A. Reserved accommodation for High Officials of the Central Government when

travelling by Railway.

1. (1) Special Train and Carriages.—The following officials are provided with the special trains and carriages shown against them:-

The Prime Minister One Standard Gauge and one Metre

The Deputy Prime Minister Gauge Train.

*Vice President of India One Standard Gauge saloon/Twin set of A.C.

Coaches.

(2) The accommodation shown above is to be regarded as a maximum, and if any of the officers mentioned above required additional accommodation on any journey for their staff, or for luggage, etc., it will devolve on them to make arrangements with the Railway Administrations concerned for the same, the haulage and other charges therefore being met out of their contract or other allowances [See Rule 316 (2)]

(3) Demurrage- So long as vehicles (other than those expressly constructed for high officials) remain at the disposal of the High official, demurrage charges are payable for halts as given in Rule 316 (3) or Rule 407 (4), as the case may be, when, however, the vehicle is on the owning railway and is relinquished for a period of not less than seven days, no charge for demurrage is to be raised.

(4) Special reserved carriages which have been expressly constructed for use by High officials of Government are to be considered as on the home line wherever they may be, and neither "demurrage" nor "hire" charges are to be levied on them.

* If and when a requisition is placed with any Railway by the Vice-President for a Standard Gauge or Metre Gauge train, it should be made available to him. There after the matter should be referred by the Railway Administrations concerned to the Ministry of Home Affairs who will issue a special order of the Government regularizing the requisition so made.

# A Central Minister/Speaker of the Lok Sabha/Chairman, Rajya Sabha, travelling in reserved railway accommodation on tour in the discharge of his official duties is entitled to take one relative of his with him without payment of any fare subject to the authorized capacity of the accommodation.

$ Army Commanders are authorized to use saloons within their own commands subject to the proviso that they will use them only when they are required as travelling of officers and for overnight accommodation at halts.

In certain special cases, an Army Commander may bring his saloon to Delhi but, in such cases, the previous permission of the Chief of the Army Staff should be obtained. When travelling on other than Broad Gauge lines a reserved carriage, if available, otherwise a reserved four-berth First class compartment, will be provided.

** If a Standard Gauge saloon is not available, he will be provided with an Inspection Carriage and the Chief Justice or an acting Chief Justice, while travelling by a Standard Gauge saloon/Inspection Carriage is entitled, to take one relative of his with him without payment.

2. When the officials named in paragraph 1 (1) travel on a gauge of Railway other than Standard Gauge arrangements will be made to provide them with the accommodation they requisition for, if available, charges being recovered at the ordinary public rates. If the accommodation requisitioned for is not available, a reserved compartment will be supplied and charged for at the public Tariff rates.

3. (1) Attention is drawn to the Government of India, Railway Department (Railway Board) letter No. 1907 R.T. dated the 7th November 1993 as the necessity for Station Masters filling up and signing the certificate at the foot of the centre foil of the form of requisition for special accommodation for High Officials whether other than authorized persons did occupy the accommodation reserved for the High Officials concerned or not. The number of such persons who paid First class fares should be entered between the words "paid for" and "First class" in the certificate, when fares are paid and the "no" inserted when no fares are paid.

(2) If any person travels with a High Official in a carriage or compartment reserved for him, the usual fares received from the sale of First class tickets to such persons will be adjusted as follows:-

(i) In the case of a saloon reserved exclusively for the use of a High Officials for which special haulage rates are payable (i.e., saloons on which interest, maintenance and depreciation charges are paid by Government), when the number of occupants excluding attendants is in excess of six. fares for the number of occupants in excess of six shall be retained by the Railway;

(ii) In the case a saloon belonging to the ordinary stock of a Railway, for which charges at public rates are payable, when the actual fares for the number of occupants amount to more than the minimum charge payable for the saloon, the difference shall be retained by the Railways;

(iii) In the case of First class compartment, when the number of occupants is in excess of the minimum number of fares, for which the compartment can be reserved for the public, fares for the number of occupants in excess of the minimum number of First class fares, shall be retained by the Railway.

Note.- Portion of fares, which is not to be retained by the Railway, shall be credited to the Department which bears the charge for the haulage of the reserved accommodation by deduction from the bills of the Railway, submitted to the Department concerned.

4. The officials noted below are authorized to requisition for inspection carriages for their tours from the ordinary stock of Railways; fares being paid for the same at public Tariff rates.

The Director, Intelligence Bureau.

The Secretary General, Ministry of External Affairs.

Note:- When Inspection carriage is not available, a four-berth First class compartment may be reserved.

The Foreign Secretary, to the Government of India in the Ministry of External Affairs when travelling on special tours of duty.

The Broad Gauge tourist cars may be supplied to Inspecting Officers of Government (who are entitled to reserve Railway carriages at public tariff rates) when they are available for the entire period of a tour enabling them to run them on the other Railways without chance, in the same way as is done by general public.

When such a carriage is available and indented for by an Inspecting Officer, its use should not be restricted to the owning railway but it may be allowed to be retained for the entire period of his tour; charges being recovered at full public Tariff rates.

5. The following officers are authorised to travel in a reserved First class coupe compartment or in a four-berth compartment, if a coupe is not available, at the expense of the Government They are also authorized to travel in Air-conditioned coupe compartment when available.

  • Ministers of State/Deputy Ministers, Central Government and Government Deputy Chief Whips.
  • Deputy Speaker, Lok Sabha.
  • Deputy Chairman, Rajya Sabha.
  • Chairman, Study Team on Tribal Development Programme.
  • Prof. S. Nurul Hasan, Vice-President, Council of Scientific and Industrial Research (C.S.I.R.)

Judges of the Supreme Court.

Shri S. Ranganathan, Chairman, Authority for Advance Rulings and Retired Judge of Supreme Court.

Comptroller and Auditor General of India.

Judges of the High Courts (while on duty)

Note.—Judges of the High Courts and the Chairman, Railway claims Tribunal when they :-

(i) proceed on, or return from leave; or

(ii) proceed on or return from vacation spent outside India; or

(iii) retire from service; or

(iv) proceed to join another post after resigning office.

are also entitled to travel in a reserved compartment of the highest class (excluding Air-conditioned)

● Ministers of State of the Central Government/Chairman, Study Team on Tribal Development Programme and Prof. Nurul Hassan, Vice-President, C.S.I.R. are eligible to requisition. If available, a four-berth First class ordinary or Air-conditioned coupe compartment or a Standard Gauge saloon when travelling on duty by rail.

The Deputy Minister for Railways is entitled to the use of a saloon in respect of tours undertaken in the discharge of his official duties.

A Minister of State/Deputy Minister of the Central Government/Deputy Speaker Lok Sabha/Deputy Chairman Rajya Sabha, Prof. S. Nurul Hassan, vice-president, C.S.I.R. and Government Deputy Chief Whips travelling inreserved Railway accommodation on tour in the discharge of his duties is entitled to take one relative of his with him without payment of any fare subject to the authorized capacity of the accommodation.

The Governor of the Reserve Bank of India.

The Chairman, State Bank of India.

Chairman, University Grants Commission (while on duty)

Lt. Governor of the Union Territories of Delhi, Pondicherry, Manipur, Tripura and Goa, Diu and Daman. They are also entitled to take their wives along with them in a coupe on official journeys by rail at Government expense.

Chairman, Fifth Finance Commission. Chairman, Fourth Pay Commission.

6. Shri SriPrakasa, Chairman of the Committee for Moral and Religious Instruction is authorized to reserve by requisition a two-berthed First class coupe compartment for himself and for the use of his P.A., or two-berths in a four-berthed First class compartment or one-berth for himself in an Air-conditioned coupe only.

7. Principal Staff Officers at Army Headquarters and Corps Commanders are entitled to an Air-conditioned coupe or a two-berth First class compartment. Where an Air-conditioned compartment may be requisitioned subject to the condition that this special accommodation is absolutely necessary.

8. Justice Shri R.B. Misra, Chairman, High Power Pay Committee is entitled to reserve A.C. First Class Coupe compartment when travelling on official duty.

9. Shri Ram Dhan, Chairman, National Commission for Schedule Caste and Schedule Tribes is entitled to reserve one Standard Gauge Saloon and to take one relative of his with him without payment of any fare subject to the authorised capacity of the accommodation while travelling on official duty by rail.

Note.—The Commanders, Headquarters XI and XV Corps will be treated as Principal Staff Officers for the purpose of rail.
