REVAMPING OF 11KV SUBSTATION
1. Introduction
In PTCL Telecom Complex Satellite Town Rawalpindi, there is an old substation 11KV feeding voltage on HT side and 440V output at LT side. It remained working till May 2016. A new power house and substation is build up in same premises and electrical load is shifted to newly built substation. However, PTCL need to keep functional old substation. Following are major component of indoor old substation;
1. 11KV T & T feeder incoming cable
2. HT Metering panel = 1
3. HT Protection panels = 2
4. 630 KVA Transformers = 3
5. LT panel = 1
2. Scope of Work
i. PTCL intends to renovate old substation by repairing or replacing faulty part of above equipment (only irreparable parts).
ii. Complete overhauling of transformers by dehydration of oil, replacement of silica jell and proper sealing of all seals to prevent oil leakage.
iii. Checking the electrical connections and tightening all connection points, fixing loose wiring/power cables within substation rooms.
iv. All equipment, cable installation/fixing, transformers, earth values shall be in accordance with IESCO standards.
v. Bidder shall arrange testing, inspection by electrical inspector and fitness certificate from competent authority. Maximum expected electrical Load is 700KW.
vi. Apart from overhauling of electrical equipment, repair and renovation of substation rooms is required. It includes repair of existing doors, windows along with paint, electric wiring, provision and fixing of LED lights, exhaust fan, etc.
vii. Construction of iron stairs for access to 2nd floor of gateway building is required. Provision and fixing of fire rated doors and staging area for safely landing of human and equipment.
viii. Stairs shall be designed for human safety and strong enough to bear equipment load while carrying 4ton AC units or telecom equipment having standard racks.
ix. Attached high level BoQ is worked out for above scope. However bidders shall check and verify the BoQ by conducting site survey and submit their justified proposal.
x. As currently substation is powered up and lightly loaded, hence bidders shall provide schedule of repair and maintenance along with measures for uninterrupted power supply.
xi. Bidders shall provide complete timeline for repair / maintenance, testing, inspection by inspector and fitness certificate.
xii. Bidders to submit compliance of scope of work with their bid.
TERM & CONDITIONS
TENDER FOR REVAMPING OF 11 KVA OLD POWER SUB-STATION AT PTCL TELECOM COMPLEX SATELLITE TOWN, RAWALPINDI.
Please submit the tender for Revamping of 11 KVA old power sub-station at PTCL Telecom Complex, Satellite Town, Rawalpindi.
General Terms & Conditions
1. Sealed bids in two separate envelops clearly marked as “Technical Offer” and “Commercial Offer” are required from Bidders for Revamping of 11 KVA old power sub-station at PTCL Telecom Complex, Satellite Town, Rawalpindi, in accordance with PTCL requirements.
2. The Technical Offer must contain following documents:
a) Confirmation of the bid Bond/CDR.
b) Compliance Sheet of the tender document with all terms & Conditions.
c) Details of Past Experience of Similar Nature of Work in PTCL with supporting documents (Copies of PO/Contracts etc)
d) Company’s profile and technical expertise showing Company history, background, Contacts Details, Areas of specialization and Details of HR Resources available.
e) Compliance of Scope of Work.
f) Tentative execution/implementation schedule
3. Commercial offers must contain Bid Bond amounting equal to 2% of the total cost of Bid amount in shape of DD / PO in the name of SM (Finance-Dev. Switching) Islamabad PTCL must be submitted. Bids without bid bond/CDR shall be rejected.
4. Bid received after the above deadline shall not be accepted.
5. PTCL reserves the right to reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to the affected bidder (s) or any obligations to inform the affected bidder (s) of the grounds for PTCL Action.
6. Bidder must mention their Bidder Registration code on quotation.
7. Bidder will be responsible for security of his T & P and all work related material at site till completion of work.
8. PTCL reserve the right to award work / sign the frame contract to any or all successful bidders.
SIGNATURE OF BIDDER WITH STAMPTECHNICAL TERMS & CONDITIONS
BOQ &Delivery: -
1. Bidder shall check and verify the BoQ by conducting physical site survey and submit their justified BoQ / proposal.
2. Any additional requirement of items / modification in the supplied store and services required at site after survey will be in addition to above work.
3. Any point not covered / left can be decided by negotiation, if needed.
4. PTCL will be responsible for providing access to Bidder on each site.
5. Bidder will be responsible for any damage to existing infrastructure, building, equipment etc. during execution of work.
6. Bidder will be responsible for removing of all discrepancies pointed out during PAT.
7. Installation / testing tools will be arranged by Bidder.
8. Internal documents required by finance wing for payment against dismantled / shifted links will be responsibility of PTCL.
9. Concern Manager Co-location will be fully responsible for qualitative and quantitative performance of works.
10. In order to ascertain the technical competency of the Bidder, Bidder is therefore bound to enclose copies of P.O / work order / contract signed with PTCL or any other reputed firm and also attach company profile along with the bid document.
11. PTCL reserve the right to divert or substitute the site or item within the jurisdiction of North Zone.
12. Bidder will arrange all support required for completion of work including any extra Labor or machinery work (if required).
SIGNATURE OF BIDDER WITH STAMP
FINANCIAL TERMS & CONDITIONS
1. Rates will be valid for six months and can be extended further after obtaining of willingness from Bidder.
2. Bidder is required to submit Bid Bond amounting equal to 2% of the total cost of Bid amount in shape of DD/PO in the name of SM (Finance-Dev. Switching) Islamabad PTCL which will be release on expiry of Frame contract.
3. Bidder is required to submit a confirmation of submission of bid bond in Technical offer without mentioning price.
Force Majeure:
4. The Bidder shall not liable for forfeiture of its performance bond or any penalty or termination for default, if and to the extent that, its delay in performance is the result of an event of Force Majeure.
Payment:
5. All payments are subject to deduction of LD Charges (if any) and withholding tax as per prevailing rules.
6. Bidder shall provide in writing, Warranty period upto Final PAT (as per PTCL SOP) for all the goods supplied /Services against the BOQ. In case of any defect / fault found in the goods supplied/ Services by the Bidder, Bidder is responsible to replace the faulty good on his own cost.
7. The contractor shall pay to PTCL as liquidated damages with respect to those delays in milestones as defined in the P.O. For payment milestones damages will be charged at one percent (1%) per week or any part thereof upto initial maximum delay of 05 weeks, then 2% per each subsequent week of delay to a total of 10% of the total value of P.O. Once the maximum is reached, PTCL shall forth with terminate the P.O.
8. Payment Terms and Conditions are as follows:-
I. 80% payment will be made on offer of PAT along with put into service, layout, and confirmation mails from Manager Co-location and verification of invoice, GRN and SAN by S.M Dev. (concerned).
II. Remaining 20% will be made after successful PAT, provision of NDC (nil deficiency certificates) and verification of remaining amount invoice by concerned Manager Co-location.
9. The following documents should be submitted for payments in this office
i) For pre-PAT payment Bidder should submit
· Invoice duly verified by concerned Manager Co-location ITR.
· SAN / GRN duly verified by concerned Manager Co-location ITR.
· PO./Letter of Intent issued by PTCL
· PAT Offer e-mail of S.M to G.M Quality Assurance (hard copy).
ii) For balance 20% payment Bidder should submit
· Invoice of balance payment duly verified by concerned Manager Co-location ITR.
· PAT Documents signed by all stake holders
· SAN / GRN duly verified by concerned Manager Co-location ITR.
· In case of dismantling of equipment, email confirmation from concerned Manager Co-location ITR along with invoice
· Invoice should be submitted to concerned S.M (Dev.)
10. Rates must be exclusive of GST & SST. All prevailing Taxes as per rules of Govt. of Pakistan shall be applied accordingly.
11. If the Bidder fails to deliver any or all of the goods or perform the services in accordance with the delivery milestones specified in the PO. PTCL shall have the right to terminate the contract / P.O forthwith or claim liquidated damages, unless solid justification.
12. SAP P.O will be issued after actual work done at site. Bidder will provide copy of LOI for issuance of P.O.

3 / Civil Work
3.1 / Windows pane fitting/ Repair (window size 5 x 4 )= 3, 6 x 4= 1 / Sqft / 90 / Bidders to provide all necessary fitting items for completeness of window.
3.2 / Repair and fixing of existing iron four doors (Door size 9 x 6 ) =1, 9 x 7 =1, 9 x 5 =2, repair of locks or replacement of locks / Sqft / 250 / Bidders to provide all necessary fitting items for completeness of doors.
3.3 / Painting of doors, windows. Doors = x, window = y / Sqft / 700 / Standard paint by well reputed company as per PTCL recommendations shall be used.
3.4 / Provision of 6 electric lights (LED) of 18 watts in four rooms with complete fixtures, wiring, switch boards in 4 rooms. / Qty / 6 / Bidders may provide LED tube lights or LED bulb with casing/cover which may be economical.
3.5 / Repair and fixing of existing exhaust fans complete with repair of electric wiring and switches. / Qty / 4 / Bidders to check health of exhaust fans and offer new fans if found irreparable.
4 / Construction of Iron Stairs for emergency exit at IGE Block Satellite Town Rawalpindi.
4.2 / Providing& fixing iron stairs 4" round pipe 14 gauge side grill 18 gauge pipe for 2 floors. Complete in all respect including powder coated paint. / Job / 1 / Bidders may Visit PTCL site IBA-, F-5 to check sample of stairs. Bidders to provide complete BoQ with size and gauges used for iron structure including foundation PAD.
4.3 / Construction of Iron structure using T Iron guarder, angle iron, etc to fox iron sheet of 12 gauge of 9 ft x 3 ft size to build Staging area along external wall at 2nd floor of IGE block for safety of human and landing Telecom equipment. / Sqft / 27 / Bidders may visit S/Town for making solution and bid BoQ.
