JOB DESCRIPTION: EXECUTIVE DIRECTOR

Job Title: Executive Director

Job Synopsis: The Executive Director is the Chief Executive Officer hired by the Arc of Central Virginia Board of Directors to implement the Board’s decisions, policies and procedures in all matters of finances, personnel, planning, evaluating, public relations, program management and fund raising. The work is performed under the general direction of the Board of Directors and evaluated annually. The Executive Director is permitted wide latitude in developing systems and procedures to implement the purpose, goals and objectives of the Board of Directors in directing the many activities and programs of The Arc of Central Virginia.

Job Responsibilities:

  1. Plan, coordinate and direct the work of individuals and all departments securing their

cooperation through tact and diplomacy.

  1. Ensure conformity with the State of Virginia Licensure Regulations regarding developmental disability services.
  2. Administer the Medicaid Waiver Program including: community and center based day support programs and residential services.
  3. Effectively communicate the ideas and programs of The Arc to the members and the community.
  4. Prepare and recommend operating budgets to the Board to ensure the financial integrity of the Arc. Administer sound, up-to-date fiscal practices and controls. Prepare periodic program reports on operational effectiveness.
  5. Develop and implement strategies for securing financial support from available community sources, including funding agencies, businesses and philanthropic organizations.
  6. Develop and implement new concepts and programs that fit within the framework of long and short-term goals established by the Board of Directors. Work with the Board in policymaking, planning, general oversight and support of the organization.
  7. Administer all physical facilities and equipment to ensure proper function, maintenance and safety.
  8. Recommend and implement procedures to ensure the health, safety, and personal dignity of the consumers and staff.
  9. Advocate on behalf of all citizens with developmental disabilities.
  10. Publish newsletters for public distribution.
  11. Conduct an annual membership campaign.
  12. Administer a public relations program to convey understanding and stimulate interest in The Arc programs through the community.
  13. Develop working relationships with appropriate community groups.
  14. Serve as liaison with the Arc of Virginia and the Arc of US and other Arc chapters throughout the state to exchange ideas and be informed of trends and issues.

  1. Supervise the staff of The Arc. Communicate policies to the staff and establish effective working relationships.
  2. Recruit, evaluate, and train staff.
  3. Establish a salary schedule and implement raises as approved by the Board for all positions other than Executive Director.
  4. Hire and terminate staff, all subject to review and approval by the Board of Directors.
  5. To establish public confidence in the integrity of The Arc by acting in an ethical and impartial manner and in the best interest of The Arc as an organization.

Required Skills, Knowledge and Abilities:

  1. An understanding of mental retardation and its effect on an individual’s life and family,

and an understanding of service philosophies to enhance the quality of life forthese

individuals and their families.

  1. The ability to administer a large, complex program dealing with individuals with developmental disabilities including effective, planning skills, supervision skills,and communication skills both orally and written.
  2. Possess knowledge of the EEO, OSHA, State of Virginia Licensure Regulations, Medicaid, and local legalrequirements and regulations to operate safely and effectively.

Education & Experience:

  1. The Executive Directormust have a bachelor’s degree in developmental disability services, special education, psychology, or a related human service field. A master’s degree is preferred.
  2. At least 5 years of professional work experience in the field of disability services

and at least 3 years supervisory experience is required.

  1. Experience with non-profits and Medicaid Waiver is required and public relations experience is preferred.

Accountability: The Executive Director is accountable to the Board of Directors.
