REQUEST FOR QUALIFICATIONS

PACIFIC ESTATES BOG CULVERTPROJECT

PROJECT PURPOSE AND BACKGROUND

The City of Sammamish (City) Public Works Department is soliciting interest and qualifications from Consultants to perform preliminary engineering, acquire necessary permits and prepare final project plans, specifications, cost estimates, and bid documents for the Pacific Estates Bog Culvert Project.

The City reserves the right to amend terms of this “Request for Qualifications” (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort Consultants have spent on their responses.

PROJECT DESCRIPTION

The Pacific Estates Bog is located within the Pacific Estates neighborhood in Sammamish, Washington, near the cross streets of 229th Ave NE and NE 21st Pl. This sphagnum bog accepts large amounts of stormwater from various streets, neighborhoods, and other ponds in the north half of the City of Sammamish, providing water quality treatment and storage. The primary stormwater inlet to the bog, through which most of the water passes, is a 48-inch diameter corrugated metal pipe (CMP) culvert at the bog’s southwest corner. The 48-inch CMP is approximately 155-feet in length. It originates from a stormwater catch basin in the intersection of 229th Ave NE and NE 21st Pl, traverses northeast, and outfalls into the Pacific Estates Bog. The pipe is located under a park which is owned by a local homeowner’s association; the City owns a utility easement through the property.

During heavy storm events,the ditch along the southwest corner of the intersection backs up and overtops NE 21st St due to an undersized conveyance pipe or a tail water condition. The water floods the intersection and flows onto an adjacent property where it ponds in the driveway and garage. The City wishes to address flooding in this area.

This project will utilize hydrologic and hydraulic modeling to investigate current and future stormwater inflows and culvert capacity and will design an appropriate solution to reduce the flooding in this area. Options to be explored may include, but shall not be limited to, replacement of the current 48-inch CMP with a larger-diameter pipe, installation of a second culvert in parallel with the 48-inch CMP, and/or drainage system optimization in the Pacific Estates neighborhood. The consultant will then provide construction drawings, specifications and cost estimates to the City for the selected option.

Design and permitting is planned for 2018 and 2019, with construction planned for the summer of 2019.

PRELIMINARY SCOPE OF WORK

The Scope of Services will be drafted and finalized during contract negotiations with the selected Consultant. The Scope of Services will include all services necessary for the design of engineering plans, any required reports, permits, and studies required to complete final Plans, Specifications, and Estimates and support the City through project bidding and award. Anticipated work may include:

  • Project management

MINIMUM QUALIFICATIONS

Minimum qualifications are required for a Consultant to be eligible to submit a response to this RFQ solicitation. Responses must clearly show compliance with these minimum qualifications. Those that are not responsive to the following minimum qualifications will be rejected by the City without further consideration.

  • Consultantmust have demonstrated expertise and at least five years’experience inhydrologic and hydraulic modeling, permitting, culvert replacement, alternatives analysis, and design, engineering, and cost and schedule estimating in an urbanized environment.
  • The Consultant’s Project Manager must have demonstrated experience working with a public agency of similar size to the City within the last five years, providing satisfactory project management services similar to those expected by the City for this project.

SUBMITTAL INSTRUCTIONS AND REQUIREMENTS

The following sections are to be included in the proposal:

  1. Cover letter referring to this RFQ signed by an official authorized to solicit business and enter into contracts for the firm.
  1. Company profile and summary of the project team’s qualifications addressing the minimumqualifications described herein for which the project team wishes to be considered.
  1. Description of three to five related, recent projects by the proposed project team.
  1. Resumes of project key staff and organizational chart.
  1. Description of the measures and tools the consultant project team will use to keep the project on track and deliver a quality, implementable project.
  1. References from five past or current clients who can speak to the consultant’s technical expertise, project management, or other skills that would be applicable to this project.

Please limit qualifications to three (3) sheets, six (6) pages in length. Pages may be printed double sided. Resumes, proof of the firm’s legal name and the cover letter will not count toward the page limit.

Provide four (4) bound hard copiesand one (1) electronic CD copy of the RFQresponse to the City’s Project Manager. All submittal response materials must be received no later than the due date in the Proposed Timeline. All proposals must be in a sealed envelope and clearly marked “RFQ Submittal – Pacific Estates Bog Culvert Project”. No faxed or e-mail proposals will be accepted.

Include in the submittal the firm’s legal name (does not count toward page limit). Submit a certificate, copy of web-page or other documentation from the Secretary of State (or Washington State Department of Revenue/Licensing if you are a sole proprietor) in which you incorporated that shows your legal name as a company. This can be verified through the State Corporation Commission in the state in which you were established, which is often located within that Secretary of State’s Office. EVALUATION CRITERIA

Submittals will be evaluated and ranked based on the criteria listed below. The top two- or three-ranked Consultants will be invited to an informal interview at City Hall.

•Responsiveness and completeness of proposal

•Previous experience of the Project Manager with similar projects

•Expertise and availability of project team members

•Overall quality of statement of qualifications

•Project management approach to efficiently deliver a high quality product on schedule and budget

All costs for developing RFQ response submittals are the obligation of the Consultant and are not chargeable to the City. All proposals and accompanying documentation will become the property of the City and will not be returned. Submitted proposals may be withdrawn at any time prior to the published due date, provided notification is provided in writing to the City’sProject Manager listed in this RFQ. Proposals cannot be withdrawn after the published close date.

The City reserves the right to reject any or all proposals, and to waive any irregularities or information in the evaluation process. The final decision is the sole decision of the City, and the respondents to this formal request have no appeal rights or procedures guaranteed to them.
