementing projects to maximize service and safeguard the traveling public.

· Work in concert with the TSA enforcing federal regulations.

· Develop efficient policing methodologies to meet new situations and regulations and to improve existing operations and overall effectiveness of the department.

· Interact with local, regional, state and federal law enforcement agencies to receive and convey information, gather intelligence and assist with ongoing investigations.

· Provide traditional law enforcement services in addition to enforcing federal regulations associated with the airline industry.

· Oversee the innovative community policing program specific to aviation law enforcement and the airport community titled the Airport Watch Program.

· Direct the protection and service of all persons and property within the jurisdiction of the airport.

· Provide assistance and direction to the public and airport tenants through responsive and courteous interaction.

· Contribute additional services through programs which serve the airport's community needs.

· Provide prompt and courteous response to the needs of tenants and the public.

· Respond to off duty safety and security related incidents as appropriate.

· Oversee, through subordinate supervisory staff, the performance of law enforcement personnel in the performance of their duties.

· Develop positive and professional department relationships with other MAC staff and departments.

· Effectively communicate law enforcement actions with officials and the public.

· Oversee federal, state, DWI forfeiture accounts and 911 funds.

· Other duties as assigned.

MINIMUM JOB REQUIREMENTS:

· Bachelor’s degree from an accredited college in public administration, law enforcement, criminal justice, business or related field.

· Graduate of the FBI National Academy, Southern Police Institute Administrative Officers Course or Northwestern Police Staff and Command School – OR – Masters degree in public administration, law enforcement, criminal justice, business or related field.

· Ten (10) years of progressively responsible police management and supervisory experience; 5 years of which must be at a Command level or higher.

· Current licensure by the State of MN Peace Officers Standards and Training Board or able to obtain by date of hire.

· Previous work experience with unions and labor relations.

· Excellent decision making, problem solving, and conflict resolution skills

· Experience preparing and overseeing department budget, program planning, employee supervision and training.

· Clear, concise and thorough communication and presentation skills

· Knowledge of principles and practices of police/law enforcement administration.

· Must be able to qualify with and maintain department weapons several times per year.

· Must possess and maintain a valid, state issued, driver’s license.

· Demonstrated proficiency in the National Incident Management System (NIMS) including Incident Command System (ICS) 400 certification or ability to obtain within six (6) months of appointment.

· Experience in a mission specific law enforcement agency such as, airport, transit or university.

· Successful completion of extensive background check and psychological evaluation.

DESIRABLE JOB REQUIREMENTS

· Previous command experience in an airport environment.

· Experience managing a mission specific law enforcement agency.

· Experience developing community based crime prevention programs.

· Experience with the management of video and access control systems.

· Thorough understanding of the Code of Federal Regulations (CFR) 1542 and 1544.

· Specific knowledge of federal regulations as related to airport operations (FAR) Part 139.

· Thorough understanding of an airport security program and the importance of its implementation.
