Declaration of Reward:- The commissioner of Police, Delhi has announced a cash reward of Rs.10,000/- ( Ten thousand only), which will hold good for a period of one year with immediate effect, for any one who may give information/clue(s) or render any help to work out the kidnapping case or render any help to arrest the accused in FIR No.96/2009 u/s 363 IPC PS New Ashok Nagar, Delhi . A girl, namely Amrita Singh d/o Shri Jai Prakash Singh r/o RC No.395, Gali No.6 Khora Colony, Ghaziabad U.P was reportedly kidnapped by one Sudhir @Bholu s/o Shri Ganga Jagdish r/o village Gadnapur Naorah, Police Post, Mani-Mau. Distt. Kanauj, U.P.. The physical descriptions of kidnapped girl Amrita Singh are as follows:-

3.  Complexion - Fair

4.  Built - Thin

5.  Face -Round

6.  Wearing - Pink shirt and grey salwar.

KIDNAPPER ARRESTED FOR DEMANDING RANSOM OF Rs. 15 LACS

ABDUCTED PERSON RESCUED SAFELY

With the arrest of Rahul Kumar Singh 21 years S/o Late Sh. Bhola Singh R/o Village-Yadavpur, Distt. Mirzapur, UP, the South District Police has solved the sensational case of Kidnapping for ransom and safely rescued the abducted person Pradeep Panwar.

INCIDENT & TEAM

On 14.12.2009 the complainant Sh Jagdish Panwar stated that on 10.12.2009 at about 8.30 AM his son Mr. Pradeep Panwar age 21 years who is mentally challenged had gone to scooter mechanic shop did not return home till evening regarding which he had lodged a missing report earlier on 10.12.2009 at PS Hauz Khas. Later on, he suspected that some unknown person might have enticed away his son taking advantage of his mental condition. Accordingly, a case vide FIR No.423/09 u/s 365 IPC was registered at PS Hauz Khas and investigation taken up.

In the evening of 16.12.2009 complainant received a ransom call of Rs. 15 lacs by an unknown caller for setting free his son from his captivity. He immediately informed the police and accordingly the sections of law for kidnapping for ransom were applied in the case and a dedicated team comprising of Inspr. Investigation Raj Kumar Singh, SI Narender Kumar, HC Islamuddin, HC Sanjeev Kumar, HC Hukam Chand, HC Dara Singh, HC Lakhmi Chand, HC Ram Kishan, HC Param Jeet, HC Hawa Singh, Ct. Manoj Kumar, Ct. Kishor Singh, Ct. Omender, Ct. Roop Ram, Ct. Kaushar Mehandi, Ct. Raghubir was constituted under the supervision of Inspr. Atul Kumar, SHO/Hauz Khas and Shri Mehar Singh, ACP/Hauz Khas was constituted for ensuring the safe release of abducted Pardeep Panwar as he was mentally challenged and the kidnapper was calling from Eastern UP area.

INVESTIGATION & ARREST

During the course of investigation and local enquiry it came to notice that Pardeep Panwar was seen taken away by one person on his motorcycle from near the tea stall run by one Munna Saifi. During the enquiry, it was revealed that one person who introduced himself as Saksham used to visit the tea stall often and was also seen in the area on few occasions in the past as he had stayed in Shahpur Jat as tenant in year 2008-09. During the investigation, Munna Saifi informed that he had seen the alleged Saksham giving tea to the victim and taking advantage of the mental condition of Pardeep, he had taken away Pardeep on his motorcycle. Later on, the caller gave a call on the mobile phone of Munna Saifi from his mobile and enquired about Jagdish, father of victim and directed him to give the phone to Jagdish. Accordingly, he gave his phone to complainant, who received the and kidnapper said that person is in his custody and confirmed about Pradeep from Jagdish. He further threatened the complainant not to report the matter to police and demanded ransom of Rs. 15 Lacs for releasing his son.

Again, on 16.12.2009 the complainant received a ransom call on his mobile for Rs. 15 Lacs and asked him to arrange the same shortly and keep the same in two bags and reach Allahabad by train otherwise he would get the kidney of his son removed. On this, the complainant immediately informed the police and acting under the guidance of police, complainant pleaded the kidnapper to reach Allahabad by vehicle instead of train and also to accompany one of his relative, as he is ill, to which the kidnapper agreed. Accordingly, the police team reached Allahabad by road. During investigation, the location of the caller was found near Allahabad and Mirzapur. In the subsequent calls, the accused threatened the complainant to come at Allahabad along with Rs. 15 lacs, otherwise the kidney of his son would be removed and his son would be eliminated by his accomplices and directed complainant to come to Mirza Pur from Allahabad by catching a Chunar bound passenger train on the evening of 18.12.2009. Accordingly, various police parties were formed and complainant was sent along with HC Islamuddin who acted as his nephew with one bag containing 30 paper bundles in the shape of Currency Notes, closely followed by other police party in the same train. The kidnapper initially asked the police party to throw the bag near Mirzapur from the running train, but complainant did not to throw the bag and negotiated with the kidnapper to hand over the bag only on the condition of handing over his son safely. On this, kidnapper asked the complainant to get down at Mirzapur station and wait for next direction. The entire team along with the complainant got down at Mirzapur and waited for the kidnapper till 4 a.m. in the morning of 19.12.09. Thereafter, the kidnapper asked the complainant to go back to Allahabad. Same day i.e. 19.12.2009 he asked the complainant to come at Baikabagh near Rambagh Station along with ransom amount in a bag. Finally, the above mentioned accused along with the abducted person came on motorcycle no. UP 63K 7615 Hero Honda Splendour black colour at Baikabagh Kyd Ganj, Bus Stand, and demanded amount from HC Islamuddin who was already present alongwith complainant at the scheduled place fixed by kidnapper. HC Islamuddin pretended to hand over the bag to accused and swiftly pounced upon him and other police parties who were closely following them apprehended the accused and took him under their control in the busy Chowk of Baikabagh near State Bank. The abducted person Pradeep Panwar was rescued from his captivity safely and handed over to his father. The accused was arrested in Allahabad on 19.12.2009

During the interrogation, Rahul Singh disclosed that he in conspiracy with his accomplices Abhijeet, Bhupender and Raghuvender all residents of Mirzapur, UP had plotted a plan to abduct the person about two months ago, as he had come to know that the complainant was due to receive Rs. 20 Lacs as compensation from Court and has a sound financial background. He purchased two mobile SIM Cards of Vodafone from Gautam Nager and developed friendly relation with victim by frequently visiting the tea shop of Munna Saifi and also gathered lot of information about victim’s family. He also obtained mobile number of Munna Saifi in a routine manner. He further disclosed that he was in dire need of money for marriage of his sister.

PROFILE

The accused had studied up to 12th class and came to Delhi and started working with L & T Metro Project at Green Park as Supervisor since year January 2008 and worked up to February 2009. Meanwhile he also learnt the computer skills while working with L & T and was very ambitious to make fast money. Later on he started supplying Labours to Mandoli Jail Project at Harsh Vihar and Quality Buildicon Project at Sultan Pur Ghitorni.

RECOVERY

1.  One Motorcycle bearing No. UP 63K 7615.

2.  One Mobile Phone with SIM Card

3.  One Pan Drive.

4.  Two SIM Cards used in the crime.

Further investigation is in progress after obtaining the accused on police custody remand for detail interrogation and recovery of further items and arrest of other absconding persons. Members of the team are being suitably rewarded.

ONE MEMBER OF NOTORIOUS SONU-CHANKYA GANG’ HAVING REWARD OF Rs. 5000/- ARRESTED, SENSATIONAL MURDER CASE SOLVED.
ONE COUNTRY MADE PISTOL (DESI KATTA) RECOVERED

The South District Police has arrested a notorious member of ’Sonu- Chanakya’ Gang who has reward of Rs. 5,000/- for his arrest. One country made pistol (Desi Katta) has been recovered from his possession and a sensational murder case has been solved.

ACCUSED ARRESTED:

Ajay Dhaka @ Kala age 23 years s/o Bijender singh r/o Village Dhakoli, P.S. Chandi Nagar, Distt. Bhagpat (U.P).

INCIDENT

On 01.10.09, one person Kala @ Pappu was shot dead at his native village Sankal Puthi, P.S.Chandi Pur, Distt.Bagpat, U.P and it was reported vide Case FIR No. 248/09 u/s 302/34 IPC PS Chandi Nagar, Bagpat (UP) that he has been shot dead by one Khushal Pal of the same village and Ajay @ Kala of Dhikoli Village, Distt. Bhagpat, U.P and both are also the active members of notorious ‘Sonu-Chankya’ Gang. The U.P Police made all possible efforts to arrest him and also declared a reward of Rs.5000/- on his arrest.

INVESTIGATION, TEAM & ARREST

On 18.12.2009, on the basis of secret information the staff of AATS/South District comprising of SI Balihar Singh, ASI Hawa Singh, HC Jasraj, Cts. Sanjeev Shah, A. Rahman, Satpal under the leadership of Inspr. Balkishan and overall supervision of Sh. K.S. Bhatnagar, ACP Operation laid a trap at service road opposite Awadh Bhawan Malvia Nagar, New Delhi, at about 7.45 PM team nabbed one person who was later on identified as Ajay Dhaka @ Kala and on his search one country made pistol (Desi katta) along with two live cartridge were also recovered. Accordingly a case FIR No 594/09 dated 18.12.2009 u/s 25/54/59 Arms Act PS Malvia Nagar was got registered and investigation was taken up.

INTERROGATION & MODES OPRANDI

On sustained interrogation, Ajay @ Kala disclosed having committed the sensational incident of murder with his associates Kushal Pal in Village Sankal Puthi, Bagpat in the area of PS Chandi Nagar Bagpat on 01.10.2009. They killed one Pappu @ Kala on a trivial issue of one mobile phone just to show the strength of their gang and they also fired from their ‘Desi katta’ towards the local villagers who tried to intervene and nabbed them after the incident.

The accused Ajay Dhaka @ Kala is one of the members of notorious ‘Sonu–Chanakya’ gang who was first arrested on 21.10.2006 along with one Vipin in a police encounter while in possession of one robbed Indica Car in the area of PS Ramala, Bagpat. He remained in Meerut Jail for nearly about 28 months where he met Sonu and Kushalpal. Then Sonu-Chankya, Kushalpal, Vipin and Ajay @ Kala formed a gang and indulged in the criminal activities in UP, Rajasthan & Haryana. His previous involvement is as under:-

1.  FIR No. 195/06 u/s 307 IPC PS Ramala, Bagpat (UP)

2.  FIR No 196/06 u/s 25 Arms Act PS Ramala, Bagpat (UP)

3.  FIR No. NIL/06 u/s 411 IPC PS Ramala, Bagpat (UP)

4.  FIR No. 461/06 u/s 392 IPC PS Kandhla , Muzaffar Nagar (UP)

This interstate gang is mostly committing the crime of car jacking, attempt to murder, murder & robbery etc. The further interrogation and investigation is in progress and the concerned local police is being informed accordingly.

RECOVERY

One country made pistol (Desi Katta) with 2 live cartridge of .315 bore.

Ø  Three International Drugs Smugglers apprehended.

Ø  1.5 Kgs High quality Heroin/seized.

On 19.12.09, an information was received in the office of ISC Crime Branch, Chanakyapuri, New Delhi that two Afghan Nationals have brought some Narcotic drugs for delivery to one Nigerian National near Gol Dakkhana, Pandit Pant Marg, New Delhi.

A team was constituted and a trap was laid near Gol Dakkhana, Pandit Pant Marg, New Delhi. At about 4 PM on 19.12.09 one person who seemed to be of African origin was found waiting at Pandit Pant Marg. After a short while, two persons who appeared to be Afghan Nationals reached there. One Afghan National was carrying one polythene bag and the other was carrying two polythene bags. They handed over one bag to the African person. He opened it and while he was checking the contents, the police team closed in on the 3 suspects. However, the suspects put up stiff resistance as a result of which one Inspector of Crime Branch received some injuries on the face. However all the three suspects were apprehended and 1.5 Kg of high quality heroin was recovered from their possession.

During interrogation the Afghan Nationals were identified as Abdul Mateen and Niyamatullah who revealed that they had come to India with Narcotics on 17.12.2009 from Kabul via IGI Airport Delhi in a Ariana Afghan Airways flight and were staying in a hotel in Paharganj. The Nigerian National revealed his name as Adeboll and he had came from Mumbai to receive the Narcotics. All the three have been arrested under the Narcotics Drugs and Psychotropic Substances Act 1985.

Their interrogation has also revealed that the heroin is being brought from Afghanistan by flight by Afghan citizens being used by drug traffickers as carriers.
