Annual Business meeting held Apr. 13:
New board members were elected at the MN Chiefs annual business meeting. Past presidents counted and destroyed ballots, per bylaws.
The following new board members were sworn into respective offices, at the Apr. 14 MN Chiefs Awards Banquet:

CannonFalls Chief Jeff McCormick, Third Vice-President
Benson Chief Jim Crace, Sgt.-At-Arms
Plymouth Chief Mike Goldstein, Director;

The new board members will attend their first board meeting in May.
Members also voted in the majority to change the chaplain’ duties as documented in the association bylaws. See attached.

1.Call to Order:
President Mona Dohman called the board meeting to order at 12:45 p.m.
2.Opening Invocation:
Chief Peter Janskyoffered the opening invocation.
3.Approval of the consent agenda:
Agenda approved.

4.President’s Report:
Alarm Management-Guest Glen Mowery of SIAC recognized Chief Jeff Beahen for 37 percent reduction in false alarms and update the board on free 2.0 hour alarm management training in St. Peter and Chaska.
Gala -President Dohman asked Gala Chair Cari Gerlicher to report on the Gala event from 2010 and outlook for 2011. She said that the event’s financial report will wait until the next meeting. She said that sponsors for 2011 already are coming forward. Another promotion for chiefs will be available: companies may want to sponsor chiefs’ attendance, or group tables of chief attendees will realize a discount.
Foundation – The Foundation board will be looking for and approving additional members. No target date set to complete selection.
Executive director resignation – Harlan Johnson announced his resignation and retirement at the annual business meeting, effective July 15. President Dohman offered appreciation for improving the condition of the association and for his commitment of service.

A new appointment will be made by Gov. Pawlenty, since POST Bd. Chair John Bolduc is seeking a Chief’s position in San Diego.
b.CJIS Advisory (R. Wyffels)
R. Wyffels attended a national review of security policies conducted in Louisville, KY.

Chief McPhee and President Dohman welcomed regional representatives attending the meeting.
10.Old BusinessNone.
Aquestion was brought up whether the Minnesota Chiefs of Police Association is still in negotiations with the Law Enforcement Technology Group (LETG) to provide low-cost subscription RMS service to smaller agencies. There have not been further discussions.
11.New businessNone.
Grand Masonic Lodge Child Find project.Exec. Dir. Harlan Johnson suggested MN Chiefs agree to endorse the program. Board decided to table and examine.

Bylaws change re: Chaplain duties passed and changed
Question #1: Shall the Minnesota Chiefs of Police Association change its bylaws to read as follows:
Section 6. Chaplain.
(a) The Chaplain shall be responsible for the invocation at meetings
of the members and shall consult with other clergy where
circumstances may require.
(b)The Chaplain shall perform such additional duties as shall be
determined by the Board of Directors and/or the President.
(c) The primary function of the Chaplain will be determined by the
Board of Directors.
Section 6. Chaplain Duties
Shall be responsible for promoting the spiritual health and fitness of the
association and its members. Shall provide direct spiritual care and support
resources to individuals as requested. Shall provide the invocation at
meetings of the members and represent the association at ceremonial events
as directed by the association. Shall identify, evaluate, communicate and
coordinate additional spiritual care and support resources available to the
association and its members.
