FOA Management Arrangements

The Management Board met on 19th February, 2008 to discuss and review the Association’s management arrangements. This work being part of the Board’s responsibilities in terms of ensuring effective day to day running the Association.

Areas looked at included: -

  • Mechanisms for ensuring the consistent application of FOA policy
  • Systems for ensuring sound governance, including responsibility and accountability
  • Clarification of roles and responsibilities of employed staff
  • Internal communication mechanisms and protocols
  • Confirmation of Management and Executive Board roles and the role of
  • Reporting lines and authorisation
  • Capacity and workload management

Further review work will be undertaken during February and March in order to clarify the above matters and clear guidance will be issued in due course. This guidance will include job descriptions for staff and elected officials.

Role of the Management Board

The Management Board acts on behalf of the membership and elected officials by having responsibility for: -

  • Day to day decision-making in respect of the Association’s business
  • Ensuring that documents, publications, statements, etc. are consistent with the Association’s policies and principles
  • Monitoring business streams and workloads to maintain a focus on organisational priorities
  • Having collective responsibility for the management of FOA staff
  • Risk management and control - in terms of governance of corporate affairs and in managing and controlling risk to the Association that might result from inconsistency of approach or non adherence to policy or procedure.

Whilst responsibility for overseeing work streams is a collective area of activity, each elected member of the Management Board will have day to day responsibilities for the strategic direction of the Association, risk management and maintaining focus on FOA priorities.

The Executive Board may hold the Management Board to account for decisions made in relation to how the Association is managed.

To discharge the above functions, the Management Board will ensure that: -

Policy

  • Circulars and other documents relating to policy, its interpretation or the FOA’s position intended for consumption by members or external bodies are not be issued without Management Board approval.
  • Association policy is determined by a national meeting albeit that, members of the Executive Board as the Association’s policy development group,will be free to make recommendations and suggestions on policy matters.
  • Members of the Executive Board are provided with the opportunity to able to table items for consideration at Executive Board meetings provided that, where appropriate,such items are accompanied by a supporting paper setting out proposals / recommendations.
  • Where timescales for meetings are not appropriate, Executive Board members may submit papers for consideration by the full Board via Head Office.

Provision of Assistance and Allocation of Work

  • Any request for the assistance of National Officers or Head Office staff is made to Head Office rather than directly to any individual.
  • New work is referred to the Management Board via Head Office for assessment as to its value to the Association in terms of balancing resources against benefits and, thereafter, that matters are referred to Lead Officials, Officers or other persons, for action.
  • Executive Board members wishing to commission work by the Association refer requests to the Management Board for assessment and approval. Where such requests are approved, the Management Board will determine what resources will be made available and allocate work as deemed appropriate.
