JOB DESCRIPTION-DIRECTOR OF OPERATIONS

Fairfax Rescue, Inc.is a Vermont non-profit corporation and an ALS ambulance service, located in Fairfax, Vermont. Its staff is comprised primarily of volunteers with some paid positions. Its mission is to provide high quality emergency medicalservices 24 hours per day, seven days per week, to the communities of Fairfax, Fletcher and Westford.

Created in 1978, Fairfax Rescue, Inc. serves approximately 5600 residents in its service area. It has a $210,000 budget and a current squad membership of 25. Members are certified as either EMT-I, EMT-B, orECA. FairfaxRescue, Inc. operates two ambulances from the Fire and Rescue station on Goodall Road in Fairfax, Vermont. It is managed by a seven member Board of Directors and a President and Vice President.

Fairfax Rescue, Inc. has recently created and is now seeking to fill the position of Director of Operations. This is a salaried position. The Director will guide and manage the day to day operations of the rescue squad and will report directly to the Board of Directors. The Director must have an EMS certification level of at least EMT-IO3, and must have at least five (5) years experience in the field of emergency medical services and two (2) years supervisory experience. The Director will be expected to work at least40 hours per week. There may be occasions when additional time will be required.

The Director will respond to emergency and non-emergency ambulance callswhen needed and whenever working a crew shift. The Directormust possess and demonstrate an interest in patient-centered approach to total pre-hospital care, and posses and demonstratecooperation, flexibility and resourcefulness when dealing with patients,visitors, physicians, employees, and other healthcare providers. The Director shall be responsible forplanning, supervising, and evaluating the pre-hospital care of patients, for correlating emergencymedical care and transportation, and following polices established by the Board of Directors. TheDirector will make recommendations for the yearly budget, and utilize rescue squad volunteer and paid staff to maintain a competent work force.

When not responding to emergency calls, the Director shall work from the Fire and Rescue station. There may be situations when the Director will be expected to work more than 40 hours per week, such as when an emergency call requires the Director to work beyond thescheduled end of a shift.

The salary for this position is $40,000 per year. Benefits or payment in lieu of benefits are also provided.

The Director will not be eligible to be on the Board of Directors.

The Director’s duties and responsibilities will include, at a minimum, the following:

  • Recruitsand directsvolunteer and paid staff, includingscheduling of shifts and scheduling of meetings.
  • Plans, directs, coordinates, and evaluates departmental operations and activities,

including telecommunications, emergency call/receipt/dispatch/response, provision of life

support care to sick/injured persons, transportation of patients to medical facilities, data

processing and billing for services, and receipt of department revenues.

  • Promotes patient and employee safety in all areas of operations.
  • Attends monthly business meeting, monthly Board meeting and monthly training session.
  • Implements standing Board orders and medical protocols for patient care and implements new procedures and regulations.
  • Plan and prioritize work activities, schedule and use time efficiently, set goals and objectives, and develop realistic action plans.
  • Prepares annual budget, monitors expenditures, reviews and approves purchaseorders.
  • Serves on a Crew for at least three (3) 12 hour day shifts, with four (4) hours of administrative flex time, or four (4) 10 hour day shifts per week.
  • Coordinates with the appropriate officer for the inspection, maintenance and acquisition of equipment, vehicles, and supplies.
  • Creates and implements an annual plan for fundraising including, but not limited to, investigation and application for appropriate grants, active participation in charitable giving activities and direct solicitation to residents within the service area.
  • Coordinates with the Fire Department and/or Fairfax Selectboard for the maintenance and utilization of buildings and grounds.
  • Works with Training Officer to plan and coordinate squad training sessions and maintains records of the same.
  • Assists the Board to develop and maintain policies and procedures including the member handbook.
  • Monitors and conducts quality assurance activities, reviews documentation,communicates with patients and medical professionals.
  • Answers or returns all calls, provides information, guidance and advice as needed and responds to routine requests for information from public officials, employees, members of the staff and the public.
  • Prepares and/or generates routine correspondence, logs, forms, reports, purchase orders

and other documents.

  • Prepares necessary files, maintains orderly filing system of all records.
  • Promotes positive public relations and awareness of public health and safety issues.
  • Maintains a comprehensive, current knowledge and awareness of federal and state laws and regulationspertaining to all aspects of emergency medical services, and maintains an awareness ofnew trends/advances in the EMS profession. Communicates any changes in laws and any advances in the EMS profession to the Board and squad.
  • Always conducts self in a professional manner and does not let personal conflicts

interfere with work performance. Communicates in a non-judgmental, effective manner

to others; remains open to constructive criticism.

  • Works with Board of Directors and District I Medical Director to assure optimal clinical performance.
  • Performs other related duties as required by the Board of Directors.
