Managing Inclusion 4 Guidelines for Head Teachers 2016
6b. Individual Educational Plans
The Head Teacher, or a delegated member of staff, overviews the progress and achievement of all pupils, including those with additional support. needs, in collaboration with staff, parents and pupils themselves.
Individualised Educational Plans (IEPs) supplement normal target-setting documentation in order to ensure that additional support needs are being met. If these are considered to be needed for pupils who are Stage 1 of the stages of intervention, they should be school-based and not included on target-setting returns or on the annual audit.
IEPs set SMART (specific, measurable, attainable, relevant and timed) targets for the small number of pupils who have additional support needs which require significant, planned intervention which is reviewed at least termly.
IEPs provide clear guidance to teaching staff and members of support services on the most effective and efficient ways of meeting their educational, social and care needs. They are kept under review and up to date.
Current guidance is that approximately 2% of the school population may require an IEP.
Schools are required to make a bi-annual return to the QIO (ASN) to inform the Schools Service of the small number of pupils for whom long-term targets (these are targets for a 12 month period) have been set and the number of targets set in each Language, Maths and Health and Well-being (TSASN 1). This return is made at the end of September each year. In June, schools report whether or not targets were met (TSASN 2).
