Purpose

  • To Implement & Manage County wide electronic fuel management systems for all CCC vehicles, and to assist in the project to deliver electronic systems on sites where there currently is none. To liaise with all directorates within CCC on fuel management issues, including the SCPU
  • Supervise the Operational Road Risk administrators and their functions

Key responsibilities

  • Assist in the delivery of a project to provide the electronic fuel management systems at all appropriate sites throughout the County
  • Collecting and determining the fuel usage data (from all sources) required to assess Council fuel usage; reviewing the analyses; and deriving conclusions to inform solutions.
  • Designing solutions to fuel management for the Council, planning their implementation, and managing their delivery.
  • Planning, organising and controlling fuel related work programmes to achieve definedtargets within given budgets.
  • Providing advice on the application of fuel legislation, policy and principles to Council managers and staff, both proactively and re-actively.
  • Assessing compliance with Council policies and regulatory frameworks, and enforcing/assuringtheir application.
  • Supervising the activities of the Fleet ORR Administrators

Staff Management Responsibilities

  • Supervising 3 x staff in the Fleet Administration Team engaged on ORR activities

Resources Responsible for

  • The Electronic Fuel Management system –which will eventually be on 16 sites throughout Cumbria
  • Monitoring the Council’s spend on fuel, currently at least £1,250,000 per annum and advising on trends, over and underspends
  • Procurement of fuel of behalf of the Fleet team and Council
  • Procurement of equipment relating to fuel management (such as an electronic fuel management system) and for organising the maintenance programme for the equipment to ensure that it is operational to support Council services 24/7
  • Holding data in relation to fuel usage across the Council, including fuel cards, bunkered fuel
  • Secure storage of all Driver Licence Mandates
  • Overseeing the RAC Driver Risk Profiler

Job Working Circumstances

  1. Emotional.

Medium. The Fleet team is a small and busy team and this will be a demanding role, overseeing fuel management for the whole Council, requiring liaison work with all directorates within the Council with a value of revolving stock, worth in excess of a million pounds annually.

  1. Physical Demands – Medium, the job will entail considerable driving around the County – but the majority of the work will be based at a desk in an office and workshop
  1. Working Conditions – the post holder will frequently work in an operational depot or workshop environment, sometimes outside for sustained periods and will be required to wear appropriate PPE.

Qualifications / NVQ or equivalent, level 3 in business administration or equivalent qualification / Health and Safety qualification such as IOSH
Project Management qualifications
Supervisory Qualifications, e.g. NEBSM, etc
ECDL
Knowledge / Knowledge of quality assurance business processes, and the ability to develop them to practicable use.
Operational Road Risk and its wider concepts
Business Transaction Processes / Knowledge of the Council’s (or similar organisation Financial Management System)
Knowledge of the Councils (or equivalent organisation’s) procurement system
Knowledge of regulatory framework relating to fuel management
Relevant Experience / At least 2 years’ experience in a fleet, highways or travel related service or business – or equivalent
Experience of providing customer support and advice in a similar regulatory role
Experience of managing large amounts of complex information and analysing data for trends
Able to develop, analyse and implement business solutions in accordance with the requirements of a regulatory framework
Supervision of Staff / Experience of preparing Standard Operating Procedures
Experience of preparing procurement tenders for business solutions
Skills / Excellent communication skills – able to provide information and advice at a range of levels from workshops to senior officers in relation to fuel management
Strong ICT skills, particularly in maintaining data bases
Strong written skills able to provide reports for officers at all levels on compliance and on business solutions
Experience of monitoring budgets and determining trends
Able to assess national good practice and to make recommendations for Cumbria
Other / Able to travel across Cumbria
Able to work in a depot or workshop environment, sometimes spending periods of time outside
