1. Following the completion of SMW-4 repair operation on 17 February 2008, please be advised that all the SMW-4 restoration paths for SMW-3 use are now in-service. As such, the SMW-3, S10.1 CCP is no longer required.
2. Attached is an updated document that contains the users' responses, related to S10.1 CCP, that were received as of to-date (20 Feb 2008), for your record and information, please.

2. Due to some users' requests, I have extended the due date to COB 13 Feb 2008 (Wed). Additional Point:-
For those interested parties whose SMW-3 circuits are currently under non-restorable status, they can only subscribe to the mentioned CCP and associated ad-hoc rate, after they have upgraded their circuits to "Restorable status" for end to end nodes, and are liable for the associated Semi-Annual/Annual Fixed Charges in 2008.

Dear SMW-3 AR&RSC Co-chairs and Users,
1. As you are fully aware, a SMW-3 shunt fault has appeared on SMW-3 Seg 10.1(Penmarch/France-Goonhilly/UK) cable at about 18.81 km from Goonhilly beach manhole and before the first repeater since late last week. Fortunately, traffic is currently not affected.(See GBNOC's separate email to SMW-3 Consortium appended below).
2. As part of our pro-active roles, urgent audio calls were held last Friday and yesterday among BT, FT and SingTel to develop a SMW-3, S10.1(Penmarch-Goonhilly) Conceptual Contingency Plan (CCP) to mitigate the possible catastrophic event of S10.1(Penmarch/France-Goonhilly/UK) failure, during this interim period when SMW-4 is not yet being repaired.
3. Following these 2 audio-calls, please find spreadsheet attached which contains the following 4 worksheets:-
a. the overview of the implementation status of existing S10 URM Plan (Ref: SMW-3 S10 Issue 2008.2 PLAN FOR Year 08_Dated:_18 Jan 2008)
i. In summary, 30 out of the existing 56 URM STEPs can not be implemented via SMW-4, should S10.1 fail now.

b. the pictorial diagram of SMW-3 (S10.1) CCP,
i. The recommended Conceptual Contingency Plan (CCP) for the above STEPs is to be via New AD-HOC FT 10G backhaul (Penmarch-Paris) + re-using the existing BT European Network (Paris-London) + re-using the existing BT national network backhaul (London-Goonhilly).
ii. The ONLY cost to be incurred will come from the use of the new AD-HOC FT 10G backhaul(Penmarch-Paris) as follows:-
- charges applied by FT for a full 10G provided between Paris and Penmarch : 100 K € per full 10G
- charges applied only if used
- one time charge to be applied until the SMW-4 repair(s) completion
Thus, the estimated one time charge is about [Euro 100K divided by 30 STM-1s] = Euro 3.3K per Full STM-1. It is also recommended that East and West users to share equally on this one-time cost (i.e. East and West users will share 50:50 which comes to about Euro 1.7K per Half STM-1), ONLY if the CCP is implemented.
iii. For your advance info., BT and FT had already tested this AD-HOC link between Penmarch and Goonhilly yesterday. Thanks to FT for her goodwill to establish it and be on stand-by without charges to be incurred.
c. the Draft SMW-3 AD-HOC Mapping plan for the above 30 affected bearers
i. Please note that no actions from SMW-3 ORLO and NOC(GBNOC) are required at this moment. We will only implement the AD-HOC Mapping Plan, and re-configure both the existing Restoration Matrix IDs (RMIs) and SNCP switching points, when S10.1 fails during this interim period till SMW-4 is repaired. It is anticipated that total about 15 hours is needed to get all these 30 affected bearers up, if the CCP is implemented, and very much dependent on whether RM could reach the Network Elements to perform the required mappings during the failure, and barring any unforeseen circumstances. It is not advisable to implement the AD-HOC Mapping Plan now, as we may encounter some difficulties if we want to use back the original RMIs, should a SMW-3 failure occur first elsewhere other than S10.1.
d. The Mux plan for S10.
i. The Mux plan can also be retrieved from the SMW-3 NA website:- www.smw3.com.
4. Recommendations
In order to shorten the decision-making process, and meet the Ad-hoc restoration request from any administration in the event of S10.1 failure from now till SMW-4 is repaired:
(Note: Please kindly refer to the discussion on the "decision-making process for ad-hoc restoration arrangements" made at SMW3 RC#6 meeting in Tokyo, December 2004, particularly, to the items in the meeting minutes (refers to Paper 5.16 at SMW3 AR&RSC#10) for guidance and decision)
a. In order to avoid email snow-balling, I would really appreciate it if affected S10.1 users (Especially those who have traffic on the 30 affected bearers as listed in Para. 3(a)(i)) could response urgently to SMW-3 ORLO directly via email: on your agreement to subscribe to the recommended Conceptual Contingency Plan (CCP), and pay associated cost as detailed in Para 3(b)(i) & 3(b)(ii) by COB 7th Feb 2008(Thurs).
Note: For JAC users, please send me your agreement ONLY after your have consulted your counter-part, and copy them in your response to me.
b. Right after the due date, ORLO will identify the number of interested users (require Ad-hoc restoration), and provide the actual associated costs to be paid by them.
c. ORLO needs to receive the acknowledgement from these interested users, who are willing to commit for the Ad-hoc restoration, and pay for the associated cost. Failing which, no Ad-hoc restoration will be carried out, especially for the affected bearers as listed in Para. 3(a)(i).

1. As informed by BT, a shunt fault has appeared on SMW-3 Seg 10.1(Penmarch-Goonhilly) cable at about 18.81 km from Goonhilly beach manhole and before the first repeater. The fault is currently stable and will be monitored 24/7 over the weekend by the team at Goonhilly Cable Station. The shunt fault is caused by a ship dragging its anchor.
