I.  Review of the Open Meeting Law

II.  Roll Call of Counties Present:

Boone Platte Merrick Howard Colfax Polk/Butler Dodge, Saunders – excused. Not Present- Nance

III.  Introductions and Review of the Minutes of 12/16/08 Meeting

Introductions of those present were made, and the Minutes were reviewed and approved.

IV.  IED Funding

a.  Vote on projects related to the IED Funding – No counties are asking for funds

i.  Best thing is to MOU the $ back MOTION – Dodge: motion - Howard 2nd’s it

V.  HVA Forms for planning East Central Region

a.  Kate sent this from the PPC – there is a planning meeting after this meeting so Tim will show it to the group and it will be on the agenda for the next agenda.

b.  Merrick questions the need to do this… Dodge also states that this may be redundant. Fremont may be where this threat assessment is most warranted. Other counties may not have as much risk.

c.  Tim: Idea is to focus on higher risk areas – and at the state level this will make a difference for additional funding.

d.  There are many assessment tools – lets tackle that when it is distributed and deal with it is when it happens.

VI.  Approval of County Proposed Projects Submitted

a.  Use of Investment Justification Forms – these are in the works – will be submitted in the next couple of weeks. These were all voted on and now the submission needs to take place. Getting movement on the state’s part. This is a multi-year project – some areas still have 2005 $$ to spend. When you have $$ left over waiting until the end may be a good strategy.

VII.  State Updates – Provided 2009

a.  Regional 2009 Planning Funding guidelines

b.  2009 IJ meeting – Feb 18th NEMA 2 need to go – Tim & Bob Carey will go.

c.  Need NCOR representative – Tim volunteers. The changes are more defined and structured – getting the State Mutual Aid piece will include Wireless Advisory Board. Bob assigns Tim to NCOR. Merrick says NESCA needs representation on NCOR so that Dispatchers are included.
