Town of Raymond Town Board &The Raymond Fire & Rescue Department

The meeting was called to order at 1930 hours. Town Chairman Gary Kastenson had called roll call at their previous meeting. Present for this meeting from the Town Board was Chairman Kastenson and Supervisors Ryan, Millonzi and Heinrichs. Present from the Fire Department was Chief Babe, A/C Mentink, A/C Hetzel; Captains Eignenauer, Foster, Dinauer, and Leedle; Rich Adams, Gilbert Bachman, Adam Smith and Pat Goder from the Board of Directors; Bruce Clark; Department Clerk, Margaret Fohr and one guest.
Chief Babe shared the year-to-date budget with the Town Board members. Chief reviewed the 2008 budget, where we ended the year with more than $19,000 left for the year. Chief Babe reviewed the calls in 2008 – 303 responses, 50+ of which were fire calls, 9 of those being MABAS calls. Membership is at 40 and he shared the current roster with the Town Board members. Chairman Kastenson congratulated the department on the good response times – in 53% of calls the response time was less than 5 minutes. Chief Babe also congratulated the department members on the response times.
There was discussion on the outstanding equipment loan on the pumper/tanker. There are 3 payments left on a 5 year plan at 5% interest. Chief Babe read some information on the Volunteer Response Act recently passed in the State. Chief will give it to the town clerk to check into. Chief reviewed the department equipment and the age of the various pieces. Chairman Kastenson asked what vehicle the department would replace next – Chief said the tanker. Chief said the department brought in more than $55,000 in 2008 in rescue revenue. Chairman Kastenson said the vehicle issue needs to be reviewed and perhaps the department could begin looking for a tanker for 2010. It depends if something come off the list. Supervisor Ryan said it depends also on what the auditors come up with. Chairman Kastenson would like Geno (Pauers) or someone to cost out a tanker. Captain Foster said the average price is going to go up $20,000 as of January 2010. Because of the rising cost, Chairman Kastenson feels it is something they need to look at.
Chief Babe said we’re sitting pretty well with the NIMS requirements, although some supervisors need this. The department is in compliance with NIMS and this makes the fire department eligible to apply for grants. Supervisor Heinrichs asked if the DPW trucks need to be marked on the sides – Chief Babe doesn’t know. Rich Adams is working on I.D. cards for the DPW workers.
Officer Reports:
A/C Hetzel – He reported that the department has been purchasing radios and new batteries. Pagers are an issue at this time – they are still fixing Minator 4’s. He said we may have to get new radios if the frequency changes. Chief said that this would probably be in 2012. Chief explained how our system/frequency works. A/C Hetzel said the MABAS system is working well - nearly the entire state is involved now. A/C Mentink explained the interdivisional calls. A/C Hetzel said that the radio issue could be expensive. Chief told the Town Board members that the Chief’s Association may give the department some MABAS radios, saving the department and town considerable money.
A/C Mentink – He told the Town Board members about the fire investigations this past year. He said the MABAS works for us, as well as we helping others. The winner of the fire department poster contest will get a ride home from school in a fire truck. He explained the fixed asset list which was given to Gina, the town accountant. A/C Mentink told the Town Board members about the false alarms at Norco and how it is being handled. There are 11 Knox boxes in the community, including one at a private resident’s home. A/C Mentink recently ordered a new NFPS book. He told the Town Board members that there are only 4 dry hydrants in the town and there was a discussion on the dry hydrant in StoneCreek. A/C Mentink said that 103 fire inspections were done in 2008. He brought C J’s Flowers to the attention of the Town Board, stating the number/kind of fire violations on that property. Chief told the Town Board about A/C Mentink’s Pillar of the Community Award last weekend. They congratulated him.
Captain Foster – He was introduced as Gene Pauer’s replacement. Captain Foster explained the new safety vests and explained some upcoming training for the department. Some members are taking surface ice rescue training this month and dive rescue training may be done in the future. Captain Foster explained the situation of the air bottles.
Captain Eigenauer – He told the Town Board members how he does most of the small maintenance on all of the department’s vehicles and outsources the larger repairs. He said that Rescue 1 & Rescue 2 passed the state inspection last week. Chief stated how much of the department’s annual budget goes into vehicle maintenance.
Captain Leedle – He explained the policies involved for the department members to keep their EMS licenses renewed after 2010. Captain Leedle was proud of keeping the 2008 Rescue Supply portion of the budget under by $200.00. He explained how the reports are entered and passed along to the state level. Captain Leedle is also responsible for building and grounds maintenance and reported that the garage doors are in but there is still a problem with one opener. He said there is still an intermittent roof leak but it can’t be found. The divots in the building apron are getting worse. Chairman Kastenson said that after the Waste Management contract gets settled something can get done. Captain Leedle said that the new d-fibs were delivered, members were trained on them and they are in service already. Chairman Kastenson asked if we’ve used them yet to shock someone – no, they are being used, but not yet for shocks. Chief Babe said the annual maintenance on these will be less and there should be no battery issues with these as with the old ones.
Captain Dinauer–He told the Town Board members that training has been done on the d-fibs, induced hypothermia, hospital destination protocol and other things. Eight members of the department attended continuing education classes at the recent EMS Conference. Captain Dinauer explained the change in the EMT-Basic refresher requirements and the new title change in 2009, from EMT-I Tech to Advanced EMT. TB testing has been done and the annual HIPAA training is coming up. He told the Town Board members about the $25,000 grant the department received for a new repeater for the department. Chief Babe explained the relationship between Dr. Bote, Dr. Picolo and the Raymond Fire and Rescue Department. Chief is very pleased with the cooperation the department receives.
Gilbert Bachman – As spokesperson for the fire department’s Board of Directors, he explained that the Board of Directors usually meets twice a month to approve bills. In addition they conduct interviews of prospective members, conduct probationary reviews, and will be taking a look at membership requirements. Chief Babe stressed how the new method of tracking budget monies has helped the department plan and spend accordingly. He also feels things are better since the department has taken over the reporting from Badger Billing Services.
Bruce Clark, spokesperson from the Explorer Post 500, thanked the Town Board for their support of the Explorer Post. He said that membership of the youth varies from 15 – 8 people and there are 12 active adult members, 5 of which are from the Raymond Fire and Rescue Department. He told the Town Board members of the trainings done for and with the youth. An annual report comes out at the end of the month. He told the Town Board members of the various activities of the Post this past year – fire camp, the rehab trailer.
Chief Babe told the Town Board members how each officer and department person around the table is modest about all their work with the department and how much they do behind the scenes.
Chief invited the Town Board members to the department’s banquet May 2, 2009.
Discussion went to the fireworks plan. Chairman Kastenson said that everything is almost taken care of. The site for setting off the fireworks will be behind the Extreme Fireworks store. Chairman Kastenson said that Extreme Fireworks was to work with Chief on the site preparations.
Chairman Kastenson told the fire department to keep up the good work – they are doing a great job.
A/C Hetzel asked about all the old radios the department has. It was mentioned that Rich Adams will put them on ebay and try to get some money for them. Chairman Kastenson said it is up to the department to do with these things as they see fit. Chief Babe said that the department is trying to get the basement cleaned up.
Supervisor Ryan moved to adjourn; seconded by Supervisor Millonzi; passed. The meeting was adjourned at 2100 hours.
