Guidance for SQSS Ch.7

Terms of Reference

Governance

The group is an informal industry group and is not formally constituted by the SQSS Panel.

Membership

The Workgroup shall comprise a suitable and appropriate cross-section of experience and expertise from across the industry, which shall include:

Meeting administration

Meetings will take place every 3 months.

National Grid shall provide technical secretary resource to the group where requested.

RenewableUK shall handle administrative arrangements such as venue, agenda and minutes.

Scope

The group shall consider and report on the following:

  • To produce guidance that clarifies the interpretation of clauses where it is currently unclear
  • Identify where further issues need to be addressed

It will be outside the scope of this group to develop recommendations to address these issues.

The provisional areas that will be considered are as follows –

  1. Definitions of first onshore substation, busbar and onshore transmission circuit – recognising that these definitions are found outside of Chapter 7 but considered relevant to Chapter 7;
  2. Definition of “unless otherwise agreed” within clause 7.13.2 regarding reactive transfer;
  3. Further guidance on variation criteria and the basis of this in the economic assessment of assets against operational costs;
  4. Further guidance to clarify the consistent interpretation of the minimum standard
  5. Further guidance on background conditions as stated in 7.13-7.17

The question regarding double busbars has been raised but is considered out of scope of the guidance at this point.

Outputs

The group shall provide:

  • Updates to the NETS SQSS Review Panel
  • Draft guidance produced for consultation with the NETS SQSS Review Panel and industry
  • Report highlighting further issues to be addressed
  • Consultation with broader industry of the drafted guidance and further issues identified

Timescales

The group shall provide an update to each NETS SQSS Review Panel meeting.

The group will end after 12 months from September 2017.

Estimated resource

Maximum of 4 meetings with preparatory work.

Total commitment of 10 days from each representative.
