Drilling Fluids / Solids / Cuttings

Before you begin
Description
/ Drilling fluids and mud that are used to enhance drilling operations and/orreturned cuttings used to improve stability of the open well hole walls.
Category
/
  • E & P exempt waste/wastewater
  • Synthetic or water based mud

Analysis
/ To discharge subject to the water discharge permit, the following tests are required for drilling fluids and cuttings:
  • Weekly- free oil static sheen test
  • Monthly/End-of-well- toxicity test
  • Once per well- test barite for cadmium and mercury levels. Cadmium cannot exceed 3.0 mg/kg; mercury, 1.9 mg/kg. Manufacturer information may be used in lieu of testing.

Accumulation
/
  • Drilling fluids/cuttings that do not pass all tests must be tanked in cargo tanks and sent to a disposal facility

Waste Reduction
/
  • Do not use oil based drilling fluids
  • Do not allow oil or diesel to mix with drilling fluids / cuttings

Disposal
/
  • It can be discharged overboard if it meets the limits of the NPDES Permit
  • Return to vendor for credit
  • Dispose of materials at state-permitted disposal facility

Recordkeeping
/
  • Complete entry in General Cargo Section [Section II] of the Apache Shipping Manifest (See example).
  • Maintain a copy of records at offshore and shorebase facilities while active. Send original manifests with shipments.
  • Retain records for three years.

Shipping Instructions: DRILLING FLUIDS / SOLIDS / CUTTINGS

1.Call or FAX Dock/Base to schedule shipment.

2.Package Mud as follows:

a.Barges

b.Marine Portable Tanks

c.Cutting Boxes

d.Removable head steel (1A2) drums or 1H2 plastic drums with lids secured.

3.Mark Package:

a."Drilling Mud" Not regulated by DOT

b.Stencil Container-”Apache” and the generator's location (i.e. EugeneIsland 158)

4.Label Package:

a.No label Required by DOT.

5.Prepare shipping papers:

a.For shipments to shorebases in Louisiana, prepare Non-hazardous Oilfield Waste Shipping Control Ticket Form UIC-28 in Louisiana (See Example). DO NOT SIGN THIS CONTROL TICKET. It is required to be signed in the presence of the truck driver. Dock personnel must sign.

  1. For shipments to shorebases in Alabama, Prepare State Oil and Gas Board of Alabama Waste Liquids Manifest.
  2. For shipments to shorebases inTexas, or Mississippi no state documents are required.

b.Complete entry in General Cargo Section [Section II] of the Apache Shipping Manifest (See example).

6.Placard Vehicle/Vessel:

a.No Placard Required.

  1. Load cargo in accordance with the following shipping limitations:

INSTRUCTIONS

Read Carefully and Comply Fully

  1. Every shipment of wastes liquids shall be accompanied by this form.
  1. At the time of transport, the operator shall initiate the manifest by completing and signing Part I. The operator shall assign a sequential manifest number in the upper right corner. The number should be preceded by the operator code number provided by the State Oil and Gas Board.
  1. The transporter shall complete and sign Part II.
  1. The operator shall copy form and mail to the Board within ten (10) days.
  2. The original shall accompany the wastes shipment.
  3. Upon receipt of the wastes, the disposer shall complete and sign Part III.
  4. The transporter shall retain a copy.
  5. The disposer shall retain a copy and mail a copy to the operator and the original to the Board within ten (10) days.
