Purpose:
Thepurpose ofthisdocumentistoassistowners/operatorsof buildingsthatcontaincareoccupancies,careand treatment occupanciesand retirement homesin ordertoaddresstheprovisionsof Sentence2.8.3.2.(6)ofDivisionBofthe FireCode.
Background:
Sentence2.8.3.2.(6) ofDivisionBoftheFireCoderequiresthatonceevery12 months, afiredrill incareoccupancies,careand treatment occupanciesandretirement homesbecarriedoutusingascenariorepresentingtheloweststaffinglevelsthatmight beencounteredinthefacility. ThisscenariomustbeapprovedbytheChiefFireOfficial inadvance ofthefiredrill. Thepurpose ofthedrill istoconfirmcompliancewith Sentence2.8.2.2.(1) whichrequiresthattherebesufficientsupervisorystafftocarryout thedutiesinthefiresafetyplan.
Theannualfiredrill requiredbySentence2.8.3.2.(6) shouldbebasedonaprobablefire scenariothatwouldprovidethegreatestevacuationchallengefor staff. Ontariofireloss statisticsreveal thatfiresstartinginresident/patientroomstendto bethemostserious
inthattheyaccountfor thelargest number offiredeathsinvulnerableoccupancies. Typically, nighttimehoursrepresentthetimeduringwhichstaffinglevels areatthe lowestlevels. Asaresult,ascenariobased onafireoriginatinginapatient/resident room duringnighttimehourswouldconstituteaneffectiveannualfiredrill exercise.
Itshouldbenotedthatthefiredrill isasimulationofafireoccurrenceandalthoughthe numberofstaff andtheir locationinthefacilityshouldreplicatenighttimeconditions,the drill itselfcanbeundertakenonanyday, at anytime. Furthermore,owner/operators
mayconsider theuseofproxiesinlieu of actual residents/patientsfor participationin thedrill. Additionally,inhospitals,proxylocationsshouldbeused insituationswhere conductingadrill inan inpatientunitmayputpatientsatrisk.
Inkeepingwiththeobjectiveofdevelopingaprobablefirescenariothatposes evacuationchallenges,thezoneorfloor areachosentodemonstratethefiredrill should beonethatincludes either thelargestnumber ofresidents/patientsor alargenumber of residents/patientsthat requirethegreatest assistancewithevacuation. Infacilitieswith
avarietyofsleepingarrangements,thesleeping roomchosentobetheroom offire originwithintheselectedzoneorfloorareashouldbeoneoccupiedbynon-ambulatory resident(s)/patient(s) withmorethanoneoccupant,whereapplicable.

Thefiredrill shoulddemonstratestaffrespondingtotheresident/patientroom offire origin,theremoval or assistance oftheoccupant(s)fromtheroom, andtheclosing of thedoor totheroom.
Similarly, evacuationofresidents/patientsinthezone/floor areaoutsidetheroom of origintothenearestpointofsafetyshouldalsobeundertakenaspartofthedrill. This portion ofthedrill shoulddemonstratethat evacuationcanbeaccomplishedwhile conditionswithinthecorridor remainsafe. Thefollowingareconsideredpointsofsafety for thisportion ofthe drill:
• Outsidethebuilding
•Exitstairwell separatedfromtheremainder ofthebuildingwithfireseparations ratedfor atleast30minutes,and
•Adjacentzonewherefloor is dividedintozones byfireseparationsratedfor at least30minutes
Thetimesavailabletosafelycarryoutthesecritical dutiesaredeterminedinadvance of thefiredrill andconstituteacritical part ofthescenario.Theabilityofstafftocarryout thesedutieswithinthesetimesneedstobeverifiedduringthedrill soastoestablish
thattheprovisionsofSentence2.8.2.2.(1) aresatisfiedfor thescenario.
Thefiredrill beginswithactivatingthefirealarmsystemandendswhenall residents/patientsthat requireassistancehavereachedapoint ofsafety.
