Introduction
WaterAid is an International NGO dedicated exclusively to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people. This is done almost exclusively through providing support, advice and funding to local partners cutting across government, non-governmental and private sector organisations. WaterAid works in over 27 countries in Asia and Africa with Mozambique being the only Portuguese speaking country among them.
The Mozambique programme began its work in 1995, in the Niassa province in the north of the country. As its work developed and began to show impact at national level, WaterAid opened offices in the Zambézia province and in the city of Maputo. These three programme offices grew to such an extent that in early 2004 WaterAid was obliged to open a National Office (Maputo) that provides the overall management support to the Country programme. To support the Country Representative to properly plan, manage and support the Country programme, in achieving the programme goals as set out in the five-year Country Strategy, WaterAid in Mozambique intends to hire a Senior Programme Manager - Urban (SPMU). The jobholder will be part of the Senior Management Team (SMT), which includes the Country Representative (CR), -Senior Programme Manager -Rural (SPMR), Financial Manager (FM), -Advocacy and Learning Manager (A&LM), and the Admin and HR Manager (A&HRM). The main responsibilities of this position are set out in this document.
Main purpose of the Job:
The SPM – Urban will support the CR in the overall strategic programme planning, co-ordination, management and development of WaterAid Mozambique’s urban programme work. Lead in strengthening and guiding implementation of the field operations by WaterAid and its urban partners.This is to be undertaken with constant reference to the current Country Strategy and other WaterAid Frameworks, as well as the Mozambican government’s laws, policies and strategic priorities.
The SPMU’s responsibilities will comprise the following:
- Strategic Programme Planning & Development
- Lead the development and implementation of WaterAid Mozambique’s Urban Strategy in line with the CS and WaterAid’s Global Urban Guidelines.
- Coordinate the preparation of annual and quarterly operational plans and budgets, summarized into Multiyear plans and Budgets (MPB)
- Constantly analyseWaterAid’s work, identify context blockages and understand other actors and their strengths to inform strategy and programmatic design, that helps to catalyse changes and demonstrate new approaches
- Lead the development of suitable approaches to ensure sustainable water, sanitation and hygiene services to the urban poor in target communities
- Strategic Programme Management & Reporting
- Provide effective leadership to the urban programme team towards achieving team targets in line with CS.
- Manage in accordance with relevant WaterAid policies, the urban programme work. This will include all aspects of staff, project and financial planning and management
- Regularly assess the overall strategic and implementation progress of the urban programme to be able to inform the SMT and the CR on issues of strategy, implementation and management.
- Coordinate the preparation of concise internal quarterly, bi- annual and annual urban programme reports, and assist in the production of overall WaterAid Mozambique Country Programme reports.
- Partner Development and Management
- Provide sound technical and institutional advice to WaterAid and partners in relation to effective delivery of water, sanitation and hygiene services to the urban poor and vulnerable groups in target communities
- Work with alliances, WaterAid staff and partner organizations; build effective partnership with urban utilities and the regulatory; identify key capacity gaps and formulate strategies to overcome them.
- Support, advise and build capacity of WaterAid urban programme staff and partners in the running and maintenance of the M & E system
- Networking, Sector coordination & influencing
- Assist the CR in developing and maintaining strategic stakeholder and partnership relationships at national and international level. These may include government agencies, NGOs, donors, bilateral and multilateral agencies, both in and out the urban water and sanitation sector
- Actively participate in urban sector discussions / debates and strengthen WaterAid’s reputation and credibility in the urban WATSAN sector.
- Develop and support sector co-ordination of key urban stakeholders especially at national level
- Participate in and coordinate the outcomes of sector reviews and/or thematic research or advocacy activities and provide feedback to stakeholders and partners.
- Research & Learning
- Establish, develop and maintain relationships with other agencies working in the water and sanitation sector, academia, media and research institutions for the purpose of gaining information and advice on key issues.
- Liaise with other agencies and individuals regarding WaterAid's urban programme with a view to learning from them and advocating the adoption by others of WaterAid's approaches, models and working methods.
- Actively promote cross learning and co-operation in all aspects of WaterAid Mozambique’s urban work in various districts.
- Collaborate with partners and programme staff in the production and dissemination of at least two (2) issue sheets/case studies each year detailing best practice/lessons etc arising from WaterAid Mozambique's urban work.

- To actively participate in the WaterAid Mozambique Senior Management Team (SMT) and contribute to the review and development of WaterAid’s urban programme work and country strategies
- Execute any other duties and or assume other responsibilities that may be reasonably assigned by the Country Representative.
PERSON SPECIFICATION:
The following points will be used to assess candidates for the post:
Education
Essential / DesirableUniversity degree or professional qualification in relevant subject (e.g. health, anthropology, engineering, social sciences, development studies). / Post graduate degree in relevant subject (e.g. Urban Development, town planning).
Experience
Essential / DesirableSignificant experience on strategic programme planning, implementation and management.
Experience in urban water supply, sanitation and hygiene promotion development programmes, including low-cost water and sanitation technologies.
Experience in planning and implementing effective monitoring and evaluations systems.
Experience in programme and finance management.
Experience in the line-management of mid-level staff. / Experience of working at a senior programme management level.
Experience of implementing development programmes through and working with partner organizations (NGOs or local government).
Experience in the development of successful funding proposals.
Experience of research methodologies, documentation of best practice and advocacy programmes.
Knowledge and Skills
