VILLAGE BOARD MINUTES

The second regular monthly meeting of the Village Board of the Village of Wrightstown was held at the Village Hall, 352 High St, on Tuesday 01/19/16 and was called to order by Village President Dean Erickson at 7:18 pm.

Roll Call: Present – Dean Erickson, Sue Byers, Quinn Cavanaugh, Karen Curry, Scott Reignier, Village Administrator Steve Johnson

Absent – Mark Leonard, Terry Schaeuble

Also present: Ed Byrne (Brillion News), Tom Collins (Wrightstown Area Spirit), Public Works Director Travis Coenen; Police Chief Perry Kingsbury; Brian Smith, Tim Dole, Dan Segerstrom.

MINUTES - - None at this time.

VOUCHERS - - Motion by S Byers, second by S Reignier to approve the vouchers as submitted. Motion carried.

SCHEDULED APPEARANCE - - Dave Wagner, Ehlers – Reviewed the “Sale Day Report” for the General Obligation Promissory Notes and indicated the approval of the borrowing resolution was later in the evening. The principal amount was reduced by $15,000 to $1,465,000 due to the lower Underwriter’s Discount, lower issuance cost and the need for less capitalized interest. Further stated this is the lowest the Village has ever borrowed for at 1.7164%. The closing date will be on February 16, 2016.

VILLAGE ADMINISTRATOR REPORT - - S Johnson provided the following report:

1. On Jan. 8th Jean and I participated in a conference call with representatives of Ehlers and Quarles & Brady to make a comprehensive review of the upcoming $1,480,000 G.O. borrowing and completion of the required “Due Diligence” questionnaire.

2. A meeting with Deyo Disposal (Richard & Yvonne), Travis, and myself was held on Jan. 11th to discuss operational issues.

3. A Staff Meeting was conducted on Jan. 11th. Discussion points were the Village’s web site re-design; Downtown parking/Property use in that vicinity.

4. An invitation to officials from the Town of Wrightstown to meet to discuss matters of mutual interest has been extended.

5. The Planning Commission met on Jan. 11th and the topic was “Future Land Use” as it pertains to the Comprehensive Plan re-write. Aaron Schuette is taking back comments and sketching up a map for the Feb. 8th Planning Commission meeting.

6. The Wrightstown School District has engaged the services of Point of Beginning to study the layout of a new outdoor track which will encompass the high school football field. That firm has initiated contact with the Village to have a meeting to discuss the approval process. (TBD)

COMMITTEE REPORTS

FINANCE - -

Quarles & Brady LLP (Bond Counsel) Scope of Engagement – Motion by S Byers, second by Q Cavanaugh to approve the Quarles & Brady LLP (Bond Counsel) Scope of Engagement Re: Proposed Issuance of $1,480,000 General Obligation Promissory Notes, Series 2016A at a total cost of $14,150. Roll call vote: Ayes – S Byers, Q Cavanaugh, K Curry, S Reignier, D Erickson; Nays – None; Absent – M Leonard, T Schaeuble. Motion carried.

(D Wagner responded to the question that the Quarles & Brady fee remains the same even with the less borrowed dollars.)

Adopt Resolution No. 01192016 Authorizing the Issuance and Sale of $1,465,000 General Obligation Promissory Notes, Series 2016A – Motion by S Byers, second by K Curry to adopt Resolution No. 01192016 Authorizing the Issuance and Sale of $1,465,000 General Obligation Promissory Notes, Series 2016A. Roll call vote: Ayes – S Byers, Q Cavanaugh, K Curry, S Reignier, D Erickson; Nays – None; Absent – M Leonard, T Schaeuble. Motion carried.

Approve Authorization for Trustee Mark Leonard to Enter into Negotiations for Acquisition of Land – Motion by S Byers, second by K Curry to approve authorization for Mark Leonard to enter into negotiations for the acquisition of land for future development with actual purchase subject to approval by the Village Board. Nay – Q Cavanaugh. Motion carried 4-1.

Outagamie County Invoice for CTH U Round-about – Motion by S Byers, second by S Reignier to approve the invoice from Outagamie County for the County U round-about construction in the amount of $176,017.38 (vs. the July 2014 estimate of $175,000). Motion carried.

Engaging New Web-designer – Motion by S Byers, second by Q Cavanaugh to approve engaging the new web-designer per staff recommendation not to exceed $6,000 for development of the Village of Wrightstown web site. Motion carried.

PERSONNEL - -

Resignation of Employment – Motion by K Curry, second by S Reignier to approve the resignation of employment from Part-time Police Officer Ray Appel effective 12/31/15. Motion carried.

Separation of Employment – Motion by K Curry, second by S Reignier to approve the separation of employment of Part-time Police Officers Kristen Kachelmeier, Jeremy Leanna, Steve Martin and Jose deSantiago effective 12/31/15 due to need for economy in 2016 budget. Motion carried.

PARKS & RECREATION - -

Resolution No. 01192016A Zirbel Park Hours of Operation – Motion by Q Cavanaugh, second by S Byers to adopt Resolution No. 01192016A to institute the hours of operation for only Zirbel Park to open at sunrise and to close at 10:00 pm. Motion carried.

PUBLIC SAFETY - -

Fire Dept Report – The December 2015 Fire Dept Report submitted with Best Regards by Fire Chief M Schampers is as follows:

For December the fire department was called for 3 alarm events. All three were car accidents; two were vehicle accidents on Hwy 41 in the Town of Kaukauna area near Wrightstown and the third was at the Village/Town border in Wrightstown.

Training for December was a wrap up of trainings missed throughout the year and opportunity to make sure all gear and PPE is ready for cold weather response. The usual monthly meeting was held to wrap up year end and pizza was served up to all who could attend.

Trucks are prepped for winter cold; we have some issues with valve seals leaking on Engine 1311 which will be addressed by Red Power Services in January. Work is also been started on revamping the departments policy and procedure documents to bring them in line with current standards and updated.

M Schampers also reported the Fire Dept received a portable backup generator with the donation from CEI for their fire extinguisher training.

Police Dept Report – The December 2015 Police Dept Report Respectfully Submitted by Police Chief P Kingsbury is as follows:

Part time officers were notified that they would be separated from the Wrightstown Police Department due to the need for economy in the 2016 budget. One part time officer, Ray Appel, chose to resign. All but one part time officer has been separated as of December 31, 2015. The last part time officer, Joe Alger, is being kept on our roster, at no cost to the Village, so he may complete his recertification training for ’15-‘16. This training is being paid for by Joe Alger. He will be separated by March 31, 2016.

WPD provided assistance to the Jeep Owners Group from Green Bay for a fundraiser they had to help the US Marine Corps’ “Toys For Tots”, program on their journey from Lambeau Field to Appleton. Over 100 vehicles of various styles of Jeeps paraded through the village, over the new bridge, on December 5th. WPD also provided assistance for the Lions’ Club annual Christmas Parade, right after the Jeep event, and officers participated in the annual Shop With A Cop event on December 12th.

WPD Officers attended training in surviving deadly force encounters and search warrants for patrol officers. One officer successfully passed the State mandated firearms qualification course for ’14 - ‘15 (all other officers had previously attended and passed this training). All officers will attend the firearms qualification training for ’15 -‘16 in February.

During the month, the department spent time going over plans for 2016. Scheduling and In-service training dates were set, department procedures/policies were reviewed, department/squad car equipment was checked and use of force training was reviewed.

There were three accidents in the Village during December; two were handled by Brown County Deputies. There were 38 traffic related incidents for various violations, and there were three parking complaints.

There were 59 non traffic calls for service in the Village, 71% handled by WPD officers. See attached list for calls received.

PUBLIC WORKS & UTILITIES - -

T Coenen stated Public Works employees are working with residents on an individual basis for sump pump issues while also continuing to work on the specifications for the new plow truck. The new employee is on board and doing well.

REGIONAL PLANNING - - Nothing to report at this time.

Committee Format System – D Erickson indicated the next Committee of the Whole meeting it will be discussed to go back to the Committee format system versus continuing with the Committee of the Whole system.
