RE:ACCG - IRMA Safety Discount Program

October 1, 2004 – September 30, 2005

For the third year, ACCG-IRMA will offer a 5% safety discount, to a maximum of $5,000, to those IRMA members who meet specific criteria designed to avoid or minimize the severity of their property and liability losses. Last year, 57 of our 89 eligible members met the qualifications to receive the discount, resulting in premium savings of over $280,000 for the 2003-2004 policy year. We would like to see all members receive the discount next year, but you must start now in order to receive the discount in October, 2004.

I have enclosed detailed information on the safety discount program, but a summary of the qualifications which must be met in order to qualify for a safety discount in 2004-05 are as follows:

  • Designate a safety coordinator. This person is required to attend safety coordinator training and hold quarterly loss control/accident review meetings.
  • In addition to the training mentioned above, County personnel must attend one additional LGRMS-sponsored training session.
  • A personnel manual must be in place for all county departments. The personnel policies must have a documented annual review and update.
  • Sheriff Departments with jail facilities must have a written policy manual in place. The manual must have a documented annual review and update.
  • Motor Vehicle Reports (driving records) must be obtained on all new employees before they are allowed to drive county vehicles.
  • Sheriff Departments with jail facilities must have an adequate staffing level so that the job duties of jailers and dispatchers are separate.
  • Counties must provide a written response to LGRMS’ safety recommendations within 90 days.

The ACCG-IRMA discount will apply to your October 1, 2004 to September 30, 2005 policy period premium, however, you must begin implementation now in order to receive the discount at that time. In order to qualify for the discount, the above requirements must be completed and a verification form signed and returned to us by August 1, 2004 in order to qualify for the discount. We will be sending the verification form out to you in June, 2004 so that you will have an opportunity to review your safety program and apply for the discount at that time. Once you have returned the form to us, we will ask LGRMS to perform an audit to confirm that the discount criteria have been met. Upon confirmation by LGRMS, your premium for the October 1, 2004 through September 30, 2005 policy year will be discounted 5%, to a maximum of $5,000. I am enclosing a sample of the verification form for your review.

Please keep in mind that LGRMS is a non-profit organization sponsored by the ACCG and Georgia Municipal Association’s insurance programs. It is staffed with eight loss control professionals who can provide expertise in county government risk control and assist your county in implementing the above procedures. The training and services that they provide are free to ACCG-IRMA and ACCG-GSIWCF members.

It is our hope that all ACCG-IRMA members will take advantage of the safety discount program. When viewed as a way in which to minimize losses rather than simply as a premium discount, this program can positively impact the number and severity of your losses and your future insurance costs.
