Follow-up to CCNGO Coordinating Group call

Subject: Establishment of CCNGO 2018-19 work plan

The call next call planned for mid-December 2017 (will send separate email to propose dates/times) will be devoted to the establishment of 2018-19 work plan for the CCNGO. We will need to have a draft of the CCNGO work plan ready for this next call and a volunteer from among the members of the CCNGO Coordinating Group to take the lead in drafting it.A number of inputs have already been proposed by email and some further ideas discussed during the call.

Here are some further thoughts following our discussion:

The work of the CCNGO could possibly be organized around two main strands of work, in line with two of the working groups of the global SDG-Education 2030 Steering Committee, namely:

(1)Advocacy and communication

(2)Review, monitoring and reporting

Advocacy and communication

Much like the SDG-Education 2030 Steering Committee, the CCNGO, as a global network, will need to determine what it will advocate for/communicate about, when and how.

What: Themes for advocacy/communication that have emerged from our discussions include the following:

-Innovative financing: Concern with the Commission’s proposal for IFfED, often encompassed and disguised under the broader term of ‘innovative financing’, in particular for its encouragement of increased debt to ensure the right to inclusive and equitable quality education and lifelong learning opportunities for all.

-Narrowing of the SDG4-Education 2030 agenda: A narrowing of the global education commitments to a focus on children in pre-primary education, primary and lower secondary education, to the neglect of youth and adult education. This is sometimes justified on the basis of the need to prioritize among SDG4 targets (subsectors and age groups) in national policy implementation.

-Global lead indicator:

-Commercialization of education:

How:

The SDG-Education 2030 Steering Committee, with its 4 working groups devoted to (i) Policies and Strategies; (ii) Financing of education; (iii) Review, monitoring and reporting: (iv) Advocacy and communication) is a key global consultation and coordination for CCNGO engagement. CCNGO representatives in the SC are already involved in some of the outputs being prepared by the various SC working groups. It would be important for the CCNGO coordination group to provide input in the development of the range of papersthat the SC working groups are preparing and/or in the deliberations at the upcoming SC meeting (Paris, 28 Feb-2 Mar 2018).

The CCNGO could also prepare position papers on specific issues to be published and disseminated through existing paper series. UNESCO could offer, for example, that one of its Education Research and Foresight ERF Working Papers be signed by the CCNG0 on a commonly-agreed issue of strategic importance.

Also need to explore how CCNGO can better link with constitutive CSO global and regional networks.

Objective of the call: To decide on a way forward for developing a plan of action for the CCNGO 2018-19

1. Development of CCNGO Work Plan 2018-19

Recognizing the challenge of developing a CCNGO 2018-19 Work Plan via email, the Coordinating Group reiterated the usefulness of a face-to-face meeting. Consequently, it was suggested to hold a face-to-face meeting in Paris in advance of the upcoming SDG-Education 2030 Steering Committee meeting (Paris, 28 Feb-2 Mar 2018). In addition to developing the CCNGO Work Plan for 2018-19, the face-to-face meeting of Coordination Group would also be an opportunity to prepare interventions for the Steering Committee Meeting, as well as to consult on other CCNGO organizational issues (communication with respective constituencies, improving levels of engagement at national and local levels …).

The Coordination Group members suggested a process as follows:

  1. All members submit their respective organizations’ work plans/list of activities as soon as possible. An analysis of commonalities in activities and crosscutting issues across the various work plans could serve as the basis for the development of the 2018-19 CCNGO Work Plan.
  1. All members submit a one-pager outlining what their organization sees as issues of concern in taking the Education 2030 agenda forward. Issues already suggested/identified by the Coordinating Group include: (1) innovative financing; (2) narrowing of the SDG4 agenda; (3) privatisation and commercialisation in and of education; and (4) the development of a global lead indicator. The one-pager could elaborate on these and/or other issues.

The two inputs above for the CCNGO 2018-19 Work Plan are to be submitted to the CCNGO Secretariat [ by XXXX.

2. Calendar of global education-related events

In addition to the upcoming SDG-Education 2030 Steering Committee Meeting (Paris, 28 Feb-2 Mar 2018), the Secretariat recalled key global education-related events that could be considered for the CCNGO Work Plan:

  • Global Action Week for Education (April 2018) on Accountability in Education
  • HLPF 2018 Review (New York, July 2018)
  • UNGA (New York, Sep 2018)
  • G20 Buenos Aires Summit (30 Nov– 1 Dec 2018)
  • Global Education Meeting (GEM) 2018 (Brussels, 3-5 Dec 2018)

Note: It would be useful if all Coordinating Group members share what they consider to be key global and regional civil society-organized events on education for consideration in the CCNGO workplan.

3. Upcoming NGO Forum on Migration

The NGO UNESCO Liaison Committee (Marie-Claude Machon-Honoré) proposed the involvement of Coordination Group members in an upcoming NGO Forum on Migration due to be held in Italy or Greece in May/June 2018. Coordination Group members were invited to partake in the planning process and to identify a regional representative to speak at the Forum. Coordination Group members welcomed this initiative and stressed the need to consider issues related to migration and displacement, mother tongue language instruction, and the impact of migration/displacement on children, youthand adults.

The Coordinating Group suggested that Christoph Jost (EAEA-DVV) [ could possibly be approached as a potential candidate for representing the Coordination Group at this Forum. It was also agreed that members would submit their inputs or suggestions for the Forum via email to Marie-Claude Machon-Honoré [ with copy to the CCNGO Secretariat [

4. CCNGO membership

  • The list of CCNGO membership be reviewed and updated with the support of Coordination Group members through their respective constituencies.
  • The UNESCO-NGO Liaison Committee will also cross-reference CCNGO membership with its broader list of NGOs.
