Discussion of IEEE SA rules for recirculation ballot comments
IEEE-SA Standards Board Operations Manual 5.4.3.1
Do Not Approve (Negative with comment). This vote must be accompanied by one or more specific objections with proposed resolution in sufficient detail in a legible form so that the specific wording of the changes that will cause the negative voter to change his or her vote to "approve" can readily be determined. The Sponsor shall encourage the submission of comments with all negative ballots.
Discussion of Editorial vs Technical comments and their resolution.07/2050r0
In the end, the comment resolution group has to approve all changes, so it does not matter whether the editor or someone else proposes them.

Discussion of LB-94-104-106 Comment spreadsheet, comments, 07/2019r1
Showed all outstanding Required Comments from No Voters on LB 94-104-106 sheet, Comment Resolution column has DCN of approved resolution for each comment.
Vinko Erceg led the discussion of 07/2058r0, LB106 PHY misc comments resolution of PHY comments 2024, 2025, 2026, 2027 and 2071. Comments 2024, 2025 and 2026 concern the term “optional CCA-ED” used in Clause 17, and several commented that those familiar with 802.11a and 802.11g should not become confused when reading the amended Clause 17. Petere pointed to FCC 07-99 for US 3650-3700 MHz operation, which defined both a Restricted Contention Based Protocol, which is restricted to the lower 25 MHz, and Unrestricted Contention Based Protocol, which is allowed to use the whole band, and stated that CCA-ED is not required in law, but is used to justify that a system meets the requirements for an Unrestricted Contention Based Protocol.
Agreed resolution to CIDs 2024, 2025 and 2026 is to add a sentence to 17.1.2 PHY OFDM functions, stating that Clear Channel Assessment-Energy Detect (CCA-ED) is not required for operation in any license-exempt band, and to remove “optional” from Clause 17 of the P802.11y Draft.
CID 2027 and 2071 were discussed, with unanimous approval of their comment resolutions in 07/2058r0 (plus one editorial spelling correction to the first sentence on page 4).
Chair reviewed all LB106 comments in 07/2019r1 whose Editorial Notes recommend Reject (2003, 2029, 2032, 2033, 2037, 2039, 2043, 2051, 2061, 2075, 2076, 2077 and 2078) and the proposed resolution text. There was no discussion heard on any of those comments.
Chair intends to write a submission responding to comments 2052 and 2061 (11.14 general rewrite), and will work with Scott Blue on changes to Clause 5 describing Enablement, and may have a submission before the July 10th teleconference.
Chair or Editor will write submissions covering all other comments.
Discussion of schedule through San Francisco.
TGy has a teleconference scheduled for July 10th leading up to San Francisco. At San Francisco TGy has Tuesday AM1 timeslot and Thursday PM2 timeslot. We will use the Tuesday timeslot to look at LB106, LB104 and LB94 results, submissions addressing comments, and hopefully in the Thursday PM2 timeslot, make motions to ask the WG to approve using Procedure 20 Conditional Approval to go to Sponsor Ballot, and hold another recirculation letter ballot after San Francisco.
