EFIS 2.0 WORKGROUP
TERMS OF REFERENCE
Mandate
The purpose of the EFIS 2.0 Workgroup is to:
- Provide input to the ministry’s EFIS Business Team regarding the development of EFIS 2.0 utilizing the Oracle Hyperion Planning Application.
- Provide input on the system and information requirements affecting school boards.
- Identify and address issues relating to the implementation of EFIS 2.0 for the 2014-15 Estimates cycle forward.
- Assist in application testing.
- Assist in developing required training and information materials to assist school boards in implementing EFIS 2.0
Background
The Education Financial Information System (EFIS) is the primary business application used by the Ministry of Education to support the documentation and grant calculation requirements for the school board and child care sectors. EFIS 1.0 was originally implemented in 2002. In the intervening years the business demands have changed and increased substantially and the current EFIS 1.0 system does not meet the minimum Government of Ontario Technology Standards.
After a detailed review of FAAB’s current and future business processes and requirements, it was determined that EFIS 2.0 would be developed utilizing the Oracle Hyperion Planning Application. This technology is already in use within the Ministry of Training, Colleges and Universities for its Funding Management System.
Development has already begun and implementation of Release 1 of the new EFIS 2.0 system is scheduled for the 2014-15 Estimates cycle in March/April 2014. Further functionality (including the March Report cycle and additional reporting features will be addressed in Release 2 over the following year.
Timelines
The EFIS 2.0 Workgroup will meet between September 2013 and September 2014.
Deliverables
To ensure that EFIS 2.0 is developed, the EFIS 2.0 Workgroup will meet the following deliverables:

Provide input on the system and information requirements affecting school boards.
Provide input on the training plan to prepare the sector for the roll out of EFIS 2.0 in the Spring of 2014.
Participate in user testing.
January 2014Finalize forms, training and information materials required by boards for the EFIS 2.0 implementation.
