MINUTES OF THEANNUAL MEETING OF THE KIRTON PARISH COUNCIL HELD IN THE UPSALL ROOM, KIRTON TOWN HALLON THURSDAY 28th AUGUST 2014.

Public Forum

4 residents from Thomas Middlecott Drive came to complain about anti-social behaviour. One resident complained that she had been witness to antisocial behaviour/fighting/racial abuse/verbal abuse.

This resident also complained that she had received terrible service at the Borough Council and reported that her doctor had been contacted by the Borough Council about her.

Another resident had received racial abuse and had witnessed damage done to trees by youths. She also had the names of some of those responsible

Another resident reported that he had spoken to children on the street about stone throwing and asking them to stop throwing stones at cars/houses.

As the PCSO was present, he will follow up the reports of anti-social behaviour with the resident who had names of the children responsible. All residents were informed that they should always report anti-social behaviour to the Police on 101 – the more reports the quicker it would become a priority and an officer will be sent.

Regarding the resident who had reported that the Borough Council had contacted her Doctor – Cllr Lee will follow this up.

117/14 / Alistair Humphry – Lincolnshire County Council – update on the A16 Industrial Site
Mr Humphry informed members that the site has been the subject of major drainage works and vandalism.
To date many of the companies who had been interested in units being erected on the site have been large energy users. The site is not able to cope with such users and connection to services is very expensive. Also the issues with drainage have meant that the site has become unsuitable for many prospective users/purchasers. This has been hampered by the theft of the pump. Manhole covers have also been stolen.
There is positive news in that there are now prospective clients who are due to complete shortly on the purchase of a plot on the site. Others are also in the final stages of negotiations.
Issues of vandalism and theft on the site could be more controlled if access off Princess Road is blocked (even if only temporary until more users on the site which would dissuade vandals by their presence). This would mean putting bollards on 2 areas – the proper channels will need to be gone through.
Members were pleased that finally some users where coming to the site and were fully in support of the prospect of bollards to help combat the vandals/thefts.
118/14 / Chairman’s Comments
The Chairman welcomed all to the meeting. He thanked Mr Humphry for coming and updating members on the industrial site.
The Chairman thanked Kerry and Pauline from The Flower Shop for judging Kirton in Bloom this year. They had both said that they enjoyed doing it. It was resolved that the Clerk should send a letter of thanks to them.
119/14 / Apologies for absence and reason given
Cllrs Brotherton, Ashton, Austin, Foster, Smith and Ransome sent their apologies and reasons for absence which were accepted by the council.
120/14 / Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.
Cllr Lee, Turner and Carter declared their interest in item 13 on the Agenda, Town Hall
121/14 / Approval of the minutes of the previous meeting
It was resolved after a proposal by Cllr Fitzgerald, seconded by Cllr Lee and agreed by the remainder, that the notes from the meeting on the 17th July 2014, previously circulated were a true account of the meeting and should be recorded as the minutes.
122/14 / Police Matters
PCSO Williams reported 4 crimes since the last meeting:
1 x shed burglary – undetected
1 x burglary of a factory – under investigation
1 x theft of a catalytic convertor – under investigation
1 x theft of batteries from a digger – under investigation
The park is receiving regular visits from the Police and there have been no reports of issues since July, but the Police are still maintaining their visits for the time being to ensure that the incidents of drinking and drug taking are not beginning again.
Cllr Turner thanked PCSO Williams for arranging to remove the van which had been parked (for sale) on the grass by the A16/roundabout.
Cllr Turner asked PCSO Williams to chase up the promised speed checks in Kirton Holme village which had been promised by the Police.

124/14 / Report from the minutes of the previous meeting/Clerk’s report
  1. Following on from the last meeting the Arborist that an estimate has been received for, decided that he had too much work and did not want to quote after all. Clerk contacted LCC to ask for a list of approved Arborists and was told by one of the two LCC Tree Specialists that he could undertake the work for costs. This information was relayed to 6 Parish Councillors who all were in favour of the County Council Arborist to carry out the work at only the price of costs (£35.63 per hour). Clerk informed that this will be done as soon as possible.
  2. Washdyke Road/Donington Road junction – view obscured by overgrown hedge reported to LCC ref 1278605
  3. Missing road sign – children playing – not one at the Willington Road end of Church Lane – reported to LCC ref 1278606
  4. Pavement surface coming off in clumps on Station Road approx. outside 46 – reported to LCC ref 1278607 – it was reported that this has now got worse and members considered dangerous – Clerk to contact LCC and report this.
  5. Update on grass cutting on Marketstead/Hardwick and Dennis Estates – maps received after Clerk met with representative from Boston Mayflower – Boston Borough Council cut only 7 times per year the grass areas they are responsible for and Mayflower cut at least twice that number which results in the BBC areas looking like hay has been cut when they cut the verges.
  6. Pothole at Hill Road, off Manor Road reported to LCC ref 1278603
  7. Edge damage/potholes on Dances Bank re reported to LCC ref 14278564
  8. Overgrown branches from trees causing pedestrians to walk in the road outside 52 Station Road, Kirton reported to LCC ref 1278567
  9. Resident complained about the website not being up to date at all times. Minutes now updated on the website.

125/14 / Correspondence received which the Council are invited to resolve on
  1. Thank you letter received from Christ Church, Kirton Holme for donation towards curtains for the hall.
  2. Update received from Cllr Brookes regarding the Envirotyre site on London Road. Site is due to be completely cleared by late August. PACE interview to be held in September.
Site now cleared of tyres.
  1. Best Kept Village Competition results – Kirton (and Holme) did not make it through to the final round of judging but the comments are positive and did give ideas for improvement.
  2. Lincolnshire Road Safety Partnership – Launch of Lincolnshire Community Speed Watch – includes application to purchase sign.
  3. Council copied in on dispute with resident of Kirton Holme and Highways regarding trees resident has planted on the highway. Members happy to let Highways deal with this issue.
  4. New Life Fellowship – pleased with the positivity of the Parish Council regarding their plans. Also offered that the library could be incorporated into the building should it be necessary.

126/14 / Matters for the attention of Lincolnshire County Council
  1. Holme Ward
White lines missing at junction of Holme Road and A52 after surface dressing. Surface water on Holme Road – needs the verges gripping to allow the water to flow into the ditches as the verges are higher than the road. 2 blind bends on Holme Road from Kirton – both have overgrown hedges which make the bends even more dangerous.
Clerk to report to Highways and copy in Cllr Austin.
  1. Other County Council issues
The ‘z brites’ on Station Road are still not in place. Cllr Brookes will chase these as it was communicated previously that these would be in before the children go back to school.

128/14 / Accounts for payment
It was proposed by Cllr Carter, seconded by Cllr Fitzgerald and agreed by the remainder that the accounts as per payment sheet 5 of 12 dated August 2014/15 should be paid.
129/14 / Town Hall
  1. To consider quotations received to damp proof store room in Town Hall.
The quotations were considered and a contractor chosen. Clerk to inform him and get rough date for starting work so that the Town Hall Management Committee can be made aware.
  1. Signed addendum received from Chair of the Town Hall Management Committee – they have
made an alteration to the amount they will pay for each repair.
No further action required.
130/14 / Cemetery
Clerk to contact BBC regarding the bin not being emptied last week.
Cllr Lee reported that he found a wasp’s nest and has reported it to the pest control man. Nest now gone.
131/14 / Reports for Various Bodies
Cllr Fossitt reported that the kerb outside of the Butchers is too high – one elderly man had fallen up it. Clerk to report to LCC.
Cllr Hannay was dismayed that the Old King’s Head still had loose roof tiles slipping down the roof. Cllr Lee reported that the Borough Council has taken full ownership of the situation now, although this is not ideal if it slips and falls on a passer-by.
It was reported that the road signs opposite the Landrover garage on London Road are being obscured by overgrown hedges. Clerk to report to LCC.
The beech hedge along Marketstead Estate/Princess Road is overgrown. Clerk to report to LCC
It was reported that the double yellow lines outside the Merry Monk pub are now patchy and not full yellow lines. Clerk to report to LCC.

Cllr Lee reported a loose board on the play fort, Cllr Carter will fix.

  1. VC – commemorative paving stone – consider where to site it.
After consultation with the British Legion, it has been resolved to site the VC memorial paving slab in the War Memorial area.

The quotations were discussed and a company chosen. Clerk to get the preliminary sketches drawn up with the wording for approval by the Church.
133/14 / Date & time of the next Parish Council Meeting
Date & Time of next Meeting of the Parish Council Thursday 18th September 2014 (Upsall Room, Kirton Town Hall) commences 7.00pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 8.50pm.
