POSITION
SUMMARY: / Responsible for the overall planning, organizing, and execution of all IT functions for the organization. This includes directing all IT operations to meet customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. Routine responsibilities include planning, budgeting, project management, security, vendor and consultant management, end user support and department staffing for the clinic. Participates in planning Clinic growth and coordinating the development of information systems with the strategic plan.
POSITIONS

1. ESSENTIAL FUNCTIONS AND JOB RESPONSIBILITIES:
a. Develops strategic plans identifying Information Technology applications to support business plans, operational units or functions, or create new strategic options.
b. Plans and controls staffing and development, organization, hardware acquisitions and facilities for the Information Systems Department to assure that they are consistent with and supportive of the business plans of the Clinic.
c. Directs the design, development and maintenance of systems, programs, and systems software to meet the needs of the Clinic.
d. Administers and controls the Information Systems capital and expense budget to contribute to a cost effective operation.
e. Monitors hardware, software, and network technical performance identifying areas of vulnerability and developing corresponding plans for replacement or improvement
f. Develops and maintains Clinic information system disaster planning and business continuity plans.
g. Maintains system security techniques, policies and technologies. Recommends Clinic wide policy on information system security as well as hardware and software acquisition.
h. Maintains knowledge of developments in the area of network systems, software and hardware to assure that new developments are incorporated in future systems of the Clinic.
i. Identification and presentation of hardware and software to ensure that computer capabilities are responsive to the needs of Clinic growth and changing objectives.
j. Continuing liaison with physicians, management and to some degree end user staff of departments on information technology matters in order to answer questions, evaluate needs, monitor service, advise on problems, encourage information technology education and understanding, and ensure smooth conversion from manual to computerized systems, or from existing computer systems to new improved ones while maximizing operational and clinical effectiveness and efficiency through computer technology application.
k. Keep abreast of state-of-the-art developments through attendance at trade and professional meetings and seminars, trade shows, perusal of the literature, and use of supplementary educational activities.
l. Ensures the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions.
m. Produces detailed time line for each application release and implements effective project control by monitoring the progress of the software release and reporting the status.
n. Reviews reports of network and computer and peripheral equipment production, malfunction or senescence, and maintenance to ascertain costs and plan operating changes.
o. Negotiates and administers maintenance and purchase contracts on hardware and software.
p. Assures compliance with software licensing requirements and copyright legislation.
q. Provides oversight to software and application training and help desk functions.
r. Oversees selection, development and performance evaluation of assigned employees and their departments and operations.
s. Maintains professional affiliations and continuing education and certification so as to keep current in industry practices and accounting regulations.
2. POSITION REQUIREMENTS

Knowledge, Skills, and Abilities:
Previous leadership experience in Information Technology is required, preferably in the health care industry. The ideal incumbent will possess experience at both a detailed programming and network administration level as well as progressive experience in technology management at an executive and strategic level. Demonstrated and proven leadership skills and accomplishments must be evident. Incumbent must possess excellent written and verbal communication skills, tact and diplomacy, resolve in the face of challenge, organization and multi-tasking capabilities, detail orientation yet ability to think big-picture. Individual must be equally adept at presenting to large groups and one-on-one, as well as dealing with individuals at all levels of an organization, both professionals and hourly staff.
