15/3039 TO APPROVE THE MINUTES OF THE PREVIOUS MEETING
The Minutes were approved as a correct record.

15/3040 MATTERS ARISING FROM THE MINUTES
Minute No. 14/3013 – speed bumps, Pentredŵr. The Clerk was asked to invite Marc Musgrove to attend a Council Meeting to give members an update on this matter.
Minute No. 14/3015c – opening times of the toilets on Llantysilio Green. The Clerk reported that she has spoken to Countryside Services and the toilets will only be kept open at weekends throughout the winter months.
Minute No. 14/3016 – proposed infill of the Blue Pool. Councillor Hughes explained that he and the Clerk had pursued this matter and that Jones Bros’ are willing to discuss the closure with the County Council.
15/3041 PLANNING MATTERS
Planning Applications
27/2014/1437 - Llys y Gwynt, Llandynan.
Erection of ground floor extension and patio to front of dwelling with first and ground floor extension to rear of dwelling.
The Council expressed some concerns at the size of this extension and the impact it would have on the surrounding area. A letter of concern has been put to the Council from a resident in the adjoining property, with a copy also going the County Council,
It was resolved to visit the site to establish if the Community Council have any grounds to object to the Application.

27/2014/1120, Bryntirion, Llantysilio.
Extension and alteration to existing dwelling.
15/3042 FINANCIAL MATTERS
a)Accounts for payment.
The Accounts were approved for payment as on the schedule attached to these Minutes.
b)To approve the monthly Budget as presented by the Clerk
This was duly approved.
c)Annual hire fee to the community centres.
It was agreed to continue paying the hire fee on an annual basis.
The Clerk was asked to book the Conquering Hero Community Centre for the coming year as Pentredŵr Community Centre will be closed for structural improvements.
d)Clerks 2015/2016 National Salary Award.
The Clerk’s Salary Award has been allowed for in the 2015/1016 Council Budget.
15/3043 CEMETERY
a)Cemetery Extension
Councillor Mrs Smith gave a verbal update and said that the bore-holes should be dug, weather permitting, in the next couple of weeks. The Clerk said that she has kept Mr Shuttleworth updated on progress.
b)Cemetery
The Clerk was asked to contact James Dean to see if a salt-box could be placed in the vicinity, and also to ask Chris Morris to remove the moss on the central path.
15/3044 CHAIN BRIDGE PROJECT
a)To receive an update.
Councillor Cragg reported that the project is progressing on schedule and the bridge should be completed mid-March.
Councillor Mrs Smith said that an offer of a free ‘people counter’ had been made to the councils. Councillor Cragg said that he would bring the matter up at the monthly site meeting which was scheduled for 3rd February.
b)Car-parking
The Council expressed concern that when the bridge is open there will be a serious parking problem. The area is already experiencing problems, specifically at weekends when Llantysilio Green is full, and with the work being done by Countryside Services at the Horseshoe Falls to encourage more visitors the parking problem will be considerably exacerbated. It was felt that the area of land above the ChainbridgeHotel could be used for public parking which would help to alleviate the problem.
The Clerk was asked to arrange an appointment with GHP Legal to ascertain the owner of this piece of land. Councillor Walton agreed to accompany the Clerk.
15/3045 COMMUNITY PROBLEMS
a)Pot-hole, Pentredŵr
Councillor Pickett reported a pot-hole in the road between the Community Centre and the turning for Eglwyseg.
b)Electronic sign on the Horseshoe Pass
Councillor Evans expressed concern that the electronic sign isn’t always accurate and is causing problems.The inaccuracy of this sign is also bad for local business as it stops visitors from using the Pass. He felt that this could be dangerous as when there is a need to avoid the Pass people will ignore it. The Clerk was asked to invite James Dean to the March Meeting of the Council to explain how the sign works.
15/3046 COUNCILLOR’S REPORT / CLERK’S REPORT
Business Action Group Meeting
Councillor Mrs Smith gave a verbal report on the meeting of the Dee Valley Business Action Group which she and the Clerk had attended on 15th January. The main topic on the Agenda was the extension of the railway to Corwen. Richard Gough, Llangollen Railway explained to members that the limiting operational issues are becoming apparent at Corwen East due in part to the lack of a run around loop. The official opening is on 1st March 2015 with plans for the event being ongoing.
Corwen and Llangollen are joining forces for a Dee Valley Walking Festival which will incorporate Llantysilio. The committee agreed to the long term goal of the Dee Valley as a Walkers are Welcome area. It was noted that Llantysilio also has a small walking festival.
