APPLICATIONS CONSIDERED:
Application Number: WD/2009/0501F
Location: OLD CROWN FARM, HIGH STREET, HARTFIELD, TN7 4JG.
Proposal ERECTION OF A SINGLE-STOREY BUILDING FOR THE HOUSING OF A BIOMASS BOILER AND AN ELECTRICAL SUBSTATION ADJACENT TO THE BOILER BUILDING.
Comments: We strongly object to this application. We object to the positioning of the sub station and biomass boiler and storage area, in an area that has been designated as Local Open Space Area in the Local Plan, We object to the over development of this site in a Greenfield area in an AONB and the visual impact that it will have from the Village Croft which is in regular use. We supported the applications WD/2008/1604, WD/2008/1605 and WD/2007/3143 for a Surgery, 9 affordable houses, a farm shop and an office block on this site, this should have been included within those plans and within that area. Furthermore we are informed that the 9 affordable houses will not be using the hot water provided from the biomass boiler. The proposed footprint of the biomass boiler and storage is far bigger than required to supply hot water to the surgery, offices and farm shop.
For this to be an environmentally friendly, efficient project and to reduce the carbon footprint, we are told that the trees for the fuel of the boiler will come from the Buckhurst Estate (a large estate), more trees to be felled, and transported to a depot to be processed into biomass fuel, the processed fuel then transported to the boiler site for use. Where will this depot be, this will be even more traffic movement onto the Old Crown Farm site and through the village.
We recommend refusal for the above reasons.
