PRELIMINARY:
The meeting started with an invocation by Ms. Charmaine P. Tadlas of DSWD Region 10. The meeting presided over by Regional Director Araceli F. Solamillo of DSWD Region 10 and was held at 2nd level conference room of DSWD Field Office 10.

PRESENTATION:
The following were presented during the Meeting:
Ø Action Plan for Shelter Solutions and Decongestion of Evacuation Centers Region 10 (Cagayan de Oro City and Iligan City) presented by RD Araceli F.Solamillo, DSWD FO10. (Please see attached annex 1)
§ Included in the presentation were as follows:
1. Data on the affected by sectors in the evacuation centers as of January 6, 2012.
2. Number of families with relocation preferences as of January 8, 2012.
3. List of temporary relocation site in Cagayan de Oro City.

AREAS OF CONCERNS RAISED DURING THE MEETING:
AREAS OF CONCERN / RECOMMENDATION/REMARKSIDPs OUTSIDE EVACUATION CENTER / Groups were already organized and deploy to look into the IDPs outside evacuation center.
Data for the IDPs outside evacuation center still for consolidation with the data of IDPs inside the evacuation center.
CRITERIA FOR IDENTIFICATION OF FAMILIES / The following criteria were presented by RD Solamillo:
Criteria in the identification of qualified occupants of the relocation site:
- Internally displaced person/families whose houses were located in areas officially declared as “no-build houses zone”
- Families whose houses are totally damaged; and
- Families with six (6) members whose monthly income is below the food threshold that is P10,936 in the urban areas and P9,767 in rural areas (based on NSCB poverty statistic report)

Criteria to be considered priority for shelter assistance:
- Families with small children (aged zero to six years old);
- Families with pregnant and lactating mothers;
- Surrogate parents of orphaned children living in evacuation centers who are equally situated with totally damaged shelter units;
- Families with damage houses whose head of household died or were incapacitated as a result of the disaster;
- Families with seriously ill members or persons with disabilities or with special needs.
City Planning and DSWD will set down to match the listing of DSWD of the prioritize families base on the criteria with the list of the City Government.
NUMBER OF FAMILIES / Initially there are 5, 801 totally damaged houses and 1, 031 families identified from no build zone areas staying in the evacuation center for immediate transfer to temporary shelter.
Data reported are subject to changes since every now and then there people who come to DSWD and CSWD for them to be included in the list.
ADDITIONAL RELOCATION SITE / The City Planning informed the body that there is additional 3 has of lot in Calaanan ready but it needs clearing of the coconut trees. The IOM and Compassion will be building 40 bunkhouses for 200 Families in the area.
Shelter box, IOM, Compassion and City Planning will set down after the meeting to agree on what will be installed the 40 bunkhouses or the tents from the Shelter Box which there will be coming about 500 tents additional for Iligan and Cagayan de Oro City. It was agreed in the previous meeting that in Calaanan will be tents and bunkhouses will be in Lumbia.
MOVEMENT/TRANSFER OF EVACUEES / It was recommended that movement of the evacuees from the evacuation center to the relocation site must be done by community.
Ensure socialization is properly communicated to the evacuees particularly the prioritization criteria. The CSWD, DSWD and concerned agency will have a separate focus group discussion for the steps in socialization.
It was also reiterated that no promises will be given to the evacuees unless the final list of families for the relocation site will come out.
ARCHDIOCESE OF CAGAYAN DE ORO / The Archdiocese of Cagayan de Oro is raising 16 Million Funds to buy the 4.7 has in Camaman-an and 5 Million will be allocated for the houses of 400 Families.
CONGRESSMAN RUFUS RODRIGUEZ / Congressman Rufus informed the body that they
move out 350 Families and 200 more Families from the evacuation center to 15 temporary shelter in covered court and open spaces. (Please see attached summary report on Annex 3)
Congressman Rufus also informed that they already run out of spaces for relocation.
TECHNICAL WORKING GROUP / The following group were created for temporary and permanent shelter technical working group:

PROTECTION CLUSTER / The Protection Cluster reiterated the following consideration:
1. Segregation of Men and Women
2. Any action in the evacuation center should be coordinated with the Camp Managers.
3. Ensure men and women will have equal participation and access to facilities either in temporary shelter or permanent shelter.
There being no other matter to be discussed the meeting adjourned at 12:00 noon.
