Response to questions identified in the Discussion Paper1. What design solutions and/or engineering controls could improve quad bike stability and safety?
Comment Current members of the FCAI follow the US safety standard for control in the prior
absence of any relevant Australian standard, such self governance is to be commended. My
comments at this pertain to the suggested use of ROPS systems. International investigation of
ROPS have shown them to be significantly more dangerous in usage than the absence of ROPS
on ATV’s known as quadracycles..
2. What engineering controls could improve operator protection in the event of a roll over?
Comment
Laws to prevent customisation of Quadracycles to deliberately amend them to carry
passengers is any capacity outside of Factory or approved engineer design would be considered.
3. What engineering options could minimise the capacity of children to start and/or operate quad bikes?
Comment
This process is the same for any farm machinery in that keys and or other starting devices are
removed from quadracycles and children are educated in the unsuitability of their use. Heavy
Government subsidies for child sized quadracycles to participate in farm activities would be
benefiscial.
4. What engineering controls could minimise the capacity of a quad bike to carry passengers.

Only laws preventing customisation of quadracycles to carry passengers when and where they
