Job Title: Advocacy Manager

Salary: NJC pay scale SO2 –PO1 32-36, £27,924-£30,978
Working hours: 35 hours
Location: Gaddum House & other service delivery sites.
Job Summary
The Advocacy Manager will be primarily responsible for the operational management and direction of Manchester Advocacy Hubprovided by The Gaddum Centre.
Job Purpose
To manage the advocacy services for adults delivered by Gaddum to those people most in need across Greater Manchester; ensuring high standards and value for money including (but not exclusively), the following:-
- IMHA – Independent Mental Health Advocacy
- IMCA – Independent Mental Capacity Advocacy
- CAA – Care Act Advocacy
- ICA – NHS Complaints Advocacy
- Independent information, support and guidance as appropriate
The Advocacy Manager will have responsibility for:
- Managing, developing and promoting the Manchester Advocacy Hub to provide effective advocacy support in Manchester
- Managing the staff of Manchester Advocacy Hub, including sessional staff
- Developing the service in line with any contract specifications and Gaddum Centre strategic development plans.
- Ensuring Manchester Advocacy Hub is delivered within financial budgets
- Supporting the delivery and development of additional projects located with the Hub
- Developing an action plan for income generationin conjunction with Service Manager
Main duties and responsibilities
Management of Manchester Advocacy Hub
- To be responsible for the management of the Manchester Advocacy Hub in line with the contract and service specification awarded by Manchester City Council.
- Operational management of annual leave, sickness & absence, office cover Health & safety, expenses etc; holding regular team meetings for staff.
- Manage a case load.
- Ensure compliance with recognised Quality Assurance system.
- Ensure Information Management system is used by all staff, with support and training as appropriate.
- Compile any necessary reports as required by Chief Executive, Service Manager and Commissioners.
- Attend appropriate external meetings as required by Chief Executive & Service Manager with commissioners and key partners.
- With Chief Executive/ Service Manager attend Manchester City Council Manchester Advocacy Hub Steering Group meetings.
- In conjunction with Chief Executive, Service Manager and Manchester City Council Manchester Advocacy Hub Steering Group undertake review and planning of the service.
- Develop and maintain effective partnership working and links with key stakeholders and other service providers.
- To develop service user involvement forums.
- Promote Manchester Advocacy Hub throughout Manchester and to external organisations.
- Monitor, review and update information relating to Manchester Advocacy Hub including promotional materials and production of an e-bulletin.
- Ensure a high quality service is delivered meeting all specifications agreed with commissioners.
- To attend, engage with and contribute to Project Managers meetings.
- To keep abreast of relevant policies and legislation relating to the service.
Management of staff
- To provide leadership for staff of Manchester Advocacy Hub.
- To manage and develop all staff through supervision and professional development.
- To develop a culture for Manchester Advocacy Hub promoting inclusion and effective team work.
- To be responsible for the recruitment of staff with support of Service Manager and promoting service user involvement.
- To hold effective team meetings and ensure robust monitoring of activities.
- To ensure implementation of induction and on-going training.
- To ensure open and effective communication with all staff in Manchester Advocacy Hub, projects hosted within the Hub and Gaddum Centre.
Service development
- To identify and develop advocacy services at Gaddum Centre in conjunction with Chief Executive & Service Manager.
- To be actively involved in development of future tender submissions for advocacy services.
- To identify and apply for additional resources and funding stream for advocacy services, involving the Service Manager.
- To develop service user involvement in in design and development of service models and participation policy and service planning.
- Effectively monitor and evaluate provision on a regular basis and implement changes to improve the service.
- Develop a training strategy for the Hub to both promote the service and generate income.
- To manage a group of sessional advocates to support the work and future development of the Hub.
Financial management
- To work with Gaddum Centre Service Manager & Finance Manager to ensure Manchester Advocacy Hub operates within agreed budgets.
- To monitor expenditure including expenses, events and activities and funding awards, ensuring best value for money.
- Identify funding opportunities and work with Chief Executive & Service Manager to develop applications involving Manchester Advocacy Hub staff as appropriate.
- Complete reports as required by Chief Executive, Service Manager and commissioners.
Other duties and responsibilities
- To represent Gaddum Centre and participate at external meetings and events to maintain awareness of local, regional and national issues as required by Service Manager & Chief Executive.
- To meet regularly with Service Manager for supervision.
- To organise and attend meetings as required by Service Manager.
- To undertake additional duties within competence of post holder as required by Service Manager or Chief Executive.
- Give presentations and talks about work of Gaddum Centre as required.
- Flexible approach to working patterns to suit the needs of the role and responsibilities as required.
