DESCRIPTION OF WORK

1.GENERAL STATEMENT OF DUTIES

Responsible for the day-to-day administration and enforcement of the Building Bylaw (and other related bylaws including Zoning, Official Community Plan, Business Licence, Signs, etc.) in the Town of Smithers; checks building plans, drawings and specifications; issues building permits; and inspects construction in coordination with Development Services and Fire Departments.

2.SUPERVISION RECEIVED

Reports to the Director of Development Services.

3.DUTIES AND RESPONSIBILITIES

  1. Examines and checks plans, specifications and drawings of proposed residential, commercial and industrial construction, conversions or additions and demolitions, to ensure compliance with the MunicipalBuilding and Zoning Bylaws, BC Plumbing Code and BC Building Code.
  2. Utilizes knowledge of Fire Code requirements and interrelates with Fire Chief or designate on plan checking and performs Fire Safety Inspections, as required.
  3. Lists non-conforming items on plans and discusses with principals the possibility of revision of plans to meet standards.
  4. Makes decisions on Building Bylaw and Building Regulation interpretations.
  5. Co-ordinates the inspection of all phases of the construction, alteration, addition and attachment of all types of structures from the placement of the foundation until construction is completed in order to ensure compliance with the BC Building and Plumbing Code, Provincial and Federal Regulations, Municipal Bylaws and recognized accepted design and building practices.
  6. Inspects building sites in order to ensure that all essential requirements such as property lines, required yards (setbacks), entrances and suites conform to the relevant Bylaws.
  7. Reviews construction plans and specifications with property owners, contractors, architects, consulting engineers, for the purposes of ensuring compliance of building and zoning regulations.
  8. Approves Building Permits and establishes the permit fees.
  9. Inspects premises for zoning, health and safety and sanitation requirements and approves Business Licences.
  10. Undertakes general field inspections throughout the municipality in order to prevent the erection of illegal buildings, alterations or additions, zoning violations, and recommends remedial action on unsightly premises, nuisances and dangerous or unsanitary buildings or premises to the Prevention and Community Safety Officer.
  11. Maintains a comprehensive record of permits issued and inspections carried out.
  12. Issues warning letters or Stop Work Orders as required, where builders fail to observe bylaws or regulations, referring more serious cases to the Director of Development Services and/or the Prevention and Community Safety Officer.
  13. Checks site plans to ensure that appropriate servicing of the site with water, sanitary sewer, drainage and access is addressed and advises the Director of Development Services on proposed service upgrades and new water meter applications.
  14. Carries out building inspections, when required, to assure compliance with applicable regulations including revised or changed occupancy use, as required by the Director of Development Services.
  15. Carries out design and structural checking and computations where applicable.
  16. Deals with inquiries from the public on matters regarding status of plans in process and the expediting of their processing.
  17. Assists and advises the public on matters of legislation, interpretation and requirements.
  18. Submits oral and written reports on activities as required, and keeps necessary building plans, files and records.
  19. Continually upgrades knowledge of Building Codes and standards, various Acts, Regulations and Municipal bylaws.
  20. Performs such other related duties as may be assigned from time to time.

4.ABILITIES

  1. Thorough understanding of BC Building and BC Plumbing Codes.
  2. Proficient ability to read and interpret building plans.
  3. Solid understanding of construction methods and materials.
  4. Knowledge and ability to interpret BC Building Code and Municipal Bylaws and be able to convey that information to others.
  5. Familiar with setting up and keeping records and files, submission of reports, both verbally and in writing.
  6. The ability to deal effectively, diplomatically and assertively with people, both orally and in writing.
  7. Sound knowledge of Municipal bylaw regulations and procedures.
  8. An ability to interpret and enforce regulations impartially and tactfully.
  9. A working knowledge of the BC Fire Code.
  10. Above average communication skills in order to comprehend and interpret questions or problems presented by others.
  11. Computer skills: Microsoft Office and Internet.

5.MINIMUM QUALIFICATIONS

  1. Minimum Level 2 Certification from the Building Officials Association of BC.
  2. Five (5) years experience as a municipal building official.
  3. Certification as a Local Assistant to the Fire Commissioner.
  4. Valid BC Driver’s Licence.
