A.  Report on the State Board of Education’s Actions on the Instructional Quality Commission (IQC) Recommendations on Guidelines for the English Language Arts/English Language Development Curriculum Framework and Evaluation Criteria Committee (ELA/ELD CFCC) and Appointments to the ELA/ELD CFCC (Information)

At its November 7–8, 2012, meeting, the State Board of Education (SBE) considered the IQC’s recommendations to approve the guidelines (Attachment 1) for the revision of the English Language Arts/English Language Development Framework for California Public Schools (ELA/ELD Framework) and the appointment of members to the ELA/ELD CFCC. Executive Director Tom Adams and IQC Chair Bill Honig will provide an update on the SBE’s actions.

B.  Review Draft ELA/ELD CFCC Meeting Work Plan and Draft ELA/ELD Framework Outline (Information)

The Curriculum Frameworks and Instructional Resources Division (CFIRD) staff has prepared a draft work plan (Attachment 2) for the development of chapters and topics in the revised ELA/ELD Framework. The work plan is subject to change as the revised framework is developed by the ELA/ELD CFCC.

Attachment 3 is an outline of the proposed chapters for the ELA/ELD Framework. It is the ELA/ELD CFCC’s responsibility to draft the content of the chapters and determine in which order they will appear in the framework. The CFIRD staff and the contracted writers prepare initial draft chapters which the ELA/ELD CFCC then reviews and revises. Every chapter is discussed and revised at least twice by the ELA/ELD CFCC. At the last ELA/ELD CFCC meeting, all chapters are discussed and final revisions are made by CFIRD staff at the direction of the ELA/ELD CFCC. Then, the draft framework undergoes review and editing by the ELA/ELD SMC and the IQC before it is posted online for the first of two public review and comment periods.

C.  Discuss Role of IQC and ELA/ELD Subject Matter Committee Members (Information)

The IQC and the English Language Arts/English Language Development Subject Matter Committee (ELA/ELD SMC) members have both general and specific responsibilities related to the development of the revised ELA/ELD Framework. The ELA/ELD SMC members attend meetings of the ELA/ELD CFCC to support their work on developing a draft revised framework that is consistent with the guidelines adopted by the SBE at the November SBE meeting.

The specific responsibilities related to the timeline for the development of the revised ELA/ELD Framework include:

·  September 26–27, 2013: The ELA/ELD SMC reviews the draft framework and makes recommendations for edits to the IQC. The IQC takes action on the recommended edits and directs CFIRD staff to make the edits and then posts online the draft framework for its first 60-day public review and comment period.

·  December 20, 2013: The ELA/ELD SMC meets to consider edits and suggestions received during the public review and comment period and develops a recommendation for the IQC regarding changes to be made to the draft framework.

·  January 23–24, 2014: The ELA/ELD SMC makes its recommendation regarding changes to the draft framework to the IQC. The IQC directs CFIRD staff regarding changes that must be made to the draft framework and takes action to recommend the draft framework to the SBE. Once CFIRD staff makes the required changes, the draft framework is posted online for its second 60-day public review and comment period before the SBE takes action in May 2014 to adopt the revised framework.
